The minutes of the Caverna (later Horse Cave), Kentucky Board of Trustees from 1871 to 1892. Full text of the minutes, in 50-page increments, can be seen by clicking on "Additional Files" below. The community was known as Horse Cave, but changed its name to Caverna in 1869 and later changed its name back to Horse Cave in 1880. Stray material was scanned where it was found in the minute book; blank pages were not scanned. "If You Can Hold On...": Counter-Apocalyptic Play In Richard Kelly’S Southland Tales, Marcus O'Donnell

Journal of Religion & Film

Richard Kelly’s Southland Tales (2006) presents a dystopic, post-apocalyptic, near-future through an aesthetic, which fuses contemporary postmodern screens with the phantasmagorical of traditional apocalyptic visions. This article argues that Southland Tales is an example of what feminist theologian Catherine Keller calls the “counter-apocalyptic” (Keller 1996:19-20). Through strategies of ironic parody Kelly both describes and questions the apocalyptic and its easy polarities. In situating the film as counter-apocalyptic the paper argues that the film both resists the apocalyptic impulse however it is also located within it. Police Reform, Civil Society And Everyday Legitimacy: A Lesson From Northern Ireland, Branka Marijan, Dejan Guzina

In post-conflict zones, there is a need to better understand the role of civil society in building the legitimacy of reformed police institutions. Northern Ireland provides an instructive case in this regard, as community involvement and civilian oversight of policing structures were prominent in the reform process. While much has been achieved since the 1999 Independent Commission on Policing, the question of police legitimation is still largely unresolved. In order for police reform to be fully realized, and to ensure that everyday legitimacy is established, more attention must be paid to building relationships between the police and local communities.

This report updates Ohioans’ views on four controversies concerning state government: legislative redistricting, early voting, term limits, and length of a single legislative term. To one degree or another, these “governing controversies” reflect a tension between the role of popular opinion and professional opinion in the operation of state government, especially the state legislature. These issues may be addressed by the Ohio Constitutional Modernization Commission, currently convened to study and propose possible changes to the state constitution (http://www.ocmc.ohio.gov/ocmc/home).

Since its independence from British rule in 1948, Myanmar has struggled with multiple obstacles, including a series of violent internal ethnic and sectarian conflicts, isolationist fiscal policies instituted by an increasingly distrustful military government and international sanctions and condemnation following government crackdowns in 1988 and 2007. In spite of all these setbacks, President Thein Sein’s decision in 2011 to liberalise the country’s political and economic systems has created a new wave of optimism for what was once commonly regarded as a failed state.

Once a relatively sleepy agrarian kingdom, Cambodia has experienced some of the most horrific violence since the close of the Second World War. Between 1970 and 1999, the country was the victim of both a brutal civil war as well wider regional conflicts. The Khmer Rouge seizure of power in 1975 brought four years of forced collectivisation and mass killings that have haunted the Cambodian psyche ever since. The decade of Vietnamese occupation that followed only further exacerbated the country’s massive humanitarian problems. The Docking Institute of Public Affairs at Fort Hays State University conducted the 2014 Kansas Speaks survey from September 10 to September 27, 2014. A random sample of adult residents of Kansas age 18 and older was surveyed by telephone to assess their attitudes and opinions regarding various issues of interest to Kansas citizens.

How Secular Should Democracy Be? A Cross-Disciplinary Study Of Catholicism And Islam In Promoting Public Reason, David Ingram, David Ingram

Philosophy: Faculty Publications and Other Works

I argue that the same factors (strategic and principled) that motivated Catholicism to champion liberal democracy are the same that motivate 21st Century Islam to do the same. I defend this claim by linking political liberalism to democratic secularism. Distinguishing institutional, political, and epistemic dimensions of democratic secularism, I show that moderate forms of political and epistemic secularism are most conducive to fostering the kind of public reasoning essential to democratic legitimacy. This demonstration draws upon the ambivalent impact of Indonesia’s Islamic parties in advancing universal social justice aims as against more sectarian policies.

Jordan has a refugee crisis; between 620,000 and 1.3 million Syrian refugees are seeking refuge in Jordan. This report aims to answer which aspect of Jordanian security the refugees have the biggest effect on. It also aims to answer whether the refugees based in camps, like Za’atari, or those integrated into the Jordanian communities are more threatening to internal security. The 2010-11 Tunisian revolution brought to the forefront of the country an explosion of activism and organizing from civil society, including multiple voices urging for the defense, protection and/or recognition of Tunisian ‘minorities.’ An unprecedented Amazigh (pl. This study is concerned with the spatial transformations taking place in Mohamed Mahmoud that branches from Midan el-Tahrir; the official site of the Egyptian January 25 Revolution. Since the revolution, this street has witnessed a great deal of violence during several bloody clashes between protesters and security forces. It has also become famous for the dissenting graffiti murals wrapping the walls of it entrance. Too often, earmarks, pork barrel politics, and other types of federal spending are seen as a problem in American politics. Nothing could be further from the truth. Congress’ abandonment of earmarks, the deconstruction of the appropriations process, and the breakdown in regular order in the House and Senate has coincided with a period of intense gridlock. For decades, pork greased the wheels of the legislative process, ensuring legislators could fund local needs in exchange for support on key legislation. This dissertation focuses on new paths of immigrant incorporation and on the political mobilization of undocumented youths in the New York-New Jersey metropolitan area. The goal of this investigation is to assess whether contrasting state laws that either open or restrict eligibility for in-state tuition are associated with different levels of belonging and different styles of organizing among immigrant youths. This research draws from theories on political incorporation and a resource mobilization model of collective action. China's Search For "Peaceful Internationalism" Vis-À-Vis A Liberal World Order: Interests, National Identity And Foreign Policy, Bo Ma

In this dissertation, I employ the concept of national identity to explain China's foreign policy behavior during the history of the People's Republic of China. Specifically, I propose the concept of "peaceful internationalism" to characterize the behavioral orientation of China in the post-Mao era. Peaceful internationalism as both an idea and a policy, aims at a cross-national framework for cooperation and co-existence through non-conflictual, non-hegemonic and non-unilateral mechanisms of dispute resolution. This study argues that China pursues peaceful internationalism in a liberal international order, which is consistent with its contemporary national identity, which I term the "phoenix rising" identity. Large infrastructure investment decisions, especially for mega-projects defined as costing more than one billion U.S. dollars, are largely based on complex, unclear and non-transparent decision criteria. The project's specific context and a variety of actors and interests add to the complexity of the decision processes. All projects deviate, to a certain degree from a "rational" decision-making process, are politically motivated and subject to multiple interests. Cost-benefit analyses are conducted for about half of the projects. Shopping centers, hotel lobbies and - as was recently reported - McDonald's restaurants have been appropriated as social and political spaces by the public, but then encounter resistance by the owners of those spaces. Shopping centers, which have come to replace urban public space around the world, are notorious for limiting the modes of use and actively prohibiting forms of political expression. The legal status of commercial spaces that substitute for traditional public spaces is still unclear. Distributed Media In The Age Of Eisenhower: Political Buttons, Rachel C. Loughran

This paper describes the purpose and effectiveness of distributed campaign materials in the context of President Dwight D Eisenhower's 1952 and 1956 elections. It analyzes campaign buttons and political cartoons distributed by the Eisenhower administration to determine how they furthered the image Eisenhower wished to convey during his campaigns. This image is presented by applying certain aesthetic qualities to the campaign materials.
