American Popular film on the War on Terror plays a powerful role establishing cultural and political discourses surrounding the War on Terror. Furthermore, the attempts of liberal films as a source of critique of American Hollywood conservative War on Terror films are insufficient. I argue that Third Cinema from the Middle East provides a necessary counter-discourse in providing platforms for alternative discussions regarding definitions of terrorism and the production of the Orientalist other.

Why do states engage in nuclear proliferation? Nuclear proliferation is a major security issue affecting the international arena. Existing studies debate both the strength and direction of determinants of nuclear proliferation and the effect of domestic and international circumstances on proliferation. A clear understanding of why states choose to pursue nuclear arms is critical to promoting and maintaining international security. By analyzing what factors may make a state less prone to proliferation, the international community may incentivize disarmament. Justice Samuel Alito is regarded by both his champions and his critics as the most consistently conservative member of the current Supreme Court. Both groups seem to agree that he has become the most important conservative voice on the Court. Chief Justice John Roberts has a Court to lead; Justice Antonin Scalia and his particular brand of originalism have passed on; Justice Clarence Thomas is a stricter originalist and so writes opinions that other Justices do not join; and Justice Anthony Kennedy can be ideologically unreliable. A defining feature of public sector employment is the regular change in elected leadership. Yet, we know little about how elections influence public sector careers. We describe how elections alter policy outputs and disrupt the influence of civil servants over agency decisions. These changes shape the career choices of employees motivated by policy, influence, and wages. Using new Office of Personnel Management data on the careers of millions of federal employees between 1988 and 2011, we evaluate how elections influence employee turnover decisions. We find that presidential elections increase departure rates of career senior employees, particularly in agencies with divergent …

There is a rich literature on the circumstances under which the United Nations Charter or specific Security Council resolutions authorize nations to use force abroad, and there is a rich literature on the circumstances under which the U.S. Constitution and statutory law allows the President to use force abroad. These are largely separate areas of scholarship, addressing what are generally perceived to be two distinct levels of legal doctrine. This Article, by contrast, considers these two levels of doctrine together as they relate to the United States. In doing so, it makes three main contributions. The ongoing European crisis has raised uncomfortable questions about the conditions under which treaty-based unions of nations like the EU or the EMU can legally expel a member—Greece being the most obvious candidate. The EU, for example, has rules governing the voluntary withdrawal of members, but says nothing about whether a member can be expelled. As a matter of international law, what does the silence mean? Put differently: What is the default rule regarding expulsions when a treaty says nothing about forced withdrawals? Is there an absolute bar on expulsion, as some have suggested? The British leave vote in the referendum on EU membership has important implications for how we think about law . The vote must be viewed as a manifestation of a globalized nationalism that we find in many EU member states and many other countries. As such, it is also a challenge of the idea of transnational law, forcefully introduced in Jessup’s book on Transnational law 60 years ago. According to well-known political science professors in Florida universities, the only constitutional mandate to which the Florida Legislature must adhere is to pass a balanced budget (MacManus, Jewett, Bonanza, & Dye, 2015, p. 184). The process begins with each of Florida’s state agencies crafting their individual budgets almost as soon as the new budget year takes effect (July 1). These budgets are submitted to the Governor’s office where they are reviewed by staff and then ultimately submitted to the legislature (p. 243). This study examines whether religious differences between states in a dyad may partly affect various types of militarized conflict. This paper undertakes a five-year review of the management of oil revenues in Ghana since the commencement of oil production in 2010. Using reports from the Petroleum Transparency and Accountability Index, official records from key state agencies, and interviews with core individuals within the petroleum sector, the paper assesses the quality of transparency and accountability in the management of Ghana’s oil revenue. Before leaving Afghanistan, Emal was kidnapped by Daesh, beaten, thrown into a pile of bodies, and left for dead. He woke up weeks later in hospital with adent in his skull, brain damage, and mental/emotional problems. When he was able, Emal fled with his wife and six kids, but they travelled with smugglers in separate cars and got separated. Iran police deported his wife and children back to Afghanistan. The smoldering wreckage of a commercial airliner in an Eastern Ukraine farm field signified so much more than just hundreds of innocent deaths; the downing was a bloody symbol of just how far Ukraine had fallen. Peace agreements between the rebels and government forged in Minsk in September 2014 and February 2015 failed to stamp out the persistent violence.
