Under the pretense of helpfully schooling the Iranians on the American constitutional system, the letter is really designed to embarrass President Obama and hinder negotiations between the U.S. and Iran over possible nuclear weapon proliferation. Toward Context-Sensitive Statebuilding For Development: State-Local Complementarity In Rural Guatemala, Matthew Thornton Klick

Developing countries emerging from conflict often feature enduring, destitute poverty amid often fast-growing economies at the national level. This dissertation explores a critical question: What accounts for variation in human development levels across similar communities in conflict-affected countries? In particular it explores how some equally poor, indigenous, highland communities in Guatemala have made advances in health and education, while others have stagnated or regressed. These results are demonstrated through a quantitative analysis of all of Guatemala’s 334 municipalities, utilizing difficult to access data from myriad sources, combined with the results of qualitative field methods – including over 250 key informant …

The aim of my research was to determine, through an original intent approach to the United States Constitution, whether the asserted “fundamental” rights associated with the Due Process and Equal Protection Clauses of the Fourteenth Amendment were reflective of the Framers’ intentions for the rights protected by the Ninth Amendment, or if the Supreme Court has been illegitimately engaging in substantive due process. Through a case study using qualitative document analysis on the right to privacy, the right to abortion, the right to sodomy, and the right to marry, I concluded that there are no rights protected by the Ninth …

This paper presents a concise overview of Japan’s economic development since World War II, with a particular emphasis on the speculative boom of the 1980s known as the “bubble economy” and the subsequent period of economic stagnation known as the “Lost Decade.” The essay is largely descriptive. It provides an historical contextualization and interdisciplinary synthesis accessible to readers from a wide range of backgrounds, including those with limited formal expertise in economics.

Reversing Stereotypes: The Good Black Man America Has Yet To Know, Alexandria Harris

Research has shown that the negative stereotypes of black masculinity prevalent in American public opinion are linked to negative media portrayals of African American men. Using both theming analysis and survey experiment methods, I ask whether or not positive media portrayals of African American men offset negative stereotypes of black masculinity. The central finding is that one-time exposure to positive media portrayals of African American men decrease levels of racial resentment. I then close by considering the implications the results have on media portrayals as well as opinions of ordinary citizens.

This paper applies power transition theory to EU’s future as a global power. It assesses economic and political/strategic capabilities of the EU vis-à-vis other global contenders as Transatlantic Alliance is challenged by rising powers in the east - China and India. Analysis includes simulations of how structural reforms (i.e fiscal union) and membership enlargement(s) are likely to affect EU’s ability to achieve its goal of becoming a global actor.

The ninja is a well known phenomenon in Japanese military culture. The popularity of the tradition is centered on the neighboring areas of Iga and Kōka where ninja are a profitable tourist attraction. This paper examines the historical sources on which the ninja tradition is based to see if the pre-eminence claimed by Iga and Kōka is justified. It is shown that they were no different from several other places in their geography or their politics and that only one reliable account of secret warfare can be identified before 1581, the year when Iga Province ceased to exist as an …

She Who Laughs Loudest: A Meditation On Zen Humor, Andrew Whitehead

Articulating a Zen Buddhist perspective on humor, this paper examines the Japanese Zen Buddhist response of humor in the face of the suffering of situated existence and the motivations for this response. The examination will take the school of Rinzai Zen Buddhism as its exemplar. I argue that in order to appreciate the function of humor in Zen a number of cultural and historical influences must be considered: correlative ontology; the Buddhist notion of emptiness; the impotence of language; sense and nonsense; and the senselessness of transgression.

Japan’s food self-sufficiency ratio is remarkably low compared to other industrialized nations. Growing world population, food, water, and energy shortages in combination with climate change and the rising competition for the world’s limited resources are the transnational dimensions of food and nutrition security related risks that are already affecting Japan. This paper analyzes the development and institutional context of Japanese policies related to its food security, particularly in relation to its commitments to support developing countries and to promote food security in Africa. Based on estensive Fieldwork, this paper explores the needs of people and communities in hard hit areas of Japan's 3.11 triple disasters including Sendai, Fukushima, Ishinomaki, Kesennuma, Kamaishi, and Yoriage to commemorate the event and their dead, while redirecting efforts to the future. It discusses the activities of Sendai's Wasuren! (We Won't Forget!) Center to document the disaster and Project Fukushima! organized by Fukushima residents to consider the city's future after the nuclear disaster as well as examining memorials (as memoryscapes and mourning work) created by other communities in the region where the disaster occurred. Lobbying From Inside The System: Why Local Governments Pay For Representation In The U.S. Congress, Matt W. Loftis, Jaclyn J. Kettler

Why do cities spend scarce resources lobbying the federal government? The hierarchy of U.S. government provides various pathways for local representation. Nevertheless, cities regularly invest in paid representation. This presents a puzzle for American democracy. Why do cities lobby, and do they lobby strategically? We quantify for the first time the extent of this phenomenon and examine its determinants using new data on 498 cities across forty-five states from 1998 to 2008. We find that economic distress pushes cities to lobby, but does not impact expenditures. Cities in competitive congressional districts, and therefore crucial to national politics, spend more on …

Following Donald Richie’s observation that the “Japanese film is richest in mood or atmosphere, in presenting characters in their own surroundings,” I introduce undergraduate students to the cinematic art of Akira Kurosawa and Hayao Miyazaki emphasizing each director’s use of mise-en-scène or the way in which the elements of the scene are arranged. For the purposes of the two courses (ASIA 4490/FILM 3220 and HONORS 4490: The Films of Kurosawa and Miyazaki), mise-en-scene was used strictly in reference “to the elements within a scene” or sequence of scenes “which places greater emphasis on pictorial values within a shot” or sequence …

China’s non-interference policy has come under scrutiny in regards to its growing and deepening relations in Africa. The policy has come to represent an about-face from conditional assistance and investment associated with the Washington Consensus. Although often well received in much of the global South, this policy has drawn a lot of criticism from the West and others. These commentators have perceived non-interference as an opportunistic and often inconsistent instrument for enabling China’s increasing access to African resources and markets. Thin Vs. Thick Morality: Ethics And Gender In International Development Programs, Richard K. Ghere

This study examines the ethical dimensions of gender-focused international development initiatives undertaken by nongovernmental organizations (NGOs) and similar agencies. Specifically, it presents three case studies that depict how specific development initiatives in, respectively, India, Tanzania, and Senegal address gender disparities and power relationships. These case studies support the general conclusion that ethically committed development NGOs find difficulty in encouraging women (and men) to reverse oppressive power status-quos in messy contexts.

This paper focuses upon the interpretation of freehand drawings produced by a small sample of 220 first-year students taking an Irish politics introductory module in response to the question, ‘What is Irish Politics?’ By sidestepping cognitive verbal processing routes, through employing freehand drawing, we aim to create a critical and collaborative learning environment, where students develop their capacity for interpretation and critical self-reflection. As Ming Wan writes in his commentary in The Asan Forum on the “China Dream,” Chinese leaders use New Year’s celebrations as an opportunity to sum up the achievements of the recent past and to chart new directions for the future. Here, I discuss such New Year’s activity to argue that soft power works in interesting and unexpected ways in China. Joseph Nye famously defines soft power as “the ability to get what you want through attraction rather than coercion or payments.” Soft power, thus, is framed as a positive attractive force that is useful for a state’s foreign policy. …

Political Connections And Firm Value: Evidence From The Regression Discontinuity Design Of Close Gubernatorial Elections, Quoc-Anh Do, Yen Teik Lee, Bang D. Nguyen

Using the regression discontinuity design of close gubernatorial elections in the U.S., we identify a significant and positive impact of the social networks of corporate directors and politicians on firm value. Firms connected to elected governors increase their value by 3.89%. Political connections are more valuable for firms connected to winning challengers, for smaller and financially dependent firms, in more corrupt states, in states of connected firms’ headquarters and operations, and in closer, smaller, and active networks. Post-election, firms connected to the winner receive significantly more state procurement contracts and invest more than do firms connected to the loser.

Decentralized disaster governance has been gaining much attention with the rising global urbanization rate and the complex nature of the disasters occurring in densely urbanized areas today. This paper studies the case of South Korea, a highly urbanized country with relatively recent decentralization reforms, in order to analyze the evolution of its disaster management system and to draw out implications from its experience. Specifically, it traces the national-level institutional changes in its disaster management, and then closely examines a hydrofluoric gas leakage in the industrial city of Gumi. As the United Nations Decade of Education for Sustainable Development (2005–2014) draws to a close, it is timely to review ways in which the sustainable development initiatives of higher education institutions have been, and can be, evaluated. In their efforts to document and assess collaborative sustainable development program outcomes and impacts, universities in the North and South are challenged by similar conundrums that confront development agencies.
