The Termination Of Government Programs: A Case Study Of The Recovery Audit Contracting Program, Ryan Henry

One common view is that a majority of government programs persist beyond their useful lifespans giving the impression that once installed, government programs are 'immortal'. However, termination of government programs is an essential element in the policy making process. Several factors determine the projected lifespan of a program, and a program may be effectively terminated using several mechanisms. An analysis of the Recovery Audit Contracting program, a program designed to prevent fraud, waste, and abuse in the Medicare and Medicaid systems, shows that watchdog programs are inherently more prone to termination than other types of government programs.

Corporate social responsibility is presently defined by the World Business Council of Sustainable Development as persistent commitment by businesses to behave ethically and contribute to economic development while also increasing the quality of life of employees, their families, and the community. Guided by Freeman's stakeholder theory, this study examined the relationship between corporate social responsibility and the Nigerian bankers' reported satisfaction with the Nigerian banking sector. Survey data were collected from a convenience sample of 99 Nigerian bankers, including branch managers, zonal managers, tellers, marketers, and investors. This thesis is meant to analyze the correlation between earmarks and bi partisan voting behavior in the United Sates Congress. I collected earmarks data for the 111th Congress in order to understand how much was spent on both solo and joint earmarks. I then used this data to create a list of the top 87 bi partisan earmark partners for the 111th Congress. After creating the list of partners, I analyzed their voting behavior to see how often these bipartisan partners voted together in the 111th Congress because earmarks were present during this session. The aim of this thesis is to investigate the rising number of smoke free college and university campuses in the United States and to identify the mechanisms that can be used to implement a national policy requiring all colleges and universities to be smoke free. This thesis looks at how the United States Supreme Court came to decide upon the issue of same-sex marriage. Starting in the lower courts and moving to the Supreme Court in 2013 and how the decision handed down by the court changed the law of the land. As well as how this decision has allowed for future changes in the law. Israeli Arab political parties are observed to determine if these ethnic political parties are successful in Israel. A brief explanation of four Israeli Arab political parties, Hadash, Arab Democratic Party, Balad, and United Arab List, is given as well as a brief description of Israeli history and the Israeli political system. The total performance as well as individual party performances is compared to the percentage of Israeli Arabs in Israeli society in order to determine that overall Israeli Arab political parties are not successful, although there are nuances to the term of success that the parties achieve.

On March 11, 1990, Augusto Pinochet, one of Latin America's most infamous dictators, left office after Chileans ordered him to step down in a nationwide plebiscite. Since Pinochet harshly punished any and all dissenters, protests re-emerged in Chile as a popular form of political action. In this thesis, I examine the relationship between economic and political inequality and the frequency of protests and peaceful demonstrations in the country. I examine the theory behind why people protest, and later examine the history of individual protest movements (such as the Chilean Education Movement). This thesis investigates the current model of American college athletics and how football and basketball, specifically, have become extremely commercialized. This piece begins with an analysis of the current state of amateur college athletics and the changes that have taken place recently. O'Bannon v. NCAA signifies the one of the most recent challenges to NCAA power, attempting to change the unjust system that requires student-athletes to remain amateur while universities profit off the athletic contests. Commitment Problems: Understanding Variation In The Frequency Of International Conflict Management Efforts, Molly M. Melin
Political Science: Faculty Publications and Other Works
Why do some militarized interstate disputes involve multiple third party attempts to resolve the dispute, while others seemingly end before movement towards peace is possible? This paper examines third party commitment to international conflict resolution. I argue that a third party’s commitment reflects strategic interests, barriers to entry and the conflict’s prospects for peace, which encourage third party involvement while having a dampening effect on their commitment. I also explore the role of bias in management onset and third party commitment. Analysis of conflict management in militarized interstate disputes from 1946 to 2001 offers significant support for the hypotheses.

Dueling For Their Votes: A Study On The Impact Of Presidential Debate Rhetoric On Public Opinion, Daniel J. Cohen

The debates are key events for presidential candidates to influence public support for their policies. This study examines the impact of rhetorical strategies during presidential debates on public perceptions of unpopular issue stances. Using generic criticism, I examined the first two 2012 debates between Barack Obama and Mitt Romney and uncovered four rhetorical strategies used by the candidates: issue framing, appeals to authority, use of rebuttals, and appealing to liberal and conservative presumptions. I then tested an example of issue framing from each candidate to determine its effectiveness in persuading public opinion on unpopular issue stances. My results showed that …

This study sought to determine to what degree clergy members of various denominations mentioned the 2012 Presidential Election in their sermons. A convenience sampling of 1,012 sermon texts prepared and delivered by 141 Protestant Christian clergy members from August 5 through November 4, 2012, were gathered and analyzed for occurrences and type of political messages. Analysis found that political messages were more likely to be given by clergy located in Blue States and least likely to be given by clergy located in Red States. Large partisan congressional “classes,” once common, have become more the exception than the rule over the past 60 years. Thus, when they come along, as in 1974 and 1994 (and perhaps 2010), they receive a lot of attention. Moreover, they often do help to change the institution of the House in dramatic ways. After a few years, all such classes lose their distinctiveness and meld into the legislative flow of the era. Still, these cohorts may have lasting effects in a host of ways, from movement into House power positions, to successful attempts to run for the Senate in large …

The ongoing Syrian conflict has been subject to considerable amount of political polemics. Nevertheless, little scholarly work has been conducted in order to comprehend the complexities as well as underlying reasons behind the intensity, scope, and duration of the conflict in Syria. Through qualitative methodology, this research examines the character of the Syrian conflict, by conducting an in-depth and nuanced case study of the Syrian civil war. While some theories of intrastate conflict and civil wars, concentrate on the domestic character of internal conflicts within states, transnational theories focus on external factors in examining intrastate conflicts. While the mention of common purpose is prevalent in leadership studies, there are few attempts to explore the relationship between common purpose and leadership. This study delves into the questions of if and how common purpose and leadership inform one another. How leaders adapt purpose and leadership approaches in response to evolving and turbulent conditions may foster the depth and sustainment of immediate and subsequent accomplishments. In 2011, the United States Supreme Court struck down a class action suit alleging that Wal-Mart stores discriminated against female employees in pay and promotion decisions, making it more difficult to obtain certification of private employment discrimination class actions. As a result, the role of the Equal Employment Opportunity Commission in seeking structural reform of the workplace, always of substantial influence, has gained in comparative importance. Yet there is remarkably little written about the EEOC’s large-scale injunctive cases. This Article addresses this major gap in scholarship. In the Dred Scott case, Justice Taney remarked that black people “had no rights which the white man was bound to respect.” In The Far-Reaching Shadow Cast by Ferguson, Professor Norwood questions whether, in today’s society, Justice Taney’s sentiment still holds true. Citing examples of recent police shootings and beatings of unarmed African-Americans and personal and family experiences, Professor Norwood argues that our country is broken and needs fixing. Professor Norwood concludes that we are not the ‘post-racial’ society we claim to be and that the Michael Brown shooting, among others, provides a watershed moment to confront our country’s underlying …

This Symposium contribution explores differences in how congressional Republicans responded to Medicare and how they responded to the Patient Protection and Affordable Care Act (ACA). Given the narrowness of the constitutional challenges to the ACA that congressional Republicans promoted and the many federal taxes, expenditures, and regulations that they support, this Article rejects the suggestion that today's Republicans in Congress generally possess a narrow view of the constitutional scope of federal power. The Long-Term Impact Of Educational And Health Spending On Unemployment Rates, Zafer Pirim, William A. Owings, Leslie S. Kaplan

This study used panel data regression analysis to evaluate the long-term effects of several measures of U.S. education expenditure on unemployment rates in 50 states and Washington D.C. over 25 years. The data included state-level statistics for fiscal effort, graduation rates, education spending per pupil, gross state product per capita, welfare spending, health spending, political party affiliation, union versus nonunion states, and unemployment rates. Results find that the best way to effectively reduce unemployment is investment in improving the quality of human capital through funding education. Findings specifically conclude that over the long term, investment in human capital through education …

For most of their history, the U.S. courts of appeals have toiled in obscurity, well out of the limelight of political controversy. But as the number of appeals has increased dramatically, while the number of cases heard by the Supreme Court has remained the same, the courts of appeals have become the court of last resort for the vast majority of litigants. Using original data, this study explores the changing capabilities of the United States, China, and Russia in the conflict-ridden Persian Gulf since 1980. It reveals what such shifts mean for American hegemony, the international distribution of capabilities in the region, relations among the great powers, and global oil security.

In response to Professor Lawrence Lessig’s Jorde Lecture, I suggest that corruption is not the proper conceptual vehicle for thinking about the problems that Professor Lessig wants us to think about. I argue that Professor Lessig’s real concern is that, for the vast majority of citizens, wealth presents a significant barrier to political participation in the funding of campaigns. Professor Lessig ought to discuss the wealth problem directly. I conclude with three reasons why the corruption temptation ought to be resisted.
