Distinguishing A Minimalist Role For Grand Theorizing, Stephen G. Brooks

A major theoretical shortcoming in international relations (IR) is the lack of any semblance of a common understanding regarding the role of grand theory. This article argues that explicit theoretical work of this sort is useful, but that a search for a single overarching grand theory to guide inquiry is misguided and that the primary business of IR is to form and evaluate middle-range theories.

Considering the powerful push factors that have compelled Chaldean Refugees in the Detroit area to leave Iraq, the idea of returning to the homeland would seem like a remote possibility, however, these Chaldeans present an intriguing case, due to the fact that they are among the indigenous people in Iraq. How governments and the electorate choose to structure judicial institutions has implications for the rule of law. In the state context, for example, judicial elections were instituted precisely because reformers expected elected judges to counter legislative action more vigorously through the power of judicial review. But when judges invalidate statutes more frequently, they reduce law’s predictability and stability. The same can be said for decisions overruling precedent: frequent overrulings undermine the norm of stare decisis and destabilize the legal status quo. How do we understand the evolution of central-local relations in China during the reform period? This book addresses this question by focusing on eight separate issues in which the central-local relationship has been especially salient – government finance, investment control, regional development, administrative zoning, implementation, culture, social welfare and international relations. Each chapter introduces a sector and the way the center and various local governments have shared or divided power over the different periods of China’s reform era. The China that Chairman Mao Zedong ruled was primarily agrarian. Mao’s party, consistent with the ideas of Lenin on which it was partially based, pursued planned industrialization by promoting state-owned manufacturing. This endeavor involved all sectors of society in the push to catch up with the West – even to the point of imploring rural residents to smelt steel in backyard furnaces. These efforts showed some success – by 1978 manufacturing’s share of GDP had risen from the 28 percent it held in 1949. Yet even after three decades, manufacturing still represented less than half of GDP, while the country’s …

On 10 October 2016, the two major-party candidates for U.S. Representative of Utah's 4th Congressional district held a publicly televised debate. Incumbent Mia Love represented the Republican Party, and challenger Doug Owens was the Democratic nominee. During that debate, Representative Love made seven references to legislation she had supported during her last term. When asked what she would do to make higher education affordable, for example, her response focused on her legislative accomplishments, repeating twice that "I have introduced three bills to do that" (C-SPAN 2016). Voter turnout in the U.S. has lagged behind other developed democracies for decades. Exactly what causes this discrepancy has been an issue of debate. Ironically, "voters [in the United States] are more politically aware and involved than citizens in any other democracy, yet the levels of voter turnout are consistently far below the democratic average" (Powell 1986, 17).

The U.S. has been battling ISIS and its forerunners for over two decades; however, ISIS continues to endure and expand. While described as a death cult by some political leaders and other key stakeholders, this assertion received little consideration in the scholarly literature. The purpose of this study was to ascertain whether ISIS satisfied the criteria of an apocalyptic Islamic cult through the application of a historical qualitative research design and meta-analysis. The Tea Party movement’s effect on local and regional planning in Virginia has received little study. This work identifies how conservative political activism has impacted planning in the Commonwealth and how planners have responded. The study relies on a qualitative approach involving 22 semi-structured interviews with activists, planners, and citizens, as well as textual analyses of planning documents, local and regional news reports, and Tea Party social media. The resultant findings show that Tea Party activism is rooted in deep seated ideals about private property rights and individualism. While the health sector has attracted significant foreign aid, evidence on the effectiveness of this support is mixed. This dissertation examines the allocation of health aid within the context of placement, service utilization, and benefit. The first paper examined the sub-national allocation of Chinese development aid projects across Africa. I determined how political preferencing of Chinese aid specifically, allocating aid to the birth region of the current political leader differs across sectors such as health, education, and transportation. I find some evidence that aid, more broadly defined, is subject to political preferencing in recipient countries, which could potentially limit its …

Recent political rhetoric surrounding immigration has been negative and associated with danger and terrorism. Religious leaders along with their congregations have a history of advocating on behalf of the marginalized as well as combating against a broken immigration system that leaves eleven million people undocumented. This research paper uses a case study to explore the Sanctuary movement, a religious and political campaign that provided shelter for thousands of Central American refugees fleeing war. This project interrogates how economic self interest motivated periphery states such as Ghana to use foreign policy as a vehicle to attract improved development assistance from superpowers, in this case the United States. While the United States viewed its aid program in Ghana in stringently Cold War terms, Kwame Nkrumah and his advisors were less inclined to get deeply concerned about Cold War ideology. This project shows that Ghanaian agency was manifested in the Cold War through the new state's construction of a foreign policy image that made it a prominent African voice globally. This dissertation is a study of Dorothy Day’s political ideas, her creation of the Catholic Worker movement, and her relationship with Distributism, the official socio-economic teaching of the Catholic Church. In order to fully understand Day’s views, it is necessary to review her intellectual development, and the foundational ideas and documents of Distributism. As is noted in the introduction, precious little scholarship has been done on Distributism, and few outside of Catholic academic circles are even aware of its existence. This is a study of the voting patterns of millennial voters (predominately students at the University of Mississippi) and traditional Deep South voters, which for the purpose of this study is men and women above the age of 35. The paper seeks to answer the question: Are millennials ideologically different than their older counterparts in the state of Mississippi? I surveyed a sample of 4,000 students at the University of Mississippi (with approximately 500 responses) and a sample of traditional voters gathered from social media and employees at the University of South Alabama. Personal ambition and the distribution of economic goods often determine the character of politics. This dynamic plays out dramatically in authoritarian states where there are few independent arbiters outside of political violence. All dictatorships face two paramount problems in maintaining their tenure. First, to maintain power and distribute goods dictators must devise ways in which to manage a ruling coalition in the absence of explicit power-sharing institutions. Second, authoritarian regimes must devise ways to manage the desires of a population ruled with only implicit consent. Although the elections were suppressed during the Estado Novo, some politicians gained valuable experience with techniques that would later be called populism. This article describes the creation of this style by Mayor Pedro Ernesto and the careers of six other leaders called populists. We conclude that the Vargas regime really helped the rise of populism.

Can these ideals, though, be approximated in the current era of partisan polarization? If so, what factors contribute to high quality, productive discourse?

These are the questions this project addresses, assessing how partisanship and polarization impact the public’s propensity to adopt the key deliberative attitude of reciprocity (or mutual respect) towards political argumentation. Research on the distribution of federal expenditures has provided mixed evidence showing that states with more legislators who belong to the president’s party and states with more legislators in the chamber majority tend to receive a larger allocation of federal funds. We add to this research by considering how political polarization and political alignment impact these presidential and congressional determinants of how the domestic US budget is distributed to the states. Our results show that states with a larger percentage of senators in the majority can secure a larger share of federal grant expenditures per capita when political polarization is …
