Governance And Executive Compensation In Nonprofits, Kevin F. Hallock May 2012

Governance And Executive Compensation In Nonprofits, Kevin F. Hallock

Economics Faculty Publications

Corporate governance has attracted much attention lately, justifiably many would argue. In the past couple decades, important legislative changes and public pressure have driven rapid changes in board governance and reporting, much focused on executive compensation, in particular. Still, there seems to be less focus on these issues in nonprofit organizations. This despite the fact that more than one-quarter of Americans volunteered through or for an organization last year, with the likely majority of these organizations being nonprofits. Adjusting for organization size, however, cash pay is not that different in for-profits and nonprofits. Resources exist for helping nonprofit boards govern …

Interregionalism As A Foreign Policy Of The European Union: A Case For Soft Power?, Maxim Miroshnikov May 2012

Interregionalism As A Foreign Policy Of The European Union: A Case For Soft Power?, Maxim Miroshnikov

Graduate Program in International Studies Theses & Dissertations

This paper looks at the interregionalism as a part of the European Union's foreign policy. It argues that the EU's use of soft power can be traced within this policy. The paper proposes two methods of defining soft power in action: through presence and through purposive action. Three case studies are analyzed to support this. It is shown that indeed the EU exercised soft power toward other actors using these mechanisms. Success of these actions was however not always present.

Human Trafficking Post 9/11 Policy And Practice Beyond Cutting The Tail Off The Snake, Alexandra Caitlin Rice May 2012

Human Trafficking Post 9/11 Policy And Practice Beyond Cutting The Tail Off The Snake, Alexandra Caitlin Rice

Graduate Program in International Studies Theses & Dissertations

The U.S. Department of State estimates that 600,000 to 800,000 victims are trafficked across international borders each year, approximately 14,500 to 17,500 of which are trafficked into the United States. The Victims of Trafficking and Violence Protection Act of 2000 (VTVPA) was created to combat human trafficking in the country, and as a result created the T-visa to provide immigration relief to non-citizen victims of trafficking. In this work I analyze U.S. government efforts to combat trafficking in the twelve years following implementation of the VTVPA. I expand my analysis beyond T-visa distribution data to incorporate interviews with high-level government …

Determinants Of Tax Effort: A Cross Country Analysis, Mark Alan Mccoon May 2012

Determinants Of Tax Effort: A Cross Country Analysis, Mark Alan Mccoon

Dissertations

This paper analyzes the determinants of tax effort. Tax effort is defined as the aggregate tax level of a country divided by its Gross Domestic Product. A country‘s tax effort is an expression of the tax burden the government imposes on the economy. One of the most fundamental issues confronting a society is the size of the governmental sector. How large should the government be relative to the size of the economy? The nations of the world have crafted many different answers to that question as evidenced by the fact that tax effort and the size of government sectors varies …

Speaking For Others: A Political Analysis Of Civil Rights Archives, Erin Nancy Wimmer

Master's Theses

Archival collections are one of the most important sources of original materials that help create the story of our past. Given this, it is critical to understand what makes up a collection and how the items, both present and not, impact our societal conscious regarding an event or time period This study examines the Civil Rights archives at two institutions, The University of Southern Mississippi and Queens College, focusing specifically on the materials each has related to Freedom Summer Both of these institutions claim direct ties to Freedom Summer and their collections were analyzed in terms of what kinds of …

Justifying Peacemaking In Afghanistan, Ethan Taylor May 2012

Justifying Peacemaking In Afghanistan, Ethan Taylor

Honors College Theses

The situation in Afghanistan seems to be about as dire as it was in the 1980s. One major difference, though, is that Soviet forces no longer occupy the country, and at least the United States/NATO occupation is under the pretext of a humanitarian effort. Even so, the tragic process of U.S.-led state-building that has unfolded these last ten years has yielded little in terms of an effective government or infrastructure of any kind. If anything, the terrorist threat that the U.S. hoped to quell has become more elusive and determined than ever. Ethnic rivalry and warlordism are as prevalent as …

The Effectiveness Of Campaign Contribution Limits In Judicial Elections, Camarie Tanesha Jones May 2012

The Effectiveness Of Campaign Contribution Limits In Judicial Elections, Camarie Tanesha Jones

All Graduate Plan B and other Reports, Spring 1920 to Spring 2023

State judicial elections are becoming increasingly more expensive in terms of overall spending. The growing visibilities of these elections are expectantly followed with the support of special interest groups as well as individual contributions. This article focuses on judicial campaign contribution limits and there effectiveness in accomplishing their original goals. My research will address a variety of state judicial elections as well as Supreme Court cases involving the effectiveness of judicial campaign contributions have in accomplishing there purpose of reducing overall spending and preventing corruption. My hypothesis states that judicial campaign contributions are not effective in limiting the overall spending …

Hierarchical Structural Organizations Of State Political Parties, Isaac Mckay Higham May 2012

Hierarchical Structural Organizations Of State Political Parties, Isaac Mckay Higham

All Graduate Plan B and other Reports, Spring 1920 to Spring 2023

From August through November of 2011 I worked as an intern for the Utah Democratic state party at their state party headquarters. I started my internship around the same time as the newly elected chair of the state party, Jim Dabakis, assumed his new role as head of the party. Dabakis did not have the traditional resume of a party chair but rather had his background as an international art dealer and businessman. He had always been politically minded and involved in political causes, but he did not have the extensive partisan politics background that previous chairs had. In anticipation …

Explaining Energy Resource Cooperation: Shale Gas, Chinese Investment, And The Changing Calculus Of U.S. Energy Security, Douglas B. Atkinson May 2012

Explaining Energy Resource Cooperation: Shale Gas, Chinese Investment, And The Changing Calculus Of U.S. Energy Security, Douglas B. Atkinson

All Graduate Plan B and other Reports, Spring 1920 to Spring 2023

In June of 2005, the relatively small and generally insignificant energy company Unocal became the focus of a fierce bidding war. China National Offshore Oil Company (CNOOC) made the first move, outbidding the American firm Chevron. Accepting the CNOOC bid looked like an obvious choice for Unocal since it was almost $1.5 billion dollars more. However, as it became increasingly clear that policy makers in Washington would not allow the deal to go through CNOOC withdrew its bid and Unocal had little option but to accept Chevron’s offer.

Washington’s opposition seemed to be an overreaction to a deal that would …

A Multiple Streams Approach To Bioterrorism Policy, Craig Reeder May 2012

A Multiple Streams Approach To Bioterrorism Policy, Craig Reeder

All Graduate Plan B and other Reports, Spring 1920 to Spring 2023

Bioterrorism is not a new phenomenon and the issues that surround bioterrorism are complex. This paper focuses on the history of bioterrorism, its current threat in public view, and then applying a theory in which explains how those problems became issues in government. The paper starts by examining a historical account of bioterrorism. The history serves a purpose to discuss the ongoing developments and struggles of drafting legislation for an ongoing problem.

After a discussion of bioterrorism from a historical perspective, the paper examines the current threat or state of bioterrorism. This will lead into a discussion about John Kingdon’s …

American Propaganda, Popular Media, And The Fall Of Jacobo Arbenz, Zachary Carl Fisher May 2012

American Propaganda, Popular Media, And The Fall Of Jacobo Arbenz, Zachary Carl Fisher

UNLV Theses, Dissertations, Professional Papers, and Capstones

In June 1954, President Jacobo Arbenz Guzman of Guatemala resigned in the face of a coup led by Colonel Carlos Castillo Armas. While the United States publicly denied involvement, the coup was in fact the culmination of a plan called PBSUCCESS (CIA codeword), led by the Central Intelligence Agency (CIA). Although PBSUCCESS lived up to its namesake, it was aided (both intentionally and unintentionally) by various U.S. media outlets. For the duration of Arbenz Guzman's regime, he and his country had been the subject of U.S. suspicions of undue Communist and Soviet influence. A general anti-Communist attitude permeated virtually all …

Out Of Sight, Out Of Mind: The Value Of Political Connections In Social Networks, Quoc-Anh Do, Yen Teik Lee, Bang Dang Nguyen, Kieu-Trang Nguyen May 2012

Out Of Sight, Out Of Mind: The Value Of Political Connections In Social Networks, Quoc-Anh Do, Yen Teik Lee, Bang Dang Nguyen, Kieu-Trang Nguyen

Research Collection School Of Economics

This paper investigates the impact of social-network based political connections on firm value. We focus on the networks of university classmates and alumni among directors of U.S. public firms and congressmen. Comparing firms connected to elected versus defeated politicians in the Regression Discontinuity Design of close elections from 2000 to 2008, we provide evidence that political connections enhance firm value. However, the value of political connections varies in a more complex way than expected. While connections to powerful members of the Senate generate strong positive impact on firm value, connections to newly elected congressmen are less valuable to firms than …

Application Of Social Networks To Fundraising In The Presidential Nomination Process Of 2008, Scott Limbocker May 2012

Application Of Social Networks To Fundraising In The Presidential Nomination Process Of 2008, Scott Limbocker

Graduate Theses and Dissertations

Campaign donations are something that scholars have examined for some time, generally treating these donations as an aggregated explanatory variable. Through technological advances in computing, size is no longer a limitation that inhibits scholars from using this information in a robust manner. First, data aggregated at the state level, shows that donations made to the presidential nomination process in 2008 distributes across the many states in a way that is highly correlated to the population of the United States. From there, additional sorting methods select the donors that appear on multiple candidates' records. A network is then created to show …

Theology Of Global Citizenship: Belonging Beyond Boundaries, God Within Boundaries, Jisoo Hong Apr 2012

Theology Of Global Citizenship: Belonging Beyond Boundaries, God Within Boundaries, Jisoo Hong

Political Science Honors Projects

Though creating identity and belongingness under the sovereign requires an enclosure by boundaries, the very act of drawing boundaries imposes inevitable challenges. The limitations of the Westphalian system based on territorial boundaries are becoming more tangible with transnational flows threatening individual’s sense of belonging and the state’s exercise of sovereignty. Global citizenship is suggested as a possible “solution” transcending these arbitrarily drawn boundaries. Nonetheless, my political theological examination concludes that global citizenship is yet another translation of the human beings’ old wish for belonging to, protection from, and unity under a “god,” albeit with new boundaries that differentiate us from …

The Politics Of Pentecostalism; Does It Help Or Hinder Democratic Consolidation In Brazil?, Amber S. Johansen Apr 2012

The Politics Of Pentecostalism; Does It Help Or Hinder Democratic Consolidation In Brazil?, Amber S. Johansen

USF Tampa Graduate Theses and Dissertations

Like so many other developing nations, Brazil has suffered from extreme inequality. Even though it has a healthy economy, free elections and multiple political parties, there are deep divides and unstable political institutions. The relatively recent transition to democracy has allowed a large and growing Evangelical community to emerge which is causing a religious shifting. The Pentecostal faith is providing alternative structures for social and political expression previously denied to many. Through community networks, many of Brazil's marginalized are accessing legitimacy, making them an undeniable force.

The focus of this paper is to determine if Pentecostalism undermines or strengthens democratic …

Whose Line Is It Anyway? Examining The Media's Coverage Of Cabinet Secretaries' Speeches, Matthew G. Mullarky Apr 2012

Whose Line Is It Anyway? Examining The Media's Coverage Of Cabinet Secretaries' Speeches, Matthew G. Mullarky

Political Science Honors Projects

Previous research suggests that politicians and the press spin news stories through their remarks and coverage of remarks to their own benefit — but is this also true for remarks made by Cabinet Secretaries? For this project, I compared remarks given by DHS Secretaries with newspaper articles about those remarks. I find that Secretaries’ ability to shape issues is initially limited by the press; however, Secretaries succeed in conveying their message eventually. This is important because citizens should know what government officials are saying and what those statements mean; therefore, media coverage of those statements should be critical and accurate.

The Creation Of State-Level Regulatory Systems: A Case Study Of Post-Prohibition Alcoholic Beverage Regulation, Jeremy Carp Apr 2012

The Creation Of State-Level Regulatory Systems: A Case Study Of Post-Prohibition Alcoholic Beverage Regulation, Jeremy Carp

Sociology Honors Projects

To better understand the way in which local and national forces operate to influence the design of subnational regulatory systems, this paper analyzes the development of alcohol regulation in the post-prohibition era. In particular, I examine why, in the period between 1933 and 1935, some states adopted a monopoly system of alcohol regulation and others a license system of alcohol regulation. I use fuzzy set qualitative comparative analysis (fsQCA) and case-based research to identify causal pathways leading to each regulatory outcome. I draw on state-level demographic, religious, and voting data, as well as measures of alcohol industry prevalence and prohibition …

Barack Obama, Hillary Clinton And The Use Of Presidential Surrogacy In Foreign Policy Discourse, Mary Mcinturff Apr 2012

Barack Obama, Hillary Clinton And The Use Of Presidential Surrogacy In Foreign Policy Discourse, Mary Mcinturff

Graduate Research Symposium (2010 - 2017)

Abstract: Through a case study utilizing the rhetoric of President Barack Obama and Secretary of State Hillary Clinton, this essay reveals the value of investigating the rhetoric of presidential surrogates in conjunction with presidential discourse. Support for this argument is derived from a close analysis of the combined rhetorical tactics of Obama and Clinton, illuminated by dramatistic criticism, value analysis, and mode of argument. Although an essential foundation for an analysis of an administration’s foreign policy rhetoric, the president’s discourse is not the only data that merits attention. For foreign policy rhetoric, this essay elucidates both the importance and utility …

Mother Knows Best The Rhetorical Persona Of Michelle Obama And The "Let's Move" Campaign, Monika Bertaki Apr 2012

Mother Knows Best The Rhetorical Persona Of Michelle Obama And The "Let's Move" Campaign, Monika Bertaki

Graduate Research Symposium (2010 - 2017)

Some first ladies are often condemned for being too involved with the presidents' power in politics and other first ladies find themselves condemned for the lack of involvement. First ladies, it seems, are damned if they do and damned if they don't. Consequently, Michelle Obama faces rhetorical problems, which in some respects are similar to those of previous first ladies, and in other respects are quite different. Along with the criticisms encountered by previous presidential wives, Obama faces the stereotypes African American women have endured since the inception of the nation. Michelle Obama's "Let's Move" campaign serves as a rhetorical …

Making Politics Personal: Leadership Programs As A Tool For Developing Political Interest And Efficacy In Young Women, Dayna Marie Stock Apr 2012

Making Politics Personal: Leadership Programs As A Tool For Developing Political Interest And Efficacy In Young Women, Dayna Marie Stock

Dissertations

Encouraging young women to pursue careers in electoral politics is seen as one strategy for ameliorating the gender disparity that has characterized American political institutions for decades. This multi-method project focuses on outcomes obtained by participants in four "NEW Leadership™" Training Institutes that claim to "educate and empower the next generation of women leaders." Using original survey data from 2011, participant observations, and interviews with program alumnae, I explore the relationship between program participation and political interest and efficacy. The findings suggest that graduates of the NEW Leadership™ program report increased knowledge of women in politics and methods for participating …

A Blue Thai Affair: The Blue Diamond Affair's Illustration Of The Royal Thai Police Force's Standards Of Corruption, Meghan A. Mcclincy Apr 2012

A Blue Thai Affair: The Blue Diamond Affair's Illustration Of The Royal Thai Police Force's Standards Of Corruption, Meghan A. Mcclincy

Penn State Journal of Law & International Affairs (2012 - Present)

The Blue Diamond Affair, an international jewelry heist, captivated the world’s attention because of its unresolved murders, its implication of law enforcement and public officials from two divergent countries, and the resulting diplomatic tensions between Thailand and Saudi Arabia. The crime also demonstrates the inadequacy of the policies that governed the conduct of the Royal Thai Police Force and how the policies allowed, if not perpetuated corruption within the Royal Thai Police Force. This comment provides an overview of the Blue Diamond Affair, analyzes the Thai criminal statutes and policies, and explores possible remedies for police corruption in Thailand and …

Stop The Money, Stop The Attacks: A Categorical Approach To Achieving An International Terrorist Financing Sanction Regime, Vietlong Nguyen Apr 2012

Stop The Money, Stop The Attacks: A Categorical Approach To Achieving An International Terrorist Financing Sanction Regime, Vietlong Nguyen

Penn State Journal of Law & International Affairs (2012 - Present)

Money allows terrorist organizations to continue their day-to-day operations. Stopping the flow of financial support to terrorist organizations will diminish the intensity and frequency of the attacks and ideally lead to a cessation of such attacks. One country may be able to establish barriers to terrorist financing through government sanctions. These barriers will not stop terrorist financing; but rather, it will divert it to another country. The only way to effectively stop such financing is to implement international standards for terrorist financing sanctions. But as countries differ economically and politically, a solution must accommodate each countries’ unique situation. This comment …

China And The Anti-Counterfeiting Trade Agreement - Acta Faith, Or Act Futility?: An Exposition Of Intellectual Property Enforcement In The Age Of Shanzhai (山寨), Leroy J. Pelicci Jr. Apr 2012

China And The Anti-Counterfeiting Trade Agreement - Acta Faith, Or Act Futility?: An Exposition Of Intellectual Property Enforcement In The Age Of Shanzhai (山寨), Leroy J. Pelicci Jr.

Penn State Journal of Law & International Affairs (2012 - Present)

This comment presents a snapshot of the current state of intellectual property (“IP”) enforcement in China in light of a controversial new treaty designed to address the illicit, yet by all accounts thriving, industry of trade in pirated and counterfeit goods. Beginning with an overview of IP-intensive industries, this comment highlights the significance and value of this unique form of property, both to individuals and to national economies. This comment then shifts in focus to the areas of commerce most affected by counterfeiting and piracy, discussing China’s prevalent role in the epidemic, and its copycat subculture known as “Shanzhai.” Thereafter, …

Gypsies, Tramps & Thieves: What Europe's Romanies Can Teach The United States About Crime-Motivated Immigration Reform, Allie Sievers Apr 2012

Gypsies, Tramps & Thieves: What Europe's Romanies Can Teach The United States About Crime-Motivated Immigration Reform, Allie Sievers

Penn State Journal of Law & International Affairs (2012 - Present)

This comment proposes that the United States could learn a great deal about the dangers of extreme immigration policy-making by looking to the European states and their dealings with the Romani, specifically the French expulsions of the Romani in 2010. Through this lens, this comment analyzes flaws in the U.S.’ crime-motivated immigration enforcement programs, and argues that the U.S. needs to move quickly to remedy flaws in immigration enforcement before it repeats many of the mistakes that led to the current condition of Europe’s Romanies and creates its own class of un-integrated ethnic minorities.

Aid, Marginalization And Indigenous People In Guatemala, Megan M. Fenton Apr 2012

Aid, Marginalization And Indigenous People In Guatemala, Megan M. Fenton

Scripps Senior Theses

While there are all of these programs and organizations currently operating in Guatemala, it is clear that they are not functioning as they should for Guatemala’s indigenous population. This is clear from the lack of improvement in any of the economic markers noted above, such as poverty, health and education. Furthermore, these same programs are functioning for Guatemala’s ladino population, which has seen an improvement in their living conditions. The difference in the results between these two groups naturally raises the question of why this type of program is significantly less effective for Guatemala’s indigenous population than it is for …

The 2014 Brazilian World Cup: Consequences And Legacies, Elissa Josefina Ronquillo Apr 2012

The 2014 Brazilian World Cup: Consequences And Legacies, Elissa Josefina Ronquillo

Scripps Senior Theses

Sport is often not a topic one contemplates of when thinking of global and national narratives. For many it is not a valid or significant tool to study race or development. Sport has been minimized to an after school activity or a distraction, but sport crosses many spheres including, but not limited to, politics and identity. It has the capability of influencing people’s histories and growth as an individual. Many scholars have in recent years used the politics of sport as a legitimate way to understand race and global history. The 2014 World Cup presented itself as the perfect subject …
