Throughout the last fifty years, Turkish-EU relations have fluctuated between positive to completely suspended, though one factor has remained consistent: the European Union’s hesitation to grant Turkey full membership. While some EU member countries justify barring Turkey from their ranks for a multitude of institutional, economic, and security reasons, similar issues have been overlooked in the past when accepting the membership bids of countries such as Spain, Greece, Romania, and Bulgaria. The European Union’s Emissions Trading System (ETS) stands as a model for managing a changing climate in a complicated international environment. As it enters its Phase III period of auctioning emissions permits, an understanding of players and their performance is essential to evaluating the success of the emissions market. Concerns that wealthy countries will purchase permits, rather than reduce their real emissions, have led to skepticism about the system’s potential for success. This study is designed to evaluate the European External Action Service (EEAS) by analyzing its effectiveness in achieving a greater level of cohesion amongst European Union (EU) member states. The research examines voting patterns in the United Nations General Assembly (UNGA) by EU member states between 2003 and 2012. This study uses each committee of the UNGA, as a variable to determine voting patterns on specific policy areas. As the European Union (EU) has expanded and delved into new policy areas, the need for cooperation among local, national, and supranational actors has become evident. Scholars have characterized this new wave of EU and regional cooperation as multilevel governance. However, the exact role of regional entities remains a hotly contested issue. This paper analyzes the current state of regional government participation in the EU. This paper attempts to explain the international policy consequences of the 2008 global financial crisis by comparing the regulatory response in Europe to that in the United States. Specifically, it accounts for the level of cooperation between the two jurisdictions in their efforts to improve oversight of the financial system. The paper is concerned primarily with the regulatory laws, agreements, and frameworks enacted since 2008, as efforts to improve financial regulation are ongoing and only starting to reach the implementation phases. This paper uses soccer as a lens to look at governance structures and how they affect labor markets and economic outcomes in major European countries. It looks at three different models of soccer governance: “coordinated,” “liberal,” and “neutral,” found in the five major European soccer leagues (England, Germany, Spain, Italy, and France) and suggests that coordinated structures may have a comparative advantage over liberal structures.

In August of 2010, the French government began a program of deporting those Roma who lived within the country. Under European Union (EU) law, mass expulsions based on ethnicity are forbidden, as are mass examinations of peoples as opposed to individual assessments in the case of a crime. However, in the spirit of egalitarianism, France does not acknowledge the idea of racial or ethnic minorities. Instead, they have reframed the non- French Roma as a group engaged in criminal activity following Italy’s “security package” of 2008, which described ‘nomads’ as a national security threat and created legislation leading to expulsions …

The European Union (EU) represents a quintessential example of regional economic integration, but not the sole case meriting consideration. This paper uses a comparative regional approach to analyze economic integration in the EU and the Association of Southeast Asian Nations (ASEAN). Excluding colonialism’s role in Asian regionalism, the EU and ASEAN had similar roots and goals for economic integration including creating stability in a post war era, gaining a stronger collective voice, and fostering economic growth. However, despite similar foundations their trajectories towards integration diverged. This paper explores the European Union’s (EU) security relationship with the North Atlantic Treaty Organization (NATO) and the United States (US) through the framework of the Common Security and Defense Policy (CSDP). Skeptics have decried the rise of CSDP as a new security pillar, arguing that it is an attempt to balance against NATO and the US. I argue that this criticism is false. A comparison of two CSDP military operations, European Union Force Chad/CAR (EUFOR Tchad/RCA) and European Union Force Althea (EUFOR Althea), shows that operational success is heavily dependent on the EU’s ability to use NATO assets through …

Religion, Partisanship, And Attitudes Toward Science Policy, Ted G. Jelen, Linda A. Lockett
Political Science Faculty Research
We examine issues involving science which have been contested in recent public debate. These “contested science” issues include human evolution, stem-cell research, and climate change. We find that few respondents evince consistently skeptical attitudes toward science issues, and that religious variables are generally strong predictors of attitudes toward individual issues. Furthermore, and contrary to analyses of elite discourse, partisan identification is not generally predictive of attitudes toward contested scientific issues.

Snapshots From The Margins: Transgressive Cosmopolitanisms In Europe, Feyzi Baban, Kim Rygiel

Right-wing parties and governments in Europe have recently expressed greater hostility towards cultural pluralism, at times officially denunciating multiculturalism, and calling for the closure of borders and denial of rights to non-European nationals. Within this context, this article argues for rethinking Europe through radically transgressive and transnational understandings of cosmopolitanism as articulated by growing transnational populations within Europe such as immigrants, refugees, and irregular migrants. Transgressive forms of cosmopolitanism disrupt European notions of borders and identities in ways that challenge both liberal multiculturalism and assimilationist positions. This article explores the limits of traditional cosmopolitan thinking while offering a vision of …

This article considers how the recent Bay Area turmoil spurred by the technology boom and its attendant housing crisis has revived age-old tensions over regionalism and ethics in urban politics. The author looks at activist tendencies evident in the rise of an “ethical city” framework, which benefits from alternative uses of technology, and which offers a counter-narrative to the ways that tech wealth is also uprooting communities.

Membership in extremist groups, such as White Revolution and the Ku Klux Klan, embody specific behavioral attributes. These attributes include practicing endogamy and exhibiting racial pride. There is general consensus among members as to what it means to be part of a socially constructed extremist group. There are also strong motivational factors that support maintaining in-group solidarity and dominant status. By adhering to the rules dictated by group membership, both the self and the group are uplifted based on white racial identity. For the past decade, the “joint democracy produces peace” theory has received substantial attention. Evidence has confirmed that democracies rarely, if ever, engage in large-scale conflicts with each other. However, there is a lack of specific information regarding the mixed dyads (democracies and non-democracies), especially when we attempt to study their peace scenarios. We argue that Indonesia’s path to democracy was borne out of necessity brought about by a state of extreme precariousness and then molded by its lack thereof. Its lack thereof precisely reflected the internal power struggle and elite competition between remnant groups of the New Order vying under a different set of circumstances. Notwithstanding the given peculiarities of Indonesia’s transition, the current state of democracy in Indonesia is clearly one that is also shaped by the patrimonial character of the New Order. On Saturday November 29, 2014 voters in Taiwan (officially known as the Republic of China) went to the polls to cast ballots for mayors and city council members of the metropolitan cities, mayors and councilors of the counties and provincial cities, town- ship chiefs and councilors, aboriginal district chiefs and councilors, and borough and village chiefs. Poland was the first and one of the most successful transitions from a centralized communist state to a liberal, more Western-style democracy. During the European economic crisis, Poland's economy maintained one of the highest growth rates in the European Union (EU). Its political system stabilized. It has been both an active member of the EU and a strong advocate for liberalization of its eastern neighbors as well as for their inclusion in European initiatives. The study of public diplomacy often proceeds with an empirical approach, focusing on crafting policy instruments and measuring policy efficiency. But this approach tends to render descriptive and quantitative results. This paper contextualizes public diplomacy in theoretical terms, institutional structure, and policy priority, and points out three common misconceptions in comparison of U.S.-China public diplomacy. It means to draw attention to normative and qualitative approaches that should be applied to the fledging interdisciplinary study of public diplomacy.

Public Diplomacy And The “Self” In Regional Organization: A Network Approach To Identity Formation, Image Formation, And Asean Community Building, Daniel J. Smith

This paper examines the construction of the ―Self‖ in regional community building—that is, the ―actorness‖ of a regional entity in the international system. Specifically, I address the function of official public diplomacy in regional organization. I contend that formal public diplomacy is a crucial component to the internal identity formation and external image formation processes that constitute regional ―community building,‖ leading to the ―Self.‖ In explicating the development of a regional institution’s actorness, public diplomacy is conceptualized through constructivist networks. The rise of Turkish soap operas as a phenomenon, particularly in the Middle East, is a fairly new development. These soap operas have become non-governmental public diplomacy tools representing Turkey globally. The shows predominantly project a Western and modern lifestyle addressing everyday hurdles. More importantly, the female protagonists are central to the storylines. This paper examines the role of soap operas as a cultural diplomacy tool within the context of identity and the social implications that are prompted by these media exports.

Teaching Comparative Political Thought: Joys, Pitfalls, Strategies, Significance, Stephen Salkever
Political Science Faculty Research and Scholarship
This article reflects on my experience over the past twenty-five years in teaching undergraduate courses in comparative political theory, focusing primarily on texts from ancient China and ancient Greece. I focus on the promise and the difficulties of such courses, and offer suggestions for avoiding the latter, based upon my sense of the defining purpose of such teaching: not the development of a disciplinary specialty or sub-specialty, nor the theoretical promotion or underpinning of a political agenda, but as providing a key element of liberal education in a rapidly globalizing world.
