Feminization Of Responsibility In Community Recovery: Rethinking Disaster Justice Through The Lens Of Care, Kaira Zoe; Alburo-Cañete
Philippine Studies: Historical and Ethnographic Viewpoints
In the Philippines women are increasingly recognized for their crucial roles in disaster recovery. While not against participation per se, thisarticle troubles assumptions tied to women’s participation, which are based on constructions of women’s altruism and care responsibilities. Drawing from a qualitative case study in post-Yolanda Tacloban, it contends that instrumentalizing women’s care-based practices in disasters may inadvertently worsen gender inequalities. To achieve gender justice in recovery, thearticle advocates addressing the confinement of care to women and emphasizes integrating an ethics of care into disaster justice frameworks to combat pervasive injustices that contribute to gendered vulnerabilities during disasters.KEYWORDS: DISASTER JUSTICE …

As we articulated in the introduction to the first installment of this two-part special issue, our aim is to offer a space that provokes a reflection and articulation of disaster justice praxis to generate conceptual, empirical, and practical insights across various Philippine contexts. In 2023, South Korean President Yoon Suk-yeol suggested South Korea should consider pursuing a sovereign nuclear weapon arsenal, a striking departure from the history of South Korea’s non-proliferation posture. The pursuit of a nuclear capability or redeployment of nuclear weapons has gained traction among the South Korean public, as over 70% supported acquiring a sovereign nuclear capability in 2021. How does local news impact a county’s registered voter population, associated voting patterns, and political participation? Electoral turnout is one of the most studied topics in political science, and substantial research exists into demographic factors — including race, age, and socioeconomic status — that influence an individual’s likelihood to vote. The study aimed to answer the following main question: What are the manifestations of tribalism that appear in tribal conflicts in the Southern West Bank? This question is divided into three sub-questions that explore the reasons for the emergence of tribalism: What are the most important forms of tribalism? And to what extent can these forms be overcome? The researchers employed a qualitative method, conducting 20 in-depth semi-structured interviews with experienced tribesmen from Bethlehem and Hebron Governorates. Over the last several decades, constructivist and realist scholars of international relations have acknowledged the empirical holes in deterrence theory and debated the conditions contributing to the non-use of nuclear weapons since 1945. While constructivists have argued that a strong norm of non-use has constrained state behavior through a logic of appropriateness, realist scholars have contended that a logic of consequences prevents their utilization. In the last decade, a wave of survey experiments have measured the validity of these theories. Examining Active News Avoidance Across Countries: A Multilevel Moderation Analysis Of News Interests, News Trust, And Press Freedom, Gabriel Miao Li, Fan Liang, Qinfeng Zhu

Previous studies have identified various individual factors explaining news avoidance, but the understanding of how these factors function within the broader political information environment is limited. This study, leveraging a large-scale cross-national survey, reveals that the relationships between individual news interests, news trust, and news avoidance differ across countries with varying levels of press freedom. In nations where the press is strong and free, personal preferences minimally influence individuals’ active avoidance of hard news. News avoidance is not solely a product of individual-level attributes. Rather, the impact of these individual factors is significantly shaped by the overarching political information environment.

Conventional wisdom holds that Indiana was always predominantly antislavery because it had begun as a territory of the United States under the Northwest Territory Act of 1787, which prohibited slavery; however, this is incorrect. This northern state had about as much proslavery sentiment as most states in the South. The state wrestled with the issue in the legislative session after the legislative session and court case after court case for decades during the antebellum period. Prominent settlers and state organizers petitioned Congress to allow the Indiana Territory to become a slave region. After statehood, proslavery forces continued to push for …

The town of St. Joseph, established in 1835, served as a deep-water port for receiving and shipping dry goods up the Apalachicola River north along the vast network of navigable inland waterways in the southeastern U.S. during the early nineteenth century. Unfortunately, this town was hit with a yellow fever epidemic, a fire, and a series of hurricanes that, combined with the infancy of its cotton trade activities, eventually devastated its economy and population. The town disappeared by 1842, only much later to be replaced by modern Port St. Joe (est. 1909), located north of the original settlement. However, St. …

Contemporary political science literature has done well to cover the recent resurgence of the far-right within Western political discourse. However, one notable blind spot within this literature comes from an even more recent development: Far-Right Islamic Conservatism (FRIC). FRIC represents an ideology constructed through an attempted synthesis of far-right conservative political thought with a particular interpretation of the Western Muslim and Islamic identities. Augustine’s position on civic spectacles should be evaluated in connection with his fears about a resurgence of paganism in late Roman North Africa. Notwithstanding contemporary claims that those fears were cover for early fifth-century prelatical efforts to manage commercial and political culture, evidence suggests that paganism in North Africa survived and was seductive.

Corporatizing Violence: Targeted Repression Of Indigenous Dissent In Democratic States, Laikaika Layne Rivera

This thesis explores state repression of disruptive protests against private development projects in democracies. Using a mixed methods approach, including logistic regression and case studies, the research identifies key factors influencing repression. Indigenous leadership, fragmented public opposition, and private elite influence increase the likelihood of violent repression. The findings suggest that when public resistance is insufficient against powerful private interests, coercive institutions resort to violent strategies to quell disruptions and signal increased costs for future dissent. State repression is more likely when the protest movement is comprised of Indigenous groups than compared to those of the general public. The study …

This article argues that the People’s Republic of China uses its police and internal security forces as a nontraditional means of projecting strategic Landpower in the Indo-Pacific and Central Asia. Instead of limiting analysis of China’s power projection to military forces, this article employs new data on Chinese police engagements abroad to fill a gap in our understanding of the operating environment in Asia. Policymakers will gain an understanding of how these activities enhance China’s presence, partnerships, and influence across the region to inform the development of recommendations for a more effective response.

This article examines the international law of self-defense as it applies to the ongoing Israel-Hamas conflict to determine whether the October 2023 attacks by Hamas against Israel can be interpreted under Article 51 of the UN Charter as an “armed attack” that gives Israel the right to use military force in self-defense against non-state actors. It situates the conflict within ongoing legal and political debates, shows how this conflict fits into a changing global reality where the most dangerous security threats do not exclusively emanate from other states and concludes that Israel’s resort to force in the current conflict appears …

This article proposes a new definition of strategy as problem-solving that challenges the focus on goals and assumptions of order within many post–Cold War approaches to strategy. It argues that the military needs strategy to diagnose the complex problems of the twenty-first century before they can be solved. Inspired by practitioners such as Andrew Marshall and George F. Kennan, this new definition clarifies what strategists do and offers a logic for distinguishing the use of the term strategy. Practitioners will also find problem-solving tools and pedagogies they can adopt today.

Self-deterrence is critically understudied in deterrence theory. Similarly, deterrence practitioners prefer to focus on adversaries’ threats rather than seeking to account for the full scope of fears influencing the decision calculus of policymakers. Through historical case studies, this article identifies where self-deterrence has occurred, highlights the benefits of incorporating the concept in future strategic planning and intelligence assessments, and recommends that policymakers, strategists, and analysts acknowledge self-deterrence as an important factor when preparing for future wars.

Strengthening ties with Taiwan is the best chance the United States has to preserve the liberal international order in Asia and improve its security relative to China. This study offers a normative perspective on how Taiwan can contribute to US-led international institutions and the Asian regional order and reduce conflict risk. It concludes with recommendations for the United States and its partners to integrate Taiwan into multilateral institutions in Asia.

This paper explores the evolution of American foreign policy in the Balkans in the years preceding the Dayton Accords. Specifically, it examines the progression from America’s position of nonintervention and reluctance to engage to a role of leadership in ending the conflict.
