Genocide Studies and Prevention: An International Journal

This article critically reviews the use of ICTs for human rights crisis research. While focusing on two specific technologies—satellite imagery and mobile phone technology—it proposes a general framework for analyzing the added value of ICTs. The author suggests that their added value in mass atrocities research arises from their ability to reduce information uncertainty, a challenge that is exacerbated in the digital age. This is different from delivering “truth”, an inaccurate description that only leads to unfulfilled expectations and hopes. The article is written from a practitioner’s perspective, drawing from the work of a global human rights watchdog, thus avoiding …

This is review of Kurt Mills' most recent book, International Responses to Mass Atrocities in Africa: Responsibility to Protect, Prosecute, and Palliate. In this book Mills looks at international responses to instances of mass atrocities in Africa. Mills utilizes a three part framework encompassing protection, prosecution and palliation to provide holistic account of international responses. By detailing the different types of responses side by side in four case studies Mills is able to show how each type of response both helps and hinders the effectiveness of other responses.

During the 2016 election, Breitbart News became a key conservative source in reporting on the candidates and social issues. Drawing on scholars who have studied news media and politics, this paper uses content analysis to dissect what specific frames appear in Breitbart's coverage. The study finds that Breitbart departs from typical journalistic standards, reinforces problematic gender and racial stereotypes, and utilizes propaganda tactics to spread conservative ideologies. Though it was once considered a fringe source, Breitbart's growing and highly engaged audience demonstrates the platform's potential to shape political discourse and even influence election outcomes.

Louisiana, Washington, and California have changed their primary election system to top-two primary systems. In this system, candidates are no longer nominated by voters in their own party. Instead, the two candidates receiving the most votes proceed to the general election, regardless of party affiliation. Proponents of the reform argue that it will moderate their state legislatures, helping to reduce gridlock and polarization. The parties and politicians argue that it will not change anything, but rather harm those in office and those who are running for office. This thesis compares two contending political science theories about why presidents use their unilateral authority as I investigate whether President Obama acted as an entrepreneurial president or a particularistic president when awarding grants to states through the Race to the Top competition. To do so, I evaluate the 12 winning states in two areas. First, I analyze how each of the states ranked nationally in the Editorial Projects in Education Quality Counts Report 2009 and then determine whether each of the winning states needed education reform policies. While plenty of evidence suggests prospective and retrospective sociotropic economic voting happens in the electorate, it is hard to find evidence that supports prospective economic voting based on personal economic forecasts. Furthermore, it has been argued that the Republican Party is able to attract poor and working class individuals because of their conservative position on social issues. This research looks at the relationship between pocketbook prospective economic beliefs and ideological sentiments. I find that individuals who are optimistic about their personal economic future are more likely to be conservative, and that this personal optimism has a greater impact on ideology …

In this paper I present original data collected for over three dozen factors capturing constitutional provisions for judicial independence for all 50 US states, from statehood to 2015. Drawing on insights from research on comparative courts, this data set goes far beyond simple appointment procedures, and includes tenure, rule-making ability, removal procedures, and other factors affecting the relationship between the judiciary and political branches. The purpose of this research is to explore the connection between the lack of security and increase of gender based violence in refugee camps. There are several factors that contribute to insecurity in refugee camps including but not limited to overcrowding, inadequate supplies of food and fuel sources, inadequate, ineffective, and under staffing and the physical layouts of camps. This essay examines three cases of otherness: the Italian other in the 1920s, the Communist other during the Red Scare of the 1950s, and the Muslim other in post-2001. The similarities and differences of these cases will be analyzed through Richard Hofstadter’s analysis of the production of otherness for what he calls the paranoid style, Foucault’s analysis of power relations, and James Scott’s analysis of power relations and language. In 2011 South Africa led the UN Human Rights Council to adopt the first-ever UN resolution on sexual orientation. In 2014, South Africa was the only African state to support the follow-up to the 2011 resolution. These actions create the impression that South Africa is strongly committed to the international advancement of sexual orientation rights. Why does a state build institutional capacity in certain sectors rather than others? Despite having gained leverage explaining the emergence of institutions in the developmental states of East Asia, we have comparatively weak accounts for sub‐national variation in institutional strength, a much more common phenomenon. Investigating the surprising achievements of the Philippines’ National Irrigation Administration, this article advances a theory of sectoral success in the face of a generally poor developmental record. The author demonstrates that executives will only construct institutional capacity when facing strong political pressure combined with resource scarcity. This paper looks at the structure of discrimination and marginalization of refugees and asylum-seekers. The paper investigates a new form of housing –– floatels –– which was seen in Sweden in 2016. This paper explores the relevant literature on identity, biopower, and spatial segregation, to make the case that floatels are contemporary forms of encampment. Floatels are clear examples of the State’s use of biopower to spatially segregate certain undesirable populations. Eurosceptic political parties are predicted to over perform in second-order elections such as the European Parliamentary (EP) elections. Yet, not all eurosceptic parties have been successful in taking electoral advantage of their second-order electoral benefits. I argue that EP voters respond to EP legislative behavior and reward eurosceptic parties that actively oppose the EU by posing questions and attending plenary sessions, while EP voters punish eurosceptic parties that do not actively participate in the EP. The so called ‘Islamic State,’ an Islamic extremist organization which currently controls large swaths of territory in the Middle East, has attracted foreign fighters to its insurgency in tens of thousands. Until just recently, foreign fighters were not well researched or understood separately from local fighters. David Malet (2013) argues that insurgencies recruit foreign fighters by persuading them to defend a ‘common group’ against a threatening enemy. This ‘defensive mobilization,’ he believed, was critical to recruiting foreign fighters throughout history.
