Garcia University of California, Irvine Christopher T. Stout Southern Illinois University, Carbondale In this article, we examine the effect of the presidential candidacies of Barack Obama and Hillary Clinton and the vice presidential candidacy of Sarah Palin on change in political interest among African Americans and women over the course of the 2008 election. We also examine the effects of these candidacies on intra-group characteristics in these marginalized groups. Consistent with the …

What We Should Have Known About The Black Vote: A Comprehensive Analysis Of Voter Turnout In Presidential Elections, Zulema T. Blair Phd Jun 2014

What We Should Have Known About The Black Vote: A Comprehensive Analysis Of Voter Turnout In Presidential Elections, Zulema T. Blair Phd

Ralph Bunche Journal of Public Affairs

A historic increase in African American voter turnout in the 2008 presidential elections has also contributed to the overall increase in voter turnout in presidential elections, which steadily declined from 1960 through 2000. Using a logistic regression analysis for presidential years 1980 through 2000, this article re-examines why voter turnout in presidential election years take place. The traditional and well-established explanations of socioeconomic status (SES), demographics, group consciousness, mobilization, psychological orientations, and economic displacement, were regressed onto voter turnout where race is deemed insignificant. However, in a closer analysis where income was used to separate the voting age population by …

About Face: A Perspective On Civilian Military Relations Through The Lens Of The Principal-Agent Theory, Randall Swain Jun 2014

About Face: A Perspective On Civilian Military Relations Through The Lens Of The Principal-Agent Theory, Randall Swain

Ralph Bunche Journal of Public Affairs

- 55 - About Face: A Perspective of Civil-Military Relations through the Lens of Principal-Agent Theory Randall D. Swain Eastern Kentucky University This essay uses the principal-agent theory to offer a framework for explaining shirking tendencies by the U.S. military in civil-military relations. Through the lens of the framework presented here, the principal-agent theory explains why shirking tendencies by the U.S. military is more likely to occur when a Republican occupies the White House, than when it is occupied by a Democrat. Besides providing a framework for conceptualizing civil-military relations, the importance of this work lies in the manner in …

What Happened To The 9/11 Commission? What A Century Of Riot Commissions Teaches Us About America’S Dependence On Independent Commissions, Lindsey Lupo Jun 2014

What Happened To The 9/11 Commission? What A Century Of Riot Commissions Teaches Us About America’S Dependence On Independent Commissions, Lindsey Lupo

Ralph Bunche Journal of Public Affairs

In August of 2004, the bipartisan 9/11 Commission released its report to much media buzz. However, when all ten commissioners reconvened in late 2005 to issue a report card on progress made on the recommendations of the Commission, they issued five Fs, twelve Ds, nine Cs, and one A minus. This article looks at independent commissions in the United States and the role they play as flak-catchers—stopgaps that assuage public fears while giving the appearance of decisive government action. It uses historical and comparative case-study analysis to portray how the 9/11 Commission operated in a manner similar to U.S. race …

Ralph Bunche Journal of Public Affairs

- 3 - The Impact of Politicized Churches and Party Contact on African American Voter Turnout Randolph Burnside Southern Illinois University Carbondale Stephanie A. Pink-Harper Southern Illinois University Carbondale The African American community has faced a myriad of challenges regarding their quest for social equity and social justice in America. Among the challenges is the fight for their right to vote. Researchers document numerous factors that have impacted the voting behavior of African Americans. Underexplored, however, is the historical role and impact that the African American church has had on this process. This article examines the impact of politicized churches …

Emerging From The Shadows: Civil War, Human Rights, And Peacebuilding Among Peasants And Indigenous Peoples In Colombia And Peru In The Late 20th And Early 21st Centuries, Charles A. Flowerday

Department of Anthropology: Theses and Student Research

Peacebuilding in Colombia and Peru following their late-20th and early 21st century civil wars is a challenging proposition. In this study, it becomes necessary as indigenous peoples and peasants resist domination by extractive industries and governments in their thrall. Whether they protest nonviolently or rebel in arms, they are targeted for human-rights violations, especially murder, disappearance and displacement. The armed actors, state, insurgency, paramilitaries or drug traffickers, destroy civic institutions (local or regional government) and the civil (nonprofit) sector and replace them with their own authoritarian versions. Therefore, peacebuilding has emphasized rebuilding civic institutions, civil society and local …

Examining The Role Of Religion In Education And The Effect On Internal Conflict, Christopher Dewayne Harris Jun 2014

Examining The Role Of Religion In Education And The Effect On Internal Conflict, Christopher Dewayne Harris

Student Theses and Dissertations

This thesis examines the role of religion in education in an attempt to determine whether it has a pacifying or exacerbating effect on internal conflict. Using data from the Religion and State (RAS) project as well as the International Country Risk Guide, several hypotheses regarding the effect of religious education are tested to examine the relationship between religious education and religious and ethnic tensions and resulting incidences of conflict. Employing cross-sectional times-series analysis, I find that an vigilant emphasis on religious education, particularly in the developing world, has a pacifying effect on ethno-religious violence, even when ethno-religious tensions persist. Lastly, …

Countering Radicalization And Recruitment To Al-Qaeda: Fighting The War Of Deeds, Paul Kamolnick Jun 2014

Countering Radicalization And Recruitment To Al-Qaeda: Fighting The War Of Deeds, Paul Kamolnick

ETSU Authors Bookshelf

This Letort Paper proposes that actions, policies, and deeds—those of the U.S. Government and al-Qaeda—be leveraged as a means of delegitimizing al-Qaeda terrorist propaganda. Two chief fronts—changing deeds and challenging deeds—is proposed. Changing deeds requires that the United States carefully and systematically examine its own foreign and military policies and their specific consequences for the Arab and Muslim world. Challenging deeds comprises systematically countering with evidence and fact al-Qaeda’s two greatest propagandistic fabrications: that the United States is a crusader at war with Islam, and that al-Qaeda is the vanguard defender of a besieged and oppressed Muslim Umma. Provocative at …

Does Conscription Affect War Duration? A Study Of Military Manpower Systems, Regime Type, And Interstate Wars, Alan W. Duff Jun 2014

Does Conscription Affect War Duration? A Study Of Military Manpower Systems, Regime Type, And Interstate Wars, Alan W. Duff

Lawrence University Honors Projects

While the causes of war have long been studied, the same scrutiny has not been applied to war duration. Recent empirical studies have found that similar variables correlate with both war outbreak and duration, thereby hinting at new areas for war research that can be conducted with a fresh perspective. One variable that stands out for this type of interrogation is conscription (especially when considered alongside regime type), as research on the subject has generated contradicting and inconclusive results. Given that many states around the world are replacing conscription with all volunteer forces, asking if conscription increases or decreases the …

Congruence Across Levels Of Role-Taking In U.S. Foreign Policy, Paul A. Kowert, Stephen G. Walker Jun 2014

Congruence Across Levels Of Role-Taking In U.S. Foreign Policy, Paul A. Kowert, Stephen G. Walker

Political Science Faculty Publication Series

A psychosocial approach to national behavior, emphasizing the foreign policy roles selected by states, has proven to be a fertile source of insights into the ways states respond to their external environment. Disaggregating the phenomenon of role into several distinct processes—e.g., roletaking, role contestation, role enactment, and role transition—highlights interactions across different levels of analysis as part of a general process of role location. We focus in this paper specifically on the process of role-taking leading to role selection and conceive of this process as operating simultaneously at the state, domestic, and individual levels of analysis. Rather than assume that …

Saudi Aramco And The Politics Of Cultural Heritage, Anahid Hanounik Huth Jun 2014

Saudi Aramco And The Politics Of Cultural Heritage, Anahid Hanounik Huth

Dissertations, Theses, and Capstone Projects

Culture Heritage in recent decades has become a catch word within world discourse. It is increasingly receiving generous attention in both money and time form private and public sectors on preservation policy. The application of so-called preservation and restoration projects, the alleged care for Cultural Heritage, has become a motive and battle cry of UNESCO, World Bank, private companies, banks, NGOs, European Council, and Western governments' foreign policy. This leads us to ask what is behind this increasing attention, and whether we should see it as Christina Luke 2013 suggested in her article--is Heritage increasingly being seen as a soft …

Access To Healthcare For Vulnerable Asian Subgroup Populations In The United States, Deborah Kim-Lu Jun 2014

Access To Healthcare For Vulnerable Asian Subgroup Populations In The United States, Deborah Kim-Lu

Objectives: This dissertation examines the barriers for access to healthcare for the top four most uninsured Asian American subgroups (Bangladeshi, Cambodian, Korean, and Pakistani communities). Methods: Combining quantitative and qualitative approaches, this study consisted of: (1) an in-depth review of the Health Services Research literature; (2) qualitative interviews with 24 national health experts and advocates on Asian American health; (3) a survey of a non-probability sample of 107 Koreans in the tri-state region (Connecticut, New Jersey, and New York) using the Access to Healthcare Survey for Koreans in the U.S. instrument, which includes a Likert scale with 21 barrier questions …

International Norm Echoing In Rebel Groups: The Cases Of The Kosovo Liberation Army And The Liberation Tigers Of Tamil Eelam, Jennifer A. Mueller Jun 2014

International Norm Echoing In Rebel Groups: The Cases Of The Kosovo Liberation Army And The Liberation Tigers Of Tamil Eelam, Jennifer A. Mueller

Dissertations, Theses, and Capstone Projects

This research demonstrates that rebel groups use international norms in their discourse and echo patterns in the discourse of states and that they do so to promote their own legitimacy at key turning points in their conflicts. Which international norms rebel groups use most frequently is partially determined by the congruence of those norms with their local norms and beliefs and the degree to which a group's internal structure has become more hierarchical and specialized. Two rebel groups are examined in this study over the course of their conflicts: the Kosovo Liberation Army (KLA) and the Liberation Tigers of Tamil …

The "Social Factory" In Postwar Italian Radical Thought From Operaismo To Autonomia, David P. Palazzo Jun 2014

The "Social Factory" In Postwar Italian Radical Thought From Operaismo To Autonomia, David P. Palazzo

Dissertations, Theses, and Capstone Projects

This dissertation examines the "social factory" as it developed conceptually within postwar Italian Autonomist Marxism. This concept is defined historically as an outgrowth of the critique of political economy that accompanied a rethinking of Marxism in postwar Italian working class political thought through the experience of Quaderni Rossi, which culminated in the theoretical and practical work of Potere Operaio, with fragments in the area of Autonomia. Historically, this dissertation locates the "social factory" as derivative of two figures: Raniero Panzieri and Mario Tronti, as well as two subsidiary movements that were articulated, separately, by Antonio Negri and Mariarosa Dalla Costa. …

Media And Message In Modern Political Thought: From The Age Of Print To The Age Of Digital Reproduction, Asaf Shamis Jun 2014

Media And Message In Modern Political Thought: From The Age Of Print To The Age Of Digital Reproduction, Asaf Shamis

Dissertations, Theses, and Capstone Projects

The dissertation investigates the relationship between media and message in modern political thought. In the research I situate the ideas of three modern political theorists Jean-Jacques Rousseau, Karl Marx, and Theodor Herzl in the material conditions prevailing in the printing industry of their times. I investigate in each case how the media culture the thinker was working in influenced his political ideas. My findings indicate that in all three cases the political ideas were shaped and conditioned by the particular position of the author, the prevailing attitude to the printed word, and the existing media technologies. Based on the historical …

The Possibility For Peaceful, Global, Participatory Governance: A Political Evolution Enabled By The Internet And Manifested By Crowds, Frederick Thomas Tucker Jun 2014

The Possibility For Peaceful, Global, Participatory Governance: A Political Evolution Enabled By The Internet And Manifested By Crowds, Frederick Thomas Tucker

Dissertations, Theses, and Capstone Projects

This paper argues that peaceful, global, participatory governance is possible in the 21st century with the aid of the Internet and other forms of abundant, instantaneous, recorded communication (AIRC). Such a polity, however, must replace militarized republics and autocracies to be realized. No historical precedent exists for militarized governments to disband voluntarily. The realization of peaceful, global, participatory governance depends on popular resistance in its most potent, yet least militaristic form--political crowds. On the basis of professional and independent research, analysis of primary and secondary sources, and participant observation, this thesis details the historical development of AIRC, the political systems …

Undertaking Action Research In Prison: Developing The Older Prisoner Health And Social Care Assessment And Plan, Kate O'Hara, Elizabeth Walsh, Katrina Forsyth, Jane Senior, Jenny Shaw

Articles

Older prisoners are the fastest growing group in prisons. They have complex health and social care needs and the coordination of their care is suboptimal. An action learning group including health care staff, prison staff and older prisoners was established at one prison in England. The group developed the Older prisoner Health and Social Care Assessment and Plan (OHSCAP) which is a health and social care assessment and care planning process for the better identification and management of older prisoners’ needs. This paper describes and critically analyses the process of action learning in prison to develop and pilot the OHSCAP. …

Framing The Fight: Women's Use Of Rhetorical Coercion To Gain Political Empowerment From Revolutionary Participation—The Cases Of El Salvador, Guatemala, And Eritrea, Kyleanne M. Hunter Jun 2014

Framing The Fight: Women's Use Of Rhetorical Coercion To Gain Political Empowerment From Revolutionary Participation—The Cases Of El Salvador, Guatemala, And Eritrea, Kyleanne M. Hunter

Electronic Theses and Dissertations

The below paper examines women’s ability to translate participation in antigovernment movement into political empowerment in the post-conflict government. I use the theory of Rhetorical Coercion to explore how the way in which women frame their participation impacts their ability to achieve increased political empowerment. I find that nationalistic frames are more successful than women’s-specific frames in women’s ability to achieve full empowerment and lasting rights. Using the cases of El Salvador, Guatemala and Eritrea I explore the inputs to a successful rhetorical strategy and the stumbling blocks to translating participation into national inclusion.

Barack Obama And The Rhetoric Of Electoral Logic, Julia R. Azari, Justin S. Vaughn Jun 2014

Barack Obama And The Rhetoric Of Electoral Logic, Julia R. Azari, Justin S. Vaughn

Political Science Faculty Publications and Presentations

Objectives. This article examines Barack Obama’s efforts to interpret and characterize the contrasting outcomes of the 2008 and 2010 elections, using an original data set of presidential communications. Methods. We performed a content analysis of 241 presidential communications. Results. Obama’s post-2008 mandate claims alternated between claiming a mandate on a variety of policy issues and framing the election as a repudiation of Republican theories of governing. Post-2010, however, Obama framed the midterm results as evidence for electoral demand for bipartisan cooperation, rather than a repudiation of Democratic policies and ideas. Conclusions. Obama’s choices in framing the …

The Conditional Effect Of Term Limits On Electoral Activities, Julie Vandusky-Allen Jun 2014

The Conditional Effect Of Term Limits On Electoral Activities, Julie Vandusky-Allen

Political Science Faculty Publications and Presentations

In this article, I examine how term limits affect the amount of time that legislators focus on constituency service and fundraising. I use data from the 2002 U.S. State Legislative Survey conducted by Carey, Niemi, Powell, and Moncrief to provide support for my hypotheses. The results from the data analysis suggest that in the presence of term limits, legislators with long-term career goals in politics spend less time on constituency service activities and more time on fundraising with their caucus. For legislators with short-term career goals in politics, there is very little evidence to suggest that term limits have an …

The Silent Crisis: Including Latinos And Why It Matters, Representation In Executive Positions, Boards, And Commissions In The City Governments Of Boston, Chelsea, And Somerville, Miren Uriarte, James Jennings, Jen Douglas

Human Services Faculty Publication Series

The Silent Crisis: Involving Latinos in Decision-Making & Why Latino Representation Matters provides a measure of the economic, social, and political inclusion of Latinos at mid-decade in three cities of the Commonwealth where about one fourth of the state’s Latino population lives. Often wrongly referred to as a “new population,” Latinos have been present in Massachusetts since the end of the 19th century, arriving in large numbers beginning in the 1960s and 1970s and growing to nearly 630,000 persons (9.6% of the population) by 2010. That same year, they accounted for 62.1% of the population of Chelsea, 17.5% of the …

In Search Of Women’S Full Inclusion: A Case Study Of The Institute For Inclusive Security’S Advocacy For Women’S Inclusion In Sudan And South Sudan’S Cooperation Agreements, Anna Tonelli Jun 2014

In Search Of Women’S Full Inclusion: A Case Study Of The Institute For Inclusive Security’S Advocacy For Women’S Inclusion In Sudan And South Sudan’S Cooperation Agreements, Anna Tonelli

Capstone Collection

Over the past nearly two decades, efforts to increase women’s inclusion in peacebuilding have grown exponentially as more research has proven that women’s participation leads to more sustainable peace processes. Yet women continue to be the marginalized from all levels of official processes including negotiation, drafting of resolutions, and implementing agreements. Nowhere is this more exemplary that in the efforts for peace between Sudan and South Sudan. The Cooperation Agreement, signed in September 2012 offered yet another opportunity to engage women. However, once more the processes excluded them from the table. In an effort to finally convince policymakers that women’s …

Examining The Connection Between Classroom Technology And Student Engagement, R.C. Morris, Loran Carleton Parker Jun 2014

Examining The Connection Between Classroom Technology And Student Engagement, R.C. Morris, Loran Carleton Parker

IMPACT Publications

Technological pedagogy is being relied upon more-and-more as a way to address the growing needs of higher education. This study investigated the use of a tool designed with the specific purpose of student engagement in a large classroom. The tool allows students to post to a community based discussion in a manner similar to a Twitter feed. Despite engaging in a community dialogue, findings suggest that as usage of the technology went up a student’s sense of community learning went down. This result prompted the authors to consider how this tool was utilized in the classroom. We close with a …
