“Reinventing” Higher Education: Symbolism, Sloganeering, And Subjectivity In The Lone Star State, Staci M. Zavattaro, Terence Garrett

Higher education is part and parcel of a market spectacle (Debord 1967/1994; Garrett and Sementelli 2012) that follows some prescriptions of reinventing government (Osborne and Gaebler 1993), essentially charging these institutions with inefficient operations and minimal customer service standards. Following the “reinventing government” qua business model, any semblance of public service (Denhardt and Denhardt 2007) – now including public colleges and universities – that ignores “customers” is under attack. While governance values shifted with these business-based movements (Box, et al 2001), higher education values, too, have moved universities from producing academic capital to economic capital (Naidoo and Jamieson 2005).

Congress has consistently failed to solve some serious problems with the cost, effectiveness, and safety of pharmaceuticals. In part, this failure results from the pharmaceutical industry convincing legislators to define policy problems in ways that protect industry profits. By targeting campaign contributions to influential legislators and by providing them with selective information, the industry manages to displace the public’s voice in developing pharmaceutical policy.

This Essay was written for the Yale Law Journal Online Symposium on the future of section 5 of the Voting Rights Act after Shelby County v. Holder. Professors Guy-Uriel E. Charles and Luis Fuentes-Rohwer argue that voting rights activists ought to be prepared for a future in which section 5 is not part of the landscape. If the Court strikes down section 5, an emerging ecosystem of private entities and organized interest groups of various stripes—what they call institutional intermediaries—may be willing and able to mimic the elements that made section 5 an effective regulatory device. Mapping Dissent: The Responsibility To Protect And Its State Critics, Patrick Quinton-Brown

Addressing dissent, also known as ‘rejectionism’, will broaden and deepen the global consensus on the Responsibility to Protect (R2P) principle. However, how should scholars understand the objections raised by state critics? To answer this question, I analyse R2P opposition as presented in official UN transcripts, voting records, and resolutions. The article reveals that six related themes of dissent exist with varying degrees of emphasis amongst opponents. Conventional depictions of R2P opposition, such as the absolute sovereignty or North vs. South explanations, are therefore inadequate representations of the diverse range of arguments employed by dissenters. The conventional wisdom in international law is that dispute resolution institutions sharpen the reputational costs to states. This article challenges this understanding by examining how the inclusion of dispute resolution tribunals and remedy regimes can alter reputational analysis by shifting the audience¹s understanding of how mandatory a treaty's substantive obligations are. Drawing on the distinction between prices and sanctions, this article contests the assumption that the introduction of a remedy regime in international agreements will regularly increase compliance with the treaty¹s substantive terms. Instead, some remedy regimes may 'price' deviations from the treaty¹s terms and thereby facilitate breaches of the …

Providing a definition built on the agency relationship between voters and public officials, this study presents an institutional approach to the causes of political corruption. I argue that higher levels of political party institutionalization reduce political corruption. Institutionalized political party systems help to overcome collective problems among voters within democracies. By increasing levels of accountability, institutionalized political party systems alter public officials' incentives towards a cleaner exercise of the public power. Focusing on different strategies adopted by political parties, I analyze the effectiveness of the constraints imposed on public officials' corrupt behavior within democracies. Scholars have long explored questions concerning presidential foreign policy decision making as well as military performance in conducting operations. Studies have covered a wide variety of topics, including the organizational dynamics of the military bureaucracy, the effectiveness of military operations, how presidential rhetorical strategies influence the public agenda in foreign affairs, and, in turn, how public opinion influences presidential foreign policy decision-making. Much of the literature on gay rights has focused broadly on identifying the causal factors that influence general public perceptions. To date, although scholars have conducted case studies at the state-level or looked at aggregate public opinion trends and their effects at the national level, no work has empirically examined state-level gay rights trends across numerous states. What are Americans willing to sacrifice for war and during war? In the wake of the 9/11 attacks, American citizens weighed a trade-off between their security and their civil freedoms because of fear of another terrorist attack. The reasoning was that United States citizens were patriotic and in being so they were willing to sacrifice some civil liberties to win the war on terror to prevent future terrorist attacks, thereby ensuring their future safety and then, perhaps, recover the sacrificed civil freedoms. Problem. Sustaining healthy democracies requires citizens to successfully transition from civilian life into political leadership positions. Despite the need for this transition to take place, little is known about the transition. Globally, lawyers are the most represented professional group inpolitics, therefore, a study of their transition acts as a good starting point in understanding the process. This study used the Nicholson Transition Cycle (NTC) to explore the transition of 65 lawyers into Canadian politics.

Historically, gender occupational stereotyping has mainly affected women across numerous social areas. Given that political socialization plays a key role in the classroom, analyzing the gendered language and images in textbooks can help determine social expectations and the efficacy of gendered policies. Previous works suggest that elementary textbooks (through gendered words and images) structure children's perceptions of women's and men's occupations. This thesis sought to explore the use of propaganda by al Qaeda through the lenses of established propaganda theorists and theories. Through analyzing former al Qaeda releases and case studies in the context of propaganda theory this thesis established a clearer understanding of the effectiveness of al Qaeda's propaganda. After analyzing the propaganda and case studies it was discovered that the rate of those engaging in attacks based on al Qaeda's online influence operations is insignificant. The theme of this short collection of essays is stated early and plainly: “In the end, crises have strengthened European integration” (p. 3), and “There has never been more European integration than in the context or aftermath of crisis” (p. 6). These statements are true but are hardly new. The same point has been made by many in the past. Determinants Of Child Labor In Malawi And Tanzania, Courage C. Mudzongo, Christopher M. Whitsel

Using the Malawi Integrated Household Survey of 2009 and the Tanzania National Panel Survey of 2010, this study seeks to understand the factors that increase a child`s likelihood of labor participation. A greater percentage of children in the Tanzania sample than those from the Malawi sample participate in child labor. Logistic regression analyses showed that, as hypothesized, the greatest influence on child labor observed at the individual level is the child`s school enrollment status. Enrollment reduces the likelihood of engaging in child labor in both countries. When tested in the combined model older children in Tanzania remain at higher risk …

This study documents the experiences and identities of undocumented Spanish-speaking migrants in Georgia vis-à-vis their counterparts who have legal status. Structured interviews were used to collect data from 127 adults (49 percent undocumented at their time of arrival and 38 percent undocumented at the time of data collection) regarding their experience of discrimination, utilization of services, identity preferences, mental health, and beliefs in five domains: vulnerability, injustice, distrust, superiority, and helplessness. Significant immigration status differences emerged for education, income, utilization of some city services, and a few of the belief scales. With the evolution of war, new international norms have been created. Boys were once groomed for war, but the laws of today aim to protect children. I address the issue of the role of children as victims or criminals to the ongoing violence of the war on drugs in Mexico. I look at the different international conventions where children's rights are defined, and whether they can be held responsible for their actions during times of war. When many speak of Africa, they convey a narrative that portrays a continent haunted by ethnic conflict. However many countries are both highly diverse and relatively stable, such as Botswana or Tanzania, and we find that inter-ethnic cooperation is far more common place than conflict. In this thesis I argue that cultural differences between ethnic groups are not the cause of ethnic civil war, rather, the mechanisms find their root in economics. The threat of a domestic bioterrorist attack can be a daunting issue to cover. Using the analytic technique What If? Analysis a scenario was created for a domestic bioterrorism attack in Houston, TX. Indicators were developed to determine how to mitigate and respond to the attack. Recommendations were provided following the attack that can be used to prevent future attacks that were conducted in the scenario. Having a hindsight view of an attack is the best way to prevent and respond to the attack.

Bureauspeak analyzes bureaucrats' rhetorical practices within municipal governments. This project asserts that respectful rhetorical practices have always been implicit in traditional notions of rhetoric, but have not been explicitly addressed. This project describes the political epistemic field (PEF), formed by discourse, audience, reality and rhetor, that is created within a municipal environment where policy deliberations occur. The PEF allows for interactions among the four elements and results in changes to all the elements as the interactions occur. The policy-making audience in the PEF expects their bureaucrat-rhetor to enact respectful rhetorical practices, but in many instances those expectations are also implicit …

Campaign messages used by political parties have given scholars a rich opportunity to analyze the impact that such cues may have on voters. While voter mobilization and participation is a necessity for a democracy's survival, certain messages used by very conservative movements and conservative parties may encourage intolerance towards minorities. This study examines the racial cues and appeals used by the Tea Party movement in the United States and the influence that such emotionally-charged appeals have on citizen support for very conservative political parties, movements, and policies. Cultural relativism is the ever-popular theory claiming that, “any set of customs and institutions, or way of life, is as valid as any other” (Hartung,1954). In its appeal to tolerance—the seemingly incontrovertible “virtue” of the modern era—it has gained wide appeal amongst myriad disciplines, most notably in the social sciences (UNESCO, 1995). However, the theory is destructive in both theory and practice. In theory, cultural relativism emphatically denies reason and objective reality (Zechenter, 1997). In practice, it sanctions the worst manifestations of violence and oppression.

The overarching characteristic of the 2009 legislative elections lay in the legislative candidates’ politics of image. It stemmed from the amendment to the election Law no. 10/2008 article 214 that ostensibly cut off the parties’ power in determining their candidates without the public’s “direct” consent. The public was then given a direct opportunity to choose and vote for their preferred candidates in the 2009 elections. This marked the emergence and proliferation of the candidates’ image construction, especially in the “outdoor” political arena. Since the early 1990’s, issues of sustainability involving community, government and industry have gained momentum, and the environment has become the focus of numerous studies, such as those undertaken by Young and Hayes (2002); Yuan (2001); Staley (2006); Mellahi and Wood (2004); Hezri and Hasan (2006); Dowse 2006; Wilmhurst and Frost (2000); and Qian, Burritt and Monroe (2010). Cotter and Hannan (1999, p.11) also discussed the impetus of a United Nations summit in 1992, known as the Earth Summit, which resulted in Local Agenda 21, a blueprint for action to achieve sustainable development.

Making use of fieldwork and 25 open-ended interviews with Tea Party organizers in the state of Illinois, I argue that Tea Party organizers draw from a continuum of knowledge, combining personal knowledge and experience with a conservative corporate media and Tea Party network frame. I draw upon the work of Weber to show how this continuum connects to various types of rational social action. Widening this scope of analysis allows not only for a more complex analysis of how corporate interests are connected to the grass roots movement, but also how the core frames of the movement are located throughout …

In this special issue of the Journal of Public Deliberation, multiple faces of Participatory Budgeting programs are revealed. The articles demonstrate that there is no standardized set of “best practices” that governments are adopting, but there are a broader set of principles that are adapted by local governments to meet local circumstances. Adopt and adapt appears to be the logic behind many PB programs.

This essay is a reflection piece. I identify key principles at the core of how PB functions and to discuss the scope of change we might expect to see generated by these institutions. I move beyond the idea that there is a specific model or set of “best practices” that define PB. Rather, it is most fruitful to conceptualize PB as a set of principles that can generate social change. The weaker the adherence to these principles, the less social change generated.
