Last year the New York Times published a newsworthy article stating that the United States could become “Energy Independent” from the tumultuous OPEC countries. This groundbreaking revelation, supported by statistics from the International Energy Agency, claimed that newfound energy resources were spread throughout North America in the form of shale oil and gas. Politicians and the public clung to this possibility in the face of strenuous relations with the Middle East as the Arab Spring and the War on Terror waged on. Although Argentina is known for its vibrant political life – illustrated by the country's high voter turnout in elections, regular protests in the central Plaza de Mayo, and an abundance of politicized conversations among citizens – the past few decades have witnessed a general loss of credibility in the traditional means of acquiring power in the state, notably the worker's union and the party. Due to the spending increase in campaigns for state court judges and to the controversial positions taken by state court judges on high-profile issues, research has increased into the methods state use to select their judges. This poster highlights research into the best method for selecting state court judges. By comparing the different methods for selecting state court judges currently in use according to goals considered to be relevant to this issue, I conclude that the best method for selecting state court judges is a combination of appointment for a state's highest court judges and non-partisan elections for a state's …

In the aftermath of the NATO intervention in Libya, the responsibility to protect (RtoP) doctrine has received considerable blowback. Various states, most notably some of the ‘BRICS’ states (Brazil, Russia, India, China, and South Africa), claimed that NATO exceeded its mandate given to it by United Nations Security Council (UNSC) Resolution 1973 (by allegedly focusing on regime change rather than on the protection of civilians), was inappropriate in its target selection, violated the arms embargo by transferring arms to rebels, and generally caused too much harm to civilians and civilian infrastructure.1 It was also suggested that the UK, US, and …

Governability And Accountability In Brazil: Dilemma Of Coalitional Presidentialism, Taeko Hiroi

This article seeks to answer an important puzzle in Brazilian politics: What explains the legislative struggles and defeats by a president who holds a large congressional base? In the post-democratization period, most Brazilian presidents have amassed large congressional bases of support by forming governing coalitions comprised of various legislative parties. Conventional wisdom would indicate that large legislative bases would facilitate presidents to pursue their legislative agenda. However, successive presidents have faced legislative obstruction, gridlock, and defeats in Congress. This article shows how Brazil’s political institutions engender the perpetual need for presidents to create multiparty coalitions to navigate through the system …

Uniqueness And Symmetry In Bargaining Theories Of Justice, John Thrasher

For contractarians, justice is the result of a rational bargain. The goal is to show that the rules of justice are consistent with rationality. The two most important bargaining theories of justice are David Gauthier’s and those that use the Nash’s bargaining solution. I argue that both of these approaches are fatally undermined by their reliance on a symmetry condition. Symmetry is a substantive constraint, not an implication of rationality. I argue that using symmetry to generate uniqueness undermines the goal of bargaining theories of justice.

After decades of struggling to gain the right to vote, women were finally granted that right with the passage of the Nineteenth Amendment on August 18, 1920. While it would seem that most, if not all, women would be in favor of gaining the right to vote, the women’s suffrage movement did not represent the wishes of all women within the United States. Scholarship in this area largely focuses on the historical developments of the suffrage movements, with the presence of female opponents of suffrage and anti-suffragist organizations receiving less attention.1 These anti-suffragists were vocal in their opposition to the …

Massad’s thesis is simple, in fact, perfect in its simplicity. Empire is a terrible force that wants to penetrate, overpower and hegemonize. It has a center, a headquarters if you like, the West. It functions with two arms: capitalism (later neoliberal) and Euro-American hegemony. The first arm represents the objective drive of capital that transforms sites and cultures as it spreads the market in the shape of commodity exchange. With the September 11th attacks on the World Trade Center buildings, the intersection of religious ideals in war has been at the forefront of the American discussion on war and conflict. The New York attacks were followed by the U.S. invasions of Afghanistan in October of 2001 in an attempt to destroy the religious government of the Taliban and capture the Islamic terrorist leader Osama bin Laden, and then followed by the 2003 invasion of Iraq, both in an attempt to fight terrorism and religious extremism. The aftermath of the shooting of Trayvon Martin raises serious issues about a possible double standard between the enforcement of civil rights for African-Americans and white Americans. This paper discusses two key voting rights – hence, civil rights - enforcement issues, voter suppression and disenfranchisement. While the 1965 Voting Rights Act guarantees the right to vote to all qualified Americans, there is substantial evidence that this right is often denied minorities. What is xenophobia? Why is xenophobia immoral? How is xenophobia’s conceptual and moral meaning diminished? Investigations of these questions would invigorate xenophobia as a topic in public morality and discourage the public’s acquiesc- ing to xenophobia’s new prominence. This paper focuses on the third question, the diminishment of xenophobia. In the first sec- tion, I outline a general conception of xenophobia. In the second, I explain how theories of membership in liberal democratic soci- eties relegate xenophobia to a minor moral concern. Between 2007 and 2009 the students in my mentoring research program helped fill out the Project-Level Aid (PLAID) Database, now called AidData and located at aiddata.org, to such an extent that the academic fruits became both evident and prominent. With the help of the mentored students we were able to expand, improve, and finally release the database. It has become the most useful tool for pursuing research questions regarding foreign aid and development assistance. It has also become a frequented site of aid policymakers and practitioners. This presentation explores the relationship between the funding and policy priorities established by presidential administrations and the financial resources provided to individual states and regions. Information gathered from a newly compiled database of all federal project grants from 1996-2008 helps illuminate the distribution of money across the 50 states. These data are complemented by field research in federal and state bureaucracies. Would you be surprised to learn that the executive branch delivers more money and grants to swing states than all other states? This paper is the outcome of a month-long exploratory study on whether consociationalism has a moderating influence on politics in Northern Ireland. I analyzed the impact of consociationalism on policymaking, party platforms and voter choice to determine if it strengthens and enlarges the middle ground or bifurcates the political community into two extreme and conflicting political agendas. Data was obtained through a literature study and eight interviews with academics as well as political representatives and advisors. Post-independence South Sudan faces numerous development obstacles and many consider oil to be a redeeming factor for the new state. This paper discusses the resource curse related to the country’s oil industry and how with proper management, the oil can largely benefit the new state. It explores Norway’s history of oil development and examines ways in which Norway can assist South Sudan in managing their oil, making it the most effective for the people. Key elements of the assistance are the implementation of the Comprehensive Peace Agreement, technical support focusing on increased oil recovery, and building stronger state capacity. But …
