Improving The Status Of Indigenous Women In Peru, Jennifer Zavaleta
Improving The Status Of Indigenous Women In Peru, Jennifer Zavaleta
CMC Senior Theses
Neoliberal agrarian reforms in Latin America have lead to both advances and set backs for the women’s and indigenous movements. While most neoliberal policies were the same in terms of goals, like creating institutions that encourage a capitalist markets, the results were somewhat heterogeneous in part due to the role of the women’s and indigenous movements in individual countries. The rise of the international women’s movement, which was marked by the UN’s decade on women from 1975-1985, coincided with an unfavorable economic climate in Latin America.
Free Trade And Free Societies: The Effects Of Cafta On Democratic Institutions In Central America, David Nahmias
Free Trade And Free Societies: The Effects Of Cafta On Democratic Institutions In Central America, David Nahmias
CMC Senior Theses
During the debate over the ratification of the United States-Central America-Dominican Republic Free Trade Agreement (CAFTA), the Bush Administration argued that implementation of a free trade agreement would help strengthen the nascent democracies in Central America. As a bilateral agreement, CAFTA would not only foment greater trade liberalization by expanding market access and eliminating trade barriers, but also help transform the entire commercial frameworks in Central America and promote economic development. These implications are not just economic – in particular, its provisions on intellectual property and investment rights, government procurement and labor standards affect the political institutions underpinning democracy and …

War, Race, And Gender In American Presidential Elections In 1964 And 1972, Baxter Norcross
CMC Senior Theses
This paper examines the partisan shift that took place in American Presidential elections during the Vietnam War. Specifically, I examine the landslide elections of 1964 and 1972 and how race, gender, and American casualties played a part in the shift.

New York’S Inbred Judiciary: Pathologies Of Nomination And Appointment Of Court Of Appeals Judges, James A. Gardner
New York’S Inbred Judiciary: Pathologies Of Nomination And Appointment Of Court Of Appeals Judges, James A. Gardner
Journal Articles
The practice of selecting judges by popular election, commonplace among the American states, has recently come in for a good deal of criticism, much of it well-founded. But if popular election of judges is a bad method of judicial selection, what ought to replace it? Opponents of judicial election typically treat gubernatorial appointment as self-evidently better. New York’s experience with gubernatorial appointment to its highest court, the Court of Appeals, suggests that greater caution is in order. Although New York’s current method of selecting Court of Appeals judges was designed to be wide open and based entirely on merit, the …
Anti-Regulatory Absolutism In The Campaign Arena: Citizens United And The Implied Slippery Slope, James A. Gardner
Anti-Regulatory Absolutism In The Campaign Arena: Citizens United And The Implied Slippery Slope, James A. Gardner
Journal Articles
Perhaps the most striking feature of the Supreme Court’s constitutional campaign jurisprudence is its longstanding, profound hostility to virtually any government regulation whatsoever of campaign speech and spending. Such an approach is highly unusual in constitutional law, which typically tolerates at least some level of regulatory intervention even with respect to strongly protected rights. The Court’s behavior in this respect is consistent with – and, I argue, is best understood as – the kind of behavior in which a court engages when it fears a slide down a slippery slope. But what lies at the bottom of the slope? And …
The Dignity Of Voters—A Dissent, James A. Gardner
The Dignity Of Voters—A Dissent, James A. Gardner
Journal Articles
Since the waning days of the Burger Court, the federal judiciary has developed a generally well-deserved reputation for hostility to constitutional claims of individual right. In the field of democratic process, however, the Supreme Court has not only affirmed and expanded the applications of previously recognized rights, but has also regularly recognized new individual rights and deployed them with considerable vigor. The latest manifestation of this trend appears to be the emergence of a new species of vote dilution claim that recognizes a constitutionally grounded right against having one’s vote “cancelled out” by fraud or error in the casting and …
When Governments Break The Law: The Rule Of Law And The Prosecution Of The Bush Administration., David P. Forsythe
When Governments Break The Law: The Rule Of Law And The Prosecution Of The Bush Administration., David P. Forsythe
Department of Political Science: Faculty Publications
This edited collection by Austin Sarat and Nasser Hussain starts by noting that during the George W. Bush administration, there were charges of violation of law regarding domestic surveillance, the invasion of Iraq, and the policy toward enemy prisoners. It then examines the question of why prosecutions and/or a truth commission have not occurred on any of these subjects, given that the United States is supposedly committed to the rule of law in which protection of human rights is supposed to loom large. The editors themselves do not take a clear position on these matters but say rather that they …

How The Peace Was Lost: Ignoring The Presidential Oath In 1964 And 2002-2003, Kenneth M. White
Faculty Articles
On February 16, 2001, while George W. Bush, President of the United States (U.S.), attended a news conference in Mexico hosted by Vicente Fox, President of Mexico, a distinct difference between the two men became apparent when reporters asked questions about Iraq. President Fox hesitated to make a declaration regarding Iraq saying: “this is not the meeting in which decisions or details are going to be reached, because they do not belong in the power of—the executive power, as such, because they have to have the participation of other groups.” When another reporter asked about the then recent bombing of …
Athens And Byzantium: Platonic Political Philosophy In Religious Empire, Jeremiah Heath Russell
Athens And Byzantium: Platonic Political Philosophy In Religious Empire, Jeremiah Heath Russell
LSU Doctoral Dissertations
It is traditionally understood that there is a gap, which spans well over one thousand years, between Plato’s own political philosophy and its successor in medieval Islamic philosophy. A most likely bridge between Plato and these later philosophers is Neoplatonism. However, scholars argue that this philosophic school abandoned its predecessor’s emphasis on political philosophy. This dissertation challenges the traditional interpretation by reconstructing a political philosophy based on a Neoplatonic commentary on Plato’s Gorgias. The first two chapters place this commentary within its historical context, as well as its place within the larger Neoplatonic pedagogy. The remainder of the dissertation reconstructs …
Overlapping Human Rights Jurisdictions In Europe: An Application Of Constructivism To Regional Studies, William Thompson Yon
Overlapping Human Rights Jurisdictions In Europe: An Application Of Constructivism To Regional Studies, William Thompson Yon
Honors Papers
In December 2009, the Lisbon Treaty expanded the European Court of Justice's jurisdiction into regional human rights protection. In the 27 EU member states this jurisdiction would overlap with the European Court of Human Rights. This paper describes how this situation developed through a historical analyses of each institutions' constitutional and functional developments, and attempts to extrapolate future action based on how actors' use and define symbols. It concludes that the European human rights regime is likely to see the ECJ establish itself in a monist hierarchy underneath the ECtHR in the area of human rights, while maintaining a supremacy …
Political Environment And Transnational Agency: A Comparative Analysis Of The Solidarity Movement For Palestine, Sam Cassanos
Political Environment And Transnational Agency: A Comparative Analysis Of The Solidarity Movement For Palestine, Sam Cassanos
Honors Papers
The arguments presented in this paper attempt to fill particular gaps in the scholarly knowledge of the transnational solidarity movement for Palestine. Chapter One is a descriptive history of transnational solidarity for the Palestinians since the beginning of the second intifada (fall 2000). The next chapter puts the US based component of the Palestine solidarity movement in a comparison with recent US solidarity movements for East Timor and Central America. Chapter Three connects the subjective transnational framing tactics of the movement to the objective, structural conditions of the international system. Chapter Four extends the analysis in Chapter Three by examining …
Contesting Recognition: A Critique Of Hegelian Theories Of Recognitive Freedom, Devin Russell Goure
Contesting Recognition: A Critique Of Hegelian Theories Of Recognitive Freedom, Devin Russell Goure
Honors Papers
This thesis conducts a close reading of G.W.F. Hegel's theory of mutual recognition and Charles Taylor's contemporary reworking of the theory. It is argued that theories of mutual recognition contain a problematic bias toward unity and harmony that obscures the ways in which struggles for recognition are often incomplete and open to contestation. More specifically, what is subject to critique in this thesis is what I term a “genus-species” model of difference, which treats particular differences—-of individuals or of specific cultures—-as stable subsets of a broader genus. I contend that this model of difference, when applied to theories of recognition, …

Implementing The Good Friday Agreement: Overcoming Challenges And Obstacles, Joseph Michael Debraggio
Implementing The Good Friday Agreement: Overcoming Challenges And Obstacles, Joseph Michael Debraggio
Honors Theses
On April 10, 1998, history was made in Northern Ireland. Years of sectarian violence would end as the Belfast Agreement, known more popularly (and perhaps more fittingly due to the religious identities defining the two sides) as the Good Friday Agreement, was signed bringing peace to Northern Ireland (Northern Ireland Office, 2007). This paper will look at the Good Friday Agreement in detail. By analyzing the historical factors leading up to 1998, the Agreement itself, and the post-Agreement implementation stage,it is possible to pick out the relative successes and failures of the Agreement, and of its implementation.

The Blue Dog Coalition: Impact Of A Single-Issue Caucus From The 104th To The 110th Congress, Andrew James Clarke
Honors Theses
The Blue Dog Coalition is an informal organization of legislators within the House of Representatives that strives to influence policy on fiscal responsibility, attract the attention of the electorate, They are a group that elicits wide range of reactions covering the length of the political spectrum, but despite this, their claims of special defense of fiscal conservatism within the Democratic Party have gone relatively undocumented by the academic community. This project has integrated a party literature with a caucus literature, in the attempt of building a novel framework for research. Work on polarization, the significance of parties, the purpose and history …
Short Term Strategies For Long Term Power: The Rise And Potential Fall Of Hugo Chávez, Linden E.S. Schult
Short Term Strategies For Long Term Power: The Rise And Potential Fall Of Hugo Chávez, Linden E.S. Schult
CMC Senior Theses
This thesis explores the route to power of Venezuela's President Hugo Chávez and the methods by which he has remained in power throughout his presidency. Also, it explores the potential for Chávez to lose power, given the current economic and political situation in Venezuela. The importance of the oil industry, Chávez's suppression of the opposition and control of the media, and constitutional changes and reforms are all discussed as keys to Chávez's continuance in power.
Reducing Recidivism In The State Of California: An Evaluation Of California's Prison And Parole Programs, Heidi C. Wolfgruber
Reducing Recidivism In The State Of California: An Evaluation Of California's Prison And Parole Programs, Heidi C. Wolfgruber
CMC Senior Theses
Studies in the past few years have found that California has the highest recidivism rate in the nation. Until just a few decades ago, many did not believe that the rate of recidivism could be decreased for Robert Martinson’s 1974 study stated that “nothing worked” when trying to rehabilitate criminals. However, a renewed interest has proven that criminals can be rehabilitated. Thus, the California Department of Corrections and Rehabilitation (CDCR), as well as various independent researchers have begun to study the effects of programming on inmates. This thesis evaluates various California in-prison and parole programs in order to determine if …

China And Brazil: Potential Allies Or Just Brics In The Wall?, Anthony Petros Spanakos
Department of Political Science and Law Faculty Scholarship and Creative Works
Brazil is an increasingly important actor in global governance and for China specifically. Sino-Brazilian relations have deepened considerably but they remain concentrated in areas of trade and investment. There is also considerable overlap in interests between the two countries in other areas, such as diplomatic and political relations. At the same time, China must manage carefully important differences that exist over the enlargement of the UN and the potential challenge to the Brazilian industry.
The Impact Of Structural Adjustment Loans On Civil Conflict, Lue Anda Francis
The Impact Of Structural Adjustment Loans On Civil Conflict, Lue Anda Francis
LSU Master's Theses
This paper examines the impact of structural adjustment loans of the International Monetary Fund and the World Bank on Civil Conflict. The paper argues that there are three major shortcomings to previous research on this topic. Previous research has focused more on grievances with little focus on the opportunities that may influence rebel behavior. In addition, previous research has placed little focus on the role of state capacity can play in affecting rebel behavior. As such previous research has not fully explained how both opportunities and willingness (Most & Starr 1989) are necessary conditions needed for civil conflict to occur …
Agenda Preference Deliberations, David Pulliam
Agenda Preference Deliberations, David Pulliam
LSU Master's Theses
Currently the public is relegated to the electoral process, surveys and polls, and group participation in order to voice their agenda preferences. Various literatures describe the decreasing influence of the general public within the agenda setting portion of the policymaking process. This thesis assesses the agenda setting and public policy literatures in order to determine how issues become part of the policy agenda, looks to the public opinion literature to determine how capable the public is in being part of the policymaking process, and utilizes the deliberative democracy literature to construct deliberations that make it possible to get the public …
The Role Of Old-Fashioned Racism: Disaggregating Symbolic Racism In The United States, Leslie Curtis Cox
The Role Of Old-Fashioned Racism: Disaggregating Symbolic Racism In The United States, Leslie Curtis Cox
LSU Master's Theses
Old-fashioned, biological, or "Jim Crow" racism is viewed by many in the political science and psychology literature to be largely a relic of the past. In the post-segregation era it has been replaced as a political force by symbolic racism, although its residual effect still operates within symbolic racism as negative racial affect. Symbolic racism is thought of as a coherent belief system that describes whites‘ attitudes not only in the United States, but in some European democracies as well. This conceptualization of symbolic racism ignores the differences in the historical legacy of racism across different regional and demographic contexts. …
Democratic Triumph, Scholarly Pessimism, Bruce Gilley
Democratic Triumph, Scholarly Pessimism, Bruce Gilley
Political Science Faculty Publications and Presentations
This article discusses how the democratic form of government has gone from an oddity to the most common form of government in the world. The written works on democracy in the past twenty years have dealt primarily with the writers' growing sense of insecurity, the belief that history runs in cycles, and the belief that democracy will run its course and the world will find itself returned to an authoritarian existence. Samuel P. Huntington expressed his pessimism with democracy in his book "The Third Wave." Huntington believes that only countries with a substantial Western influence will be able to sustain …
The Many Faces Of Strict Scrutiny: How The Supreme Court Changes The Rules In Race Cases, Evan Gerstmann, Christopher Shortell
The Many Faces Of Strict Scrutiny: How The Supreme Court Changes The Rules In Race Cases, Evan Gerstmann, Christopher Shortell
Political Science Faculty Publications and Presentations
In this paper, we argue that there is no single test called strict scrutiny when the Court considers claims of racial discrimination. In fact, the Court changes the rules depending on why and how the government is using race. By examining racial redistricting, remedial affirmative action, and diversitybased affirmative action cases, we show how the Court uses at least three very different versions of strict scrutiny. The costs of maintaining the fiction of unitary strict scrutiny is high. In the area of racial profiling, for example, courts refuse to apply strict scrutiny for fear that it will either overly hamper …
Fairness, Justice And An Individual Basis For Public Policy, Douglas R. Oxley
Fairness, Justice And An Individual Basis For Public Policy, Douglas R. Oxley
Department of Political Science: Dissertations, Theses, and Student Research
Prior models of the policy process have examined how human characteristics can affect policy decision-making in such a way that it leads to aggregate effects on policy outcomes as a whole. I develop a model of the policy process which suggests that emotions related to fair and unfair experiences in the same policy domain are utilized by decision-makers as policy criteria. In the lab, I empirically tested this, and find that emotions and experience related to fairness do influence the policy decision to move away from the status quo alternative. Based upon this result, I simulated the evolution of a …
Pliny's Defense Of Empire, Thomas Raymond Laehn
Pliny's Defense Of Empire, Thomas Raymond Laehn
LSU Doctoral Dissertations
Despite perennial interest in Pliny the Elder’s Natural History as a record of the prodigious, the quotidian, and the useful in Rome in the first century AD, for over half of a millennium Pliny has been considered little more than an inept compiler of facts and marvels intellectually incapable of formulating a cogent argument supported through the selective marshalling of his materials. It is my contention that Pliny’s encyclopedic text is in fact a first-rate work of political philosophy constituting an apology for Roman imperial expansion grounded in a sophisticated conception of man as the only being capable of passing …

Commonality, Competition, And Stereotypes: Can Whites, Blacks, And Latinos Play Politics Together In The United States, Betina Cutaia Wilkinson
LSU Doctoral Dissertations
The literature on racial attitudes and coalition formation has focused on Latinos and African Americans in the U.S. In this project, I present a theoretical framework exploring what whites, blacks and Latinos think of each other specifically examining perceptions of commonality, competition and stereotypes. The two major theories that I test are contact theory and the racial threat hypothesis. This project is unique in its comprehensive analysis of the precursors of coalition formation regarding African Americans, Latinos and whites and its adoption of quantitative and qualitative approaches to answer the main research questions. Moreover, very little research has explored the …
Experiential Learning Of U.S. Presidents In The Foreign Policy Decision-Making Context, Samuel Berwyn Robison
Experiential Learning Of U.S. Presidents In The Foreign Policy Decision-Making Context, Samuel Berwyn Robison
LSU Doctoral Dissertations
This dissertation examines U.S. presidential learning—defined as a change in presidential operational code beliefs due to their experiences in office—in the foreign policy decision-making context. These beliefs are teased out from presidents’ representations of power relationships via verb usage in their speeches. A database of more than 4,000 foreign policy-related speeches obtained by the author was employed for this project, and with this data, I examine several potential dynamics of and influences on learning.
I look at trends in belief change over time, and examine the relative stability and interconnectedness of “core” versus “peripheral” beliefs. I then test the influence …
Institutional Design And The Economy: Disentangling The Effects Of Judicial Independence And Judicial Review On Economic Development, Kaitlyn Louise Sill
Institutional Design And The Economy: Disentangling The Effects Of Judicial Independence And Judicial Review On Economic Development, Kaitlyn Louise Sill
LSU Doctoral Dissertations
Scholars, politicians, and economic leaders widely believe that an independent, efficient judiciary facilitates economic growth. However, relatively few empirical studies have been conducted to evaluate the relationship between the judiciary and the economy. As a result, we have a limited and an ambiguous understanding of the effect of courts. In this dissertation, I provide insight into the relationship between the judiciary and economic growth by disentangling judicial independence and judicial review and evaluating their effects using a large-n, comparative research design. I empirically demonstrate that judicial independence and judicial review are conceptually distinct and have independent and varying effects on …
