Enough comment and critical debate has been generated by the essay Why We Should Support Democratic Revolution in the Islamic World to warrant further elaboration on the themes it contains and why support of the despotic status quo in the Islamic World is not only morally unacceptable but, more importantly for many of the Small Wars Journal readership, no longer rational from the perspective of realpolitik and purely selfish U.S. interests at home and abroad. Recent events in Tunisia, Egypt, and Yemen have caught senior U.S. policymakers off guard like a herd of deer frozen in the headlights of a big rig barreling down the highway. The State Department contingency plan now appears to be to pretend to play the middle in the media—between the democratic yearnings of the mob and the longing looks of friendly despots— while privately clinging to principals of realpolitik. Calls for democratic freedoms and reforms to be implemented in Egypt, the true center of gravity for the Arab region, are being made but they are no more than hallow exaltations.

As an attempt to drain the seemingly endless reserves of paranoia fed by China’s rise, the extension of Chinese “soft power” [ruan shi li 软实力] into Western Europe is one of the more interesting stories of our day. How the Chinese Communist Party uses culture and cultural exchange to shape its image in Europe varies, like any good guerrilla strategy, depending on conditions. At the heart of the WTO lies a set of rules and negotiated trade terms, such as tariffs, designed to promote trade liberalization or the removal of barriers to free trade. When a WTO member nation violates a rule or trade term, the affected nation or nations may bring a complaint under the dispute settlement procedures of the WTO.2 When nations win cases at the WTO, the preferred remedy is that the losing nation withdraws the offending measure or rule. This action is akin to stopping the embezzlement going forward. The remedy is purely prospective. If withdrawal occurs, the suit …

Explaining The Rise Of The Left In Latin America, Luisa Blanco, Robin Grier

Latin American politics has taken a left-hand turn in the last decade, with an increasing number of chief executives hailing from left-of-center parties. We investigate the political and socio-economic factors explaining political ideology of the chief executive in a sample of 100 elections taking place between 1975 and 2007 in eighteen Latin American countries. We find that the commodity booms in agricultural, mining and oil are positively and significantly related to the probability that a country will have a chief executive from a left-of-center political party. However, for oil exports, we observe that this effect only holds for Venezuela. We …

Global Human Rights In An Age Of Consumerism, Joel Richard Pruce

This dissertation traces the emergence of the global human rights movement, investigates the role of popular culture as a vehicle for mobilization, and critically examines why the movement has failed to adequately politicize its supporters in the process. Beginning in the mid-1970s, a broad shift began to take place in which ordinary people were routinely confronted with human suffering, as conflict and crisis assumed a role as ritualized news events. The public response to these phenomena demonstrated a capacity for solidarity and engagement based on cosmopolitan premises. Gender And Physiological Effects In Connecting Disgust To Political Preferences, Amanda Friesen, Carly M. Jacobs

Sensitivity to disgust predicts social attitudes, but this relationship can shift depending on gender and whether response to disgust is measured through surveys or physiological tests. We are interested in exploring the relationship between gender, political preferences, and different measures of disgust. Methods We systematically evaluate these interrelationships by comparing self-reported disgust sensitivity and changes in skin conductance while viewing disgusting images, accounting for gender and attitudes toward gay marriage. Results We find that although there is no physiological difference between genders, opponents of gay marriage conform to gender-role expectations in self-reports, with women reporting higher levels of disgust than …

Peripheral Pariah Or Regional Rebel? The Allied Democratic Forces And The Uganda/Congo Borderland, Lindsay Scorgie

The Allied Democratic Forces (ADF) have inflicted damage and insecurity on the Rwenzori region of Uganda for over a decade and, although their strength has diminished, still constitute a threat. This article argues that it is inadequate to see the ADF primarily as an internal Ugandan rebel group. Rather, the group's cross-border dimension with the Democratic Republic of the Congo should be conceptualised as a transnational phenomenon. A borderland analytic framework offers the best means of understanding the movement.

This article is set in the contemporary context of global challenges: economic crises, state deformations, and rapidly accelerating flows of people, ideas, and ideals. It has two main aims. One is to establish theoretical and empirical links between securitization studies and analyses of citizenship in the light of globalization, multiculturalism and discourses on terror. The second is to illustrate how macro events play out at the collective and individual level in terms of socio-psychological (in)securities that condition different citizenship strategies. Non-Partisan ‘Get-Out-The-Vote’ Efforts And Policy Outcomes, Dan Kovenock, Brian Roberson

This paper utilizes a simple model of redistributive politics with voter abstention to analyze the impact of nonpartisan ‘get-out-the-vote’ efforts on policy outcomes. Although such efforts are often promoted on the grounds that they provide the social benefit of increasing participation in the electoral process, we find that they have a meaningful impact on policy outcomes and are an important political influence activity for nonprofit advocacy organizations. In equilibrium, nonpartisan gotv efforts are more likely to arise in those segments of the electorate that are sufficiently small and disenfranchised (as measured by the ex ante voter abstention rate). Considerable attention has been devoted to the impact of the HIV and AIDS epidemic on small farmers and the food security of the rural poor. Despite the rapid progression of the epidemic in rural areas, it remains an ever-growing challenge in the continent’s rapidly-growing cities where prevalence rates are still higher than in rural areas. This report examines the reciprocal relationship between HIV and urban food security. Much of the research and most of the policy interventions on the HIV-Urban Food Security Nexus focus on the nutritional status of individual People Living With HIV (PLHIV). Western European politics have been marked over the last couple of decades by a fierce debate about the place of Europe’s increasingly large immigrant population in society. Across the continent, far-right parties campaigning on nationalistic platforms opposing immigration have seen great electoral success. The debate is undoubtedly becoming more heated as more immigrants pour into the area, and these anti-immigrant parties seem to have established themselves in the political arena. "Central America was the final place where U.S. and Soviet proxy forces faced off against one another in armed conflict. In The Cold War's Last Battlefield, Edward A. Lynch blends his own first-hand experiences as a member of the Reagan Central America policy team with interviews of policy makers and exhaustive study of primary source materials, including once-secret government documents, in order to recount these largely forgotten events and how they fit within Reagan's broader foreign policy goals.
