Reflecting on the controversy surrounding the Palestinian bid for statehood, Richard Falk neatly subverts the opening words of the UN Charter, “we the people,” as having always surrendered to “we the governments,” and, in the modern era of American empire, “we the hegemon.”

From one perspective the Middle East lends itself as a macabre mise-en-scene where the triumph of realpolitik over the legitimacies of international law can be continually re-staged. Since the beginning of the Revolutionary government in Cuba, a comprehensive foreign policy involving medical personal and equipment has been implemented worldwide. Known as medical internationalism, thousands of doctors have been sent to developed and less developed nations in the spirit of solidarity and humanitarian aid. Even more, thousands of students have been given free medical education in Cuba at its world renowned university, the Latin American School of Medicine (ELAM). Often, no monetary or direct political gain is made by Cuba and the doctors simply receive their normal government salary. While the success of Cuba's medical internationalism is well …

This study is intended to analyze levels of institutional confidence in China. The purpose is to measure the relationship between changing political and cultural values with modernization and levels of institutional criticism. To analyze institutional criticism modernization and political culture theories are used. Using these theories together offers explanatory power as to what political and cultural values may change and why changes in confidence in governance may occur. These theories include socioeconomic, traditional, and political values to measure institutional confidence in 1990 and 2007. Much historiography of the last three decades has undermined the sway of Eurocentrism. Though unabashedly Eurocentric histories still become bestsellers,1 revisionists have shown that the ideas and developments that spawned modernity hardly sprang sui generis from European soil. In their historic re-awakening starting at the end of the Middle Ages that ushered in the Renaissance, Reformation, Scientific Revolution and Enlightenment, Europeans borrowed and augmented a vast array of ideas, institutions, and practices particularly from Islamic, but also Indian and Chinese, civilization.2

The Beauty And The Beast: Civil Society And Nationalisms In Bosnia And Herzegovina, Joan Davison

Both ethnic nationalism and liberal civic nationalism exist with historical precedents in Bosnia­Herzegovina. Many elected elites privilege extremist ethnic nationalism. The power-sharing structure of the Dayton Peace Accords institutionalizes their influence and permits the current political stalemate. Further, a legacy of authoritarianism vitiates a political culture supportive of elite accountability and mass responsibility. Yet a nascent civil society witnesses to the past and potential future of liberal cosmopolitanism. This research includes interviews with leaders and members of civil society organizations to assess the impediments to and strength of civil society as a vehicle to promote civic nationalism. The study explores the views of Palestinian refugee camp residents in Jordan on the long-term provision of health and education services in the camps and their status as residents of the Hashemite Kingdom, contrasting these views with the policies and future plans of the Jordanian government. Special attention is given to the Right of Return discussed in UNGA Resolution 194 and the possibility that many refugees would willingly choose to remain in Jordan if given the option of returning. Latino New Yorkers In The 2008 Presidential Election: The New Americans Exit Poll, Lorraine C. Minnite

This report focuses on the political attitudes and vote choices of the city’s growing Latino population. An analysis of population flows in New York City since the 9/11 terrorist attacksprovides an important context forunderstanding shifts in turnout and the role immigration is playing in shaping the city’s electorate. These trends, in turn, bear on the continuing diversification of the city’s Latino population, and especially its Latino electorate. The New Americans Exit Poll opens a window onto the diversity of the New York City Latino electorate, and raises questions about the interplay of immigrant political incorporation and Latino identity.

The Docking Institute of Public Affairs at Fort Hays State University conducted the 2011 Kansas Speaks survey from June 21 to September 2, 2011. A random sample of adult residents of Kansas age 18 and older was surveyed by telephone or mail questionnaire to assess their attitudes and opinions regarding various issues of interest to Kansas citizens.

A Field Study Of Consociationalism In The Northern Ireland Assembly: A Moderating Influence Or Threat To Democracy?, Ellen Louise Noble

This paper is the outcome of a month-long exploratory study on whether consociationalism has a moderating influence on politics in Northern Ireland. I analyzed the impact of consociationalism on policymaking, party platforms and voter choice to determine if it strengthens and enlarges the middle ground or bifurcates the political community into two extreme and conflicting political agendas. Data was obtained through a literature study and eight interviews with academics as well as political representatives and advisors. Communications Networks, Movements And The Neoliberal City: The Media Mobilizing Project In Philadelphia, Dan Berger, Peter N. Funke, Todd Wolfson

Using the Philadelphia-based organization Media Mobilizing Project as a case study, this article argues for a more sophisticated understanding of social movement networks. We argue that the fragmentation of the neoliberal city has increased the saliency of networked-based organizing. Contrary to much of the existing scholarly literature, however, we argue that such networks combine horizontal and vertical forms of organization, as well as online and offline media. Networks are not purely horizontal, nor are new media necessarily the best or most natural apparatus for developing networked social movements. The design of policy tools reveals underlying biases that are not easily identified in policy documents. A review of two early childhood education and care subsidies in Ireland aimed at different target populations exposes differential treatment of children, parents and service providers. It also demonstrates how in a split system ‘early education’ is prioritised over ‘childcare’. The designs serve to reinforce stereotypes that enable the powerful and advantaged to accrue benefits while those perceived to be less deserving are burdened through the maldistribution of resources.

The Morality Of Humanitarian Interventions, Per Bauhn

In this paper I develop an argument to the effect that humanitarian moral interventions, far from being inconsistent with the normative framework of just war, fit in very well with the justifying conditions of this framework. The argument develops by considering three objections against humanitarian military interventions, emanating from just war criteria. The criteria in question are just authority, just cause, and non-combatant immunity. It will be argued that while just authority logically depends on just cause and has no independent argumentative force of its own, the criterion of just cause should be understood to include a defence of human …
