The Other Forgotten War: Understanding Atrocities During The Malayan Emergency, Christi Siver
The Other Forgotten War: Understanding Atrocities During The Malayan Emergency, Christi Siver

In this chapter, I briefly outline the dependent variable in this case, the various units actively engaged in combat in Malaya between 1948 and 1952. I then explore the most common explanations for the Scots Guards’ actions and reveal why they are not helpful in explaining why other units did not similarly kill civilians. To better understand this variation, I explore three alternative explanations: Did the military socialize units in the laws of war and appropriate behavior toward civilians? Did government leaders encourage units to kill civilians? Finally, did different units’ subcultures make them more likely to kill civilians? I …

Human Rights & Human Welfare
Reading Adam Hochschild's extraordinary account of ordinary people caught up in the horrific ravages of a civil war raging in the Democratic Republic of the Congo (DRC), I was struck by how incongruous my own encounter with this suffering is. I read his article over lunch, safe in the comfort of my own home. As a woman, I live largely without fear of the kind of brutal sexual violence that Hochschild opens his article with, as he related the story of a Congolese NGO worker who is herself a victim of multiple rapes.

If They Just Weren't So Rich!, Anja Mihr
Human Rights & Human Welfare
The deadliest war on earth-as it is called-in the Democratic Republic of Congo (DRC) will only end when the country's richness fades or is kept under surveillance. Human rights and peace might have a chance if Congo's lucrative diamond, gold or coltan mines were under shared control by non-profit agencies or international organizations with the intention to spread the mines' benefits and wealth among the Congolese people. Wishful thinking? Most likely it is, but what other alternative is there? The country's extraordinary wealth in natural resources is the main reason for the immense corruption, the extermination of entire villages, the …
U.S. Standing In The World: Causes, Consequences, And The Future, Jeffrey W. Legro, Peter J. Katzenstein
U.S. Standing In The World: Causes, Consequences, And The Future, Jeffrey W. Legro, Peter J. Katzenstein
Political Science Faculty Publications
America’s global standing has become a central concern of U.S. leaders and citizens. U.S. leaders, regardless of party, pledge to “restore U.S. standing” as a central goal of America’s foreign policy agenda. Standing has been the subject of widespread public discussion and intellectual debate.
Yet despite all this attention, three issues fundamental to standing have been relatively ignored:
-What is standing and how has it varied?
-What causes standing to rise and fall?
-What impact does standing have on U.S. foreign policy?
This task force answers these questions by synthesizing what we now know about U.S. standing and/or identifying what …

Fear Or Rage?: Assessing Public Opinion And Policy Responses To Terrorist Attacks, Gabriel Rubin
Fear Or Rage?: Assessing Public Opinion And Policy Responses To Terrorist Attacks, Gabriel Rubin
Department of Justice Studies Faculty Scholarship and Creative Works
Mass fear has been posited as the main emotional outcome of terror attacks. Indeed, the term “terrorism” itself emphasizes that such attacks are meant to stoke fear. Yet, a critical piece of the post-terror attack dynamic has been largely ignored: the public rage that comes in response to terror attacks. Witness the call for politicians to step down after the November 2008 attacks in Mumbai or the placard reading “Nuke ‘Em Till They Glow” at the 2001 World Series. It is the contention of this paper that, after a major terror attack has occurred, the public is more angry than …

A Relative Impact Ranking Of Political Studies In Ireland, Kenneth Benoit, Michael Marsh
Research Collection School of Social Sciences
Against a background of the Irish government’s concerns with Key Performance Indicators (KPIs) and the British government’s wishes for a more quantitative Research Assessment Exercise (RAE), our study conducts a relative impact assessment of the study of politics, government, political science, and international relations in Ireland. Impact is measured as citations from the publications of permanent staff in eight Irish politics departments, based on data compiled in April 2008 from two leading academic indexes – ISI’s Web of Science and Scopus – as well as the now popular Google Scholar. We discuss some of the criticisms that naturally arise in …

Wolf Totem’S “Rational Exploration” Of Civilization And Barbarism, William A. Callahan
Research Collection School of Social Sciences
China Beat has examined the bestselling novel Wolf Totem (Lang tuteng) from a number of different angles, including reviews (by Nicole Barnes and Timothy Weston) as well as several cultural critiques of the book and its media coverage (by Jeffrey Wasserstrom and Haiyan Lee). Now, on the eve of China’s big anniversary, and in a moment, simultaneously, when ethnicity is a crucial flashpoint in the PRC, William Callahan reflects on what the book tells us about China’s nation-building ideology. The fantastic success of Jiang Rong’s Lang tuteng [Wolf Totem] shows how notions of Chinese identity and culture are moving in new …

Natural Resources And Wealth Of The Democratic Republic Of Congo (Drc): Of Benefit To Whom?, Nicola Colbran
Human Rights & Human Welfare
When asked to discuss the humanitarian tragedy in the DRC, the question really is where to start? The article by Adam Hochschild discusses some of the most horrific events and experiences imaginable: widespread killings of unarmed civilians, rape, torture and looting, the recruitment of child soldiers, and the forced displacement of hundreds of thousands of people. The immediate human response is who is to blame, how did it happen and how can the world apparently do nothing?

Human Rights Law On Trial In The Drc, William Paul Simmons
Human Rights & Human Welfare
The ongoing tragedy in Eastern Congo contains so many tragic lessons that it should shake to their very foundations all comfortable ideologies about human rights and politics. The atrocities in the DRC should implicate all but have so far resulted in almost limitless impunity. Here, I briefly put human rights law on trial for its role in perpetuating this tragedy.

The image of a nation is crucial in the conduct of international relations (Wang, J. (2006). Managing national reputation and international relations in the global era: Public diplomacy revisited. Public Relations Review, 32, 91–96). A favorable image plays a critical role in asserting one's influence (Benoit, W. L., & Brinson, S. L. (1994). AT&T: “Apologies are not enough”. Communication Quarterly, 42, 75–88; Wang, J. (2006). Managing national reputation and international relations in the global era: Public diplomacy revisited. Public Relations Review, 32, 91–96). Often, strategic communication tools like public relations and media diplomacy are used to enhance a nation's image …

Challenges For Estimating Policy Preferences: Announcing An Open Access Archive Of Political Documents, Kenneth Benoit, Thomas Brauninger, Marc Debus

We provide a comparative perspective on the contributions of the special issue with regard to their applied methods and findings. In addition, we discuss problems that arise when using ‘wrong’ or at least ‘incorrect’ versions of election manifestos by presenting replications of estimated policy positions of German parties. We show that the latter can result in biased estimates that may affect the outcome of theoretical models. On the basis of those findings, we present the idea of the open access archive polidoc.net to build up a common database for political texts.
One Cheer For Constantinople: A Comment On Pettit And Skinner On Hobbes And Freedom, Chandran Kukathas
One Cheer For Constantinople: A Comment On Pettit And Skinner On Hobbes And Freedom, Chandran Kukathas
Research Collection School of Social Sciences
Philip Pettit and Quentin Skinner find Hobbes's understanding of freedom as non-interference inadequate because it fails to appreciate what is wrong with a life lived as a slave. Though their critiques have some force, however, Hobbes's view of freedom has virtues of its own. It is highly sensitive to the fact that freedom is a matter of degree. It is also unlikely to mistake freedom for something else, like security or dignity. Moreover, Hobbes is not as unmindful of the dangers of servility as many think.
The Future Of The Oecd, Richard Woodward
The Future Of The Oecd, Richard Woodward
Books/Book Chapters
The Organisation for Economic Co-operation and Development (OECD) is one of the least written about and least understood of our major global institutions. This new book builds a well-rounded understanding of this crucial, though often neglected, institution, with a range of clearly written chapters that:
- outline its origins and evolution, bringing its story fully up-to-date
- present a clear framework for understanding the OECD
- set the institution within the broader context of global governance
- outline key criticisms and debates
- evaluate its future prospects.
Given the immense challenges facing humanity at the start of the 21st century, the need for the OECD …

Obama In China: Friendly Advice, Robert A. Kapp
China Beat Blog: Archive 2008-2012
After Barack Obama’s inauguration, we ran a series at China Beat of various China experts’ reading recommendations for Obama on China (See installments I, II, III,IV, V, VI). At the time, we assumed a trip to China would be one of Obama’s top priorities–as is now clear with last week’s announcement that Obama will visit China in November 2009. So we sent out a few emails to China watchers from a variety of backgrounds, asking if they had advice for Obama as he prepares for the summit in Beijing. Here, the first installment from Robert A. Kapp, former president of …

1. Hu Jintao has made a trip to Xinjiang, his first since riots there in July. Xinjiang was in the news earlier this week as well, when international news organizations picked up a story, first reported in Monday’s China Daily, which announced that trials would begin shortly for more than 200 people arrested in connection with the riots. The regional government, however, quickly denied that any trials have been scheduled, and stated that only 83 people have been officially arrested to date. Over at the Wall Street Journal’s China blog, Sky Canaves writes on this story and what it reveals …

China Beat Blog: Archive 2008-2012
The Wilson Center’s China Environment Forum has released two new research briefs, adding them to their growing archive of reports on issues ranging fromhealth challenges in Xinjiang to waste disposal in rural areas. Particularly notable is the collection of reports resulting from a collaboration with Western Kentucky University; the two newest reports are both part of this series.
The first report is “Electric Cars: The Drive for a Sustainable Solution in China,” by Peter Marsters:
The CEO of Chinese automaker BYD has recently taken to drinking vials of his company’s battery fluid. The fluid, designed for use in electric cars, …

Siaolin’s survivors are in the midst of grappling with three main issues: mourning the dead, coping with current difficulties, and planning for the future (see the online chats about these issues on Siaolin’s own website, the 甲仙鄉小林社區入口網). On August 21, I attended two meetings with Professor Chien Wen-min 簡文敏 and his colleagues (林清財, 吳旭峰, 段洪坤, 張東炯, 黃智慧, 潘英海, 簡炯仁, 謝世憲). The first meeting focused on the needs of Siaolin’s villagers, who were preparing a petition to present to President Ma when he attended mourning rituals the next day. Consensus was reached on three main points, namely requesting the government allow …

Nimby Comes To China Revisited
China Beat Blog: Archive 2008-2012
Many things have happened in the PRC this year that echo phenomena discussed in China in 2008: A Year of Great Significance, including the recent renewal of Shanghai protests relating to train lines. As Associated Press reporter Elaine Kurtenbach notes in her valuable dispatch on the subject, the latest demonstrations have been on a smaller scale than the early 2008 ones discussed in our book. They have also been directed toward a more convetional kind of railway (albeit one that moves very fast) rather than a Magnetic levitation (Maglev) one.
Nevertheless, Kurtenbach’s summary of the situation (in this case regarding …
