Despite the conventional wisdom that U.S. social policies represent the emergence of a monolithic, racialized system of poverty governance that is purely punitive, there is increasing evidence that many states are repealing disciplinary social policy measures. In fact, several states are increasingly adopting enabling policies that are aimed at increasing public benefits to restore social equity among low-income families. These developments challenge current depictions of the landscape of the U.S. welfare state and they suggest that social and early childhood health policy choices may not simply emanate from a unified conservative social movement and racialized social structures. Latino Ideology, Congressional Polarization, And Racial Threat: An Analysis Of The Influence Of Latinos On Congressional Politics, Lisa Sanchez

This dissertation examines the relationship between changes in demographics and changes in congressional polarization. It comes out of two important trends in American politics in the last several decades: (1) Rising Latino Population and (2) Rise in Party polarization in Congress. Latinos are the primary source of immigration to the United States and high fertility rates among this population are contributing to a record number of Latinos becoming eligible to vote. According to Pew every 30 seconds, a Latino becomes eligible to vote totaling 66,000 every month. In terms of the polarization trend, Congressional polarization is at its highest point …

New Trade, New Politics: Intra-Industry Trade And Domestic Political Coalitions, Mary Anne Madeira

Publications and Research

Why are industries highly active in some battles over international trade policies, but in other instances, individual firms are highly active and industry groups are subdued? I argue that rising intra-industry trade in the postwar period has undermined traditional trade coalitions and created new opportunities for individual firms to become politically active. Drawing on new trade theories from economics, as well as work on firm heterogeneity and lobbying, I argue that industry associations become less active as intra-industry trade increases due to competing trade preferences among member firms. At the same time, individual firms become more politically active. My results …

Staten Island grew rapidly after the Verrazano Narrows Bridge opened in 1964. Mayor John Lindsay introduced a plan to control and guide development there, and encouraged planned unit development. The Rouse Company, then building Columbia, Maryland, was contracted to plan new communities for the southern third of Staten Island to more than double the borough’s population. State Senator John Marchi introduced legislation for the South Richmond Development Corporation in 1971. The plan called for the city to use eminent domain to buy property and transfer it to the Rouse Company, which would also construct residential towers on landfill in Raritan …

Due to a recent upswing of college protests, and generational theory authors positioning Millennials as powerful players in building a new left to shift American politics, this research seeks to understand how different generations of organizers for social change approach their work. Emerging literature on social movements, political efficacy, and generational frameworks, combined with an analysis of the current political climate, illustrate the strong possibility of this new left being built.

What influences one state to intervene in another’s intrastate armed conflict? In answering this question, existing scholarship has tended to emphasise the position of the intervening state in the international system; suggesting that, that is the main determinant factor of a state’s external intervention behaviour. As a result, existing research on intervention in foreign intrastate armed conflicts is dominated by a focus on great powers and their intervention methods. Although most authoritarian regimes nowadays hold competitive elections, the actual level of competitiveness of these elections varies greatly: while some autocrats win (or cheat) by comfortable margins, others must work hard in order to win, and a few step down following an electoral defeat. The three papers that compose this dissertation investigate how economic conditions, subnational elections, player's expectations about the future and their capacity to formulate credible commitments affect the competitiveness of authoritarian elections.The first paper of the dissertation examines the origins of ruling party defections and opposition coalitions in authoritarian elections. This dissertation examines the effect of partisan politics on corporate tax policy in the developed world. In particular, I examine why and how left-wing governments give firms an effective tax rate that is lower than the national tax rate. My central argument is that left-wing governments keep corporate taxes high in order to please their voters and avoid high constituency costs, but compensate firms by providing non-transparent policy instruments such as tax incentives or lax regulation having low constituency costs to promote economic growth. Modern liberal democracies typically depend on courts with the power of constitutional review to ensure that elected officials do not breach their constitutional obligations. With neither the power of the purse nor the sword, the potency of this review is not guaranteed. Courts must rely on government officials for the implementation of judicial rulings. The ability of a court to ensure that elected officials faithfully implement decisions can depend critically on the public's ability to observe elected officials' responses to judicial decisions. THE RECENT MORATORIUM ON EARMARKS HAS GIVEN RISE TO A NEW AND LARGELY HIDDEN PRACTICE FOR SECURING DISTRIBUTIVE BENEFITS: LETTER-MARKING. LETTER-MARKING OCCURS WHEN MEMBERS OF CONGRESS ASK (IN WRITING) THE HEAD OF AN AGENCY TO RETAIN OR ALLOCATE DISTRIBUTIVE BENEFITS IN THEIR DISTRICTS. WHILE LETTER-MARKING IS COMMON IN WASHINGTON, THE SCHOLARLY LITERATURE HAS IGNORED THIS PRACTICE. WE USE A UNIQUE DATASET OF 101 CONGRESSIONAL LETTERS RELATING TO FAA FUNDING AND EMPIRICALLY ASSESS THE DEGREE TO WHICH THE LETTER-WRITER’S CHARACTERISTICS AND THE LETTER’S CONTENT IMPACT THE LIKELIHOOD OF ACHIEVING THE OBJECTIVES. QUESTIONS ABOUT THE EFFECT OF IDENTITY ON POLITICAL ATTITUDES AND BEHAVIOR IN THE UNITED STATES ARE INCREASINGLY IMPORTANT AS ITS POPULATION BECOMES MORE DIVERSE. THE PRIMARY DRIVER OF THAT INCREASED DIVERSITY IS THE EXPANSION OF THE LATINO POPULATION. MOST RESEARCH FOCUSES ON DIFFERENCES BETWEEN VARIOUS ETHNIC GROUPS. THIS RESEARCH PROJECT SEEKS TO UNDERSTAND THE EFFECT OF IDENTITY STRENGTH WITHIN THE LATINO POPULATION ON ATTITUDES ABOUT GOVERNMENT. USING THE 2006 LATINO NATIONAL SURVEY, THE ROLE OF IDENTITY ON EFFICACY IS EXPLORED. THE RESULTS INDICATE THAT EFFICACY AMONG LATINOS IS RELATED TO IDENTITY.
