“Climate Refugee” describes a person who is forced to leave their home or community due to changes to the local environment, such as rising sea level, drought, famine, or other side effects of climate change. A study from the United Nations High Commission for Refugees estimates that with the current rate of climate change, 250 million people will become climate refugees by 2050. Under the current global institutions, climate refugees are not granted legal refugee rights and there are no specific legal frameworks protecting them at the international or national levels. This comparative case study examines which factors lead the United States to reexamine its policies toward countries with which it has severed diplomatic ties. I theorize that two particular factors are instrumental in foreign policy decision-making when it comes to reversing US foreign policy to improve bilateral relations: perception of economic benefit for the US and perception of international pressure on the US to change its policy. I evaluate the presence and importance of these factors in the cases of US rapprochement with Iran, Libya, Vietnam, and Cuba, as they represent recent, major changes in the course of US foreign …

This paper’s purpose was to look at why the Democratic Republic of the Congo faces consistent economic and political instability despite having an abundance of natural resources. The goal was to connect the economic instability and overall downfall of the Congolese government with the notion of the resource curse which focuses on the concept that countries who have an abundance of natural resources tend to have less economic growth and experience more conflict. Western Europe and the United States have both seen an increase in the number of elected officials who represent the far-right ideologically. In this paper, I investigate the reasons behind the rise of far-right nationalist parties, as well as the impacts it has on policy and implications for international relations. To do this, I compared recent election results from Western Europe and the US, the populist rhetoric used by these parties and their candidates, and the subsequent changes in immigration and trade policy due to far-right politicians enacting their agenda. European defense integration is encumbered by historic disagreement over two questions--what integration model should be used to develop a common defense and who should be included? The outcome the European Union’s earliest and foremost influential security arrangements of the 1940s and 1950s instigated a complex legacy of fault lines and friction. This paper looks at the history of the 1947 Dunkirk Treaty, the 1948 Brussels Treaty, and the failed 1954 European Defense Community to illustrate the emergence of two sets of tensions, Atlanticism versus Europeanism and Supranationalism versus Intergovernmentalism. A National Pragmatic Safety Limit For Nuclear Weapon Quantities, Joshua M. Pearce, David C. Denkenberger

Civil and Architectural Engineering Faculty Research

This study determines the nuclear pragmatic limit where the direct physical negative consequences of nuclear weapons use are counter to national interests, by assuming all unknowns are conservatively optimistic. The only effect considered is nuclear winter (“nuclear autumn” in the low weapons limits) and the resultant effects on the aggressor nation. First, the ability of low nuclear weapon limits is probed for maintaining deterrence in the worst-case scenario of attacking the most-populous nation. Second, the ability of aggressor nations to feed themselves is assessed without trade and industry resultant from a nuclear attack causing “nuclear autumn” (10% global agricultural shortfall). …

While public and scholarly concern about ideological decision making in Supreme Court cases has traditionally focused on abortion rights and other constitutional issues, the Gorsuch nomination brought forth some concern that ideology might influence statutory construction as well. This paper offers a case study in the evolution of statutory interpretation over time in the Supreme Court by examining the Court’s Clean Air Act jurisprudence, which now reaches back almost half a century. It examines the influence of both politics and evolving norms of statutory interpretation on the Supreme Court’s Clean Air Act case law.

Why has cybered conflict disrupted the security of the most developed nations? A foreign adversary contemplating an attack on a developed nation's heartland certainly faces multiple state-run military-grade lines of defense on land, sea and air. A foreign adversary launching a direct cyber-attack on a non-military homeland target will meet none. Armed forces do not shield a society from cyber-attacks originated by foreign adversaries, no longer provide a buffer between the enemy and homeland, nor can they identify the attacker after an attack occurred.

Evaluating, and choosing between, possible cyber futures requires making collective decisions about values. Tradeoffs exist in the design of any governance arrangement for information and communications technologies (ICTs). At minimum, policymakers will be required to choose between governance arrangements that optimize for speed and scale on the one hand, and those that optimize for diversity and decentralization on the other. As in any other political domain, every eventual outcome will create winners and losers, at least in relative terms. Actors dissatisfied with outcomes may perceive a discrepancy between entitlements and benefits. In some such cases, they will act on this …

Are Federal Pacs Obsolete?, Anne E. Baker

In the wake of Citizens United, political action committees (PACs) face new sources of competition from super PACs and 501(c)4 social welfare organizations and 501(c)6 professional associations for both donor contributions and electoral influence. Using itemized and summary committee files from the U.S. Federal Election Commission, I investigate factors that predict PACs’ fundraising success between 2008 and 2014 and I examine the impact of PAC contributions on House candidates’ vote margins since 1992. While I uncover evidence of PAC fundraising challenges that may relate to growing competition from other groups, I also find PAC contributions to House candidates have increased …
