A Federal Commission For The Black Belt South, Ronald C. Wimberley, Libby V. Morris, Rosalind Harris

Recent legislation by the U.S. Congress authorized a federal regional commission for the Black Belt South. Three southern social scientists first proposed the commission at Tuskegee University’s Professional Agricultural Workers Conference in 1990. Following congressional seminars on the Black Belt by Ronald Wimberley and Libby Morris, the first legislation for the commission was introduced in the U.S. House of Representatives in 1994. After a succession of 12 U.S. House and Senate Bills, Congress finally authorized “the Southeast Crescent Regional Commission” in 2008 with support by various, and sometimes competing, groups. Facilitating College Success Among Emerging Hispanic Serving Institutions: Multiple Perspectives Yield Commonly Shared Diversity Goals, Susan T. Gooden, Kasey J. Martin

Although colleges must have a full‐time Latino student enrollment of at least 25 percent to federally qualify as a Hispanic Serving Institution, colleges with a Latino student enrollment of 15‐24 percent are commonly referred to as “Emerging Hispanic Serving Institutions.” As more community colleges approach such Latino student enrollment percentages, the changing demographic presents opportunities and challenges relative to diversity. It is important to equip community college administrators, all of whom are public administrators, to effectively manage their changing institutions and promote student success. Utilizing a qualitative approach, this article analyzes multiple perspectives on factors related to Latino student success. …

Vulnerability And Power In The Age Of The Anthropocene, Angela P. Harris

Feminist legal theorist Martha Fineman has suggested that recognition of universal human “vulnerability” should be the starting point for thinking about the state’s obligations to its citizens. This Article argues that Fineman’s concept of vulnerability is valuable for situating political and legal theory within a concern for the natural world. We live in what some scientists have dubbed the Anthropocene—an age in which our collective behavior has serious implications for the flourishing of all life on earth. The notion that public managers influence organizational performance is common in public administration research. However, less is known about why some managers are better at influencing organizational performance than others. Furthermore, relatively few studies have systematically examined managerial influence and scholars have yet to investigate either quantitatively or systematically managerial influence in the White House. Since controversy began to swirl surrounding then-President-elect Barack Obama's alleged overreliance on policy czars in late 2008, political scientists and pundits alike have been quick to view this approach to White House staffing as an extension of the imperial presidency and, to some, a threat to the constitutional order. In this article, I take a step back and ask whether the phenomenon under attack is exactly what scholars assume it is. In doing so, I investigate the conceptualization problem czars pose as well as how and why presidents actually use czars. I conclude with a series of suggestion for future …

Religion has quickly proven itself the defining conflict issue of the Twenty-First Century. Religion and conflict are frequently linked in popular discourse, yet from the beginning, religions have typically held peacemaking as a central value and obligation to their members. This ancient tension between religion as a vehicle of peace and religion as a source of division has taken on global dimensions in recent decades, particularly across a belt of countries roughly crossed by the Tenth Parallel, where Islam and Christianity meet, but in many other parts of the world as well, including Boston.
