For nearly two centuries following its adoption, the Second Amendment was largely ignored and even referred to as a “dead amendment.” Virtually all legal scholarship considered the right protected by the amendment to be a collective right written into the Constitution to protect local militias from a powerful federal standing army. However, beginning in the late 1970s a surge of libertarian scholarship began to emerge promoting the Second Amendment as a safeguard for an individual right to bear arms without any connection to military service. In recent years, significant attention has been directed toward the role and relevance of the Constitution in contemporary politics. Conservative and Tea Party voters, for example, tout their dedication to the “founding principles” in the Constitution. Despite the prevalence of Constitutionally-charged rhetoric among political activists, national surveys have repeatedly found that most Americans are, at best, poorly informed about the nation’s founding document.

This essay in the TRENDS counter-terrorism futures series focuses on LASER (Light Amplification by Stimulated Emission of Radiation) effects on human vision and activities in the context of riots and terrorism. Both the use and potentials of counter-optical lasers—that is, lasers utilized so as to disrupt and degrade human vision—will be highlighted with in regard to each of these forms of criminal-political activities. Additionally, a discussion of some of the applicable police and security response (countermeasures) to such laser use will be provided.

One of the first steps in intergroup conflict resolution is to humanize the "enemy" or outgroup. Unfortunately, this humanization often fails. My goal in this paper is to answer the following question: Why does positive information about a group sometimes lead to negative responses? Specifically, this paper tests three hypotheses. First, I hypothesize that Individuals with high ingroup-centric beliefs will react differently to the treatments compared to individuals with low ingroup-centric beliefs. Second, I hypothesize that individuals who experience dissonance as a result of the treatments will react negatively to the treatments. Finally, I hypothesize that the framing of these …

High-Casualty Terrorism: Explanations & Understandings, James Brandon Frye

This thesis examines the occurrence of high-casualty terrorism in order to determine whether specific factors of an individual country make it more or less likely to experience this particular form of political violence. Using data derived from the Integrated Network for Societal Conflict Research and the Center for Systemic Peace's compilation list of high-casualty terrorist bombings (HCTB) between the years of 1990 and 2013, several hypotheses are tested. Investigating the roles of the operationalized variables through both a Poisson and negative binomial regression allows for a greater understanding of why events of this manner take place. When No Child Left Behind (NCLB) was signed into law in early 2002, many hoped the legislation would help reduce achievement gaps among traditionally underperforming populations. For Hispanic students specifically, however, NCLB has contributed to educational inequality, school segregation, and high drop-out rates in major ways. Given these outcomes and trends, it is surprising that members of the Congressional Hispanic Caucus (CHC) and other Hispanic American interest groups overwhelmingly supported NCLB despite potentially being able to anticipate how the law would hurt Hispanic students. The values of a nation are vital for forming the institutions that govern a people and for guiding public policies. This thesis examines the historical institutions and political cultures of several nations and compares them to their geographic (i.e. continental) contemporaries. Particular emphasis is devoted to case-studies of Industrial Revolution Britain, Meiji Restoration Japan, Independent Botswana, and Post-war Asia. This thesis demonstrates a correlation between such institutions as free markets, limited government, and protected personal liberties, with national prosperity. Most importantly, the formation of these institutions was directly affected by the values of the individuals that established them. Values, both …

This research effort is a comparative study on the political impact on host countries holding the World Cup. Specifically, are the impacts different for a developed country compared to a developing country? The two case studies in Germany (host of the 2006 World Cup) and South Africa (host of 2010 World Cup) will be analyzed. This paper critiques the contemporary literature on American exceptionalism. It examines the multiple religious, intellectual and racist traditions that have and continue to make up U.S. political culture. It demonstrates that the doctrine of American exceptionalism is full of contradictions and fallacies. Whereas some traditions supported democracy and equality, other cultural traditions operated to sustain and promote racial repression. Both in the past and today, U.S. political culture contains contradictory currents, one progressive and the other reactionary.

The Ethics Of Legislative Vote Trading, John Thrasher

It is argued in this article that legislative vote trading by representatives is both ethically permissible and may be ethically required in many cases. This conclusion is an implication of a thin, general account of representation that requires representatives to vote on the basis of the perceived preferences or interests of their constituents. These special duties arise from a thin account of representation and create a weak, defeasible duty for representatives to engage in what they believe will be beneficial vote trades. After establishing this claim, the article considers two objections to this duty. One is based on equating legislative …

This research project aims to determine if significant differences exist in the types of counterterrorism used by authoritarian and democratic governments. A case study of the counterterrorism methods used by the United States and Chinese governments shows that authoritarian governments' methods seem to be more extreme due to a greater influence over domestic media and public opinion, but similarities in the realm of human rights also exist that could suggest a more similar response between the two regime types.

Thus, understanding which frame best elicits a change in public opinion will provide agencies with a more effective model to change voters’ opinions.
A frame is the presentation of an idea or fact, meant to encourage a specific interpretation. In this study, the issue of foreign aid will be framed as stories and facts. Clinging To Their Guns: An Empirical Examination Of Self Versus Sociotropic Interest In Support For Gun Control Legislation, Kathleen Donovan

Previous research suggests that the debate on gun control legislation is heavily driven by gun ownership (e.g., Haider-Markel & Joslyn 2001; Wolpert & Gimpel 1998), a rare exception to the literature on self-interest and policy attitudes in general. However, gun owners are more likely to live in rural rather than urban areas, and simultaneously have less exposure to violent, gun-related crime. I argue that gun-owners tend to oppose gun control legislation because they live in a world in which guns are common but crime is rare. In contrast, many non-gun-owners live in cities, in which crime and gun-related crime is …

Locke and Rousseau both emphasize the importance of consent with respect to government and use state of nature arguments to determine what principles would constitute a just society, but each of them comes to a radically different conclusion as to what such a society would look like. Much of this difference is rooted in their differing conceptions of what the purpose of government (and political society generally) is. This paper analyzes the differences between their justifications of government and between the political societies in which those differences result.

Bolivia, Peru, and Mexico are three Latin American states with a vast number of similarities, including significant indigenous populations. However, despite the historical and cultural similarities of these states, Bolivia has sustainably more indigenous political representation in its government, compared to Peru and Mexico. Previous literature suggests that neoliberalism, civil society, and reserved seats/quotas are factors that can positively affect indigenous representation in politics. This comparative analysis tests these three contributory factors in an attempt to explain the political representation gaps between the three states. This study indicates that neoliberalism does positively increase indigenous political representation, but not in the …

As women are still underrepresented in legislative offices, it is important to examine the road it takes for them to get there. Many scholars have explored gender bias in the media when covering female candidates for elected office. Fowler and Lawless (2009) uncover bias in media coverage of candidates between 1990 and 1997 in Looking for Sex in All the Wrong Places: Press Coverage and the Electoral Fortunes of Gubernatorial Candidates. California, the eighth largest economy in the world, has nearly one million residents that lack daily access to clean drinking water, yet it recently became the first state in the US to declare water a human right through the passage of 2013 Assembly Bill 685. The majority of water quality violations take place in the rural San Joaquin Valley in unincorporated, low-income communities, which have difficulties accessing clean, drinking water due to issues including quality, affordability, and physical accessibility. This paper analyzes President Barack Obama’s rhetoric in three of his national eulogies in order to examine how Obama consoles the nation following various tragedies and how his strategies differ from past presidents. These three addresses include President Obama’s responses to the Sandy Hook Elementary School shooting, the Boston Marathon bombings, and the West, Texas, plant explosion. For this paper a rhetorical analysis of Obama’s addresses was performed using a form of genre criticism. The components of this genre criticism were drawn from Robert Dennis and Adrienne Dennis Kunkel’s (2004) framework concerning national eulogy rhetoric. The results of this analysis …

To increase the strength of U.S. cybersecurity and defend against future attacks, the government should devote more resources to providing cybersecurity tools and information to the public, promoting the implementation of secure forms of communication and purchasing, as well as researching and developing both offensive and defensive cyber tools.
