With Christine Elliot and Linda Brent, we have two types of the supposed ungendering of women: in Christine, public lecturing and the self-propulsion of one young woman into the public, male sphere, and the ungendering through objectification and dehumanization of Linda Brent in Incidents in the Life of a Slave Girl, published in 1861. Young people involvement in the political system has long been viewed through the negative lens of claims that the younger generation is not participating enough. Political scientists, strategists, and older citizens assert that the youth is uninvolved and uninterested. In this thesis, I sought to examine how, in 2019, young people are viewing their involvement within the political system. This was done in an effort to claim that young people are participating, but not through the traditional processes. The period of 1936-1964 in the Democratic Party was one of intense factional conflict between the rising Northern liberals, buoyed by FDR’s presidency, and the Southern conservatives who had dominated the party for a half-century. Intertwined prominently with the struggle for civil rights, this period illustrates the complex battles that held the fate of other issues such as labor, foreign policy, and economic ideology in the balance. The debate between advocates color blind and race conscious policies has been perennial in the United States since Reconstruction and has recently been resuscitated in the popular press with the publication of Michelle Alexander’s The New Jim Crow: Mass Incarceration in the Age of Color Blindness (2010). Alexander’s book provided support for the race conscious side and students read Nathan Glazer’s Affirmative Discrimination: Ethnic Inequality and Public Policy (1975) for a defense of the color blind side. The majority of the American electorate is uninformed with regards to politics, and to compensate for their lack of knowledge, they take political cues from perceived experts. This study examines the impact of political cues from various sources, and considers how individuals analyze source credibility and framing. The study was conducted on Illinois Wesleyan University’s campus, via survey collection. Post data analysis, the surveys proved cues given by perceived experts were more compelling than non-perceived experts, and emotional cues were more compelling than rational cues. Social media’s role in American politics has exploded in importance over the past decade. The 2018 primary season saw a massive rise in the amount of progressive, female, and younger candidates across the United States, particularly within the Democratic Party. This paper examines the role of social media outreach within the context of three case studies, all of which featured an insurgent, female, progressive candidate defeating their older, establishment, male opponents within their respective Democratic primaries. This paper discusses the way in which U.S. citizenship status and legal permanent resident status impacts the likelihood of involvement in civic engagement activities among Latinos in the United States. Past research has looked into various variables such as group consciousness, Spanish-media language, and importance of issues; however, specific research on citizenship status is limited. This paper analyzes data from the Pew Research Center and data obtained from individual interviews in the Midwest. The results show that citizens are more likely than residents to be involved in the community and politics. These findings have important implications in how policies are …

Ideological polarization is not a unique product of western politics. A national survey (2007-2014)6 revealed that the overarching division in Chinese society is split between nationalism and cultural liberalism. Why does polarization happen in society where state ideology dominates the political apparatuses? This paper approaches this puzzle by examining the relationship between individuals’ media diet facilitated by media censorship policies and their ideology in China. The findings suggest that polarization as an outcome is caused by nationalists adhering to heavily state-controlled media, while liberals seek less censored resources. This thesis discusses the relationship between space (physical and figurative) and sovereign power, with respect to the history of the United States' immigration and boundary policy. It examines spatial organization as a social product, and simultaneously a producer of mainstream associations of illegal activity at the border with Mexico. It begins with a brief introduction to a spatially informed analytical framework, a history of relevant United States' immigration policy. Political scientists have long known that political involvement exacts costs but they have typically defined these costs in relatively narrow, largely economic terms. Though anecdotal evidence suggests that the costs of politics may in fact extend beyond economics to frayed personal relationships, compromised emotional stability, and even physical problems, no systematic evidence on these broader costs exists. We construct and validate batteries of survey items that delineate the physical, social, and emotional costs of political engagement and administer these items to a demographically representative sample of U.S. adults. Folk wisdom has long held that people become more politically conservative as they grow older, although several empirical studies suggest political attitudes are stable across time. Using data from the Michigan Youth-Parent So- cialization Panel Study, we analyze attitudinal change over a major portion of the adult life span. We document changes in party identification, self-reported ideology, and selected issue positions over this time period and place these changes in context by comparing them with contemporaneous national averages. Consistent with previous research but con- trary to folk wisdom, our results indicate that political attitudes are remarkably stable over the long …

Deliberation's Demise: The Rise Of One-Party Rule In The Senate, Charles Tiefer, Kathleen Clark

Much of the recent legal scholarship on the Senate expresses concern about gridlock, which was caused in part by the Senate’s supermajority requirement to pass legislation and confirm presidential nominees. This scholarship exalted the value of procedural changes permitting the majority party to push through legislation and confirmations, and failed to appreciate salutary aspects of the supermajority requirement: that it provided a key structural support for stability and balance in governance. The Senate changed its rules in order to address the problem of partisan gridlock, and now a party with a bare majority is able to force through much of …

แผนยุทธศาสตร์ความมั่นคงของญี่ปุ่น ต่อ อาเซียน สมัยรัฐบาลอาเบะ, นนทิวรรธน์ สามัญบุตร

สารนิพนธ์ฉบับนี้มีวัตถุประสงค์เพื่อ เพื่อจะตอบคำถามว่า ความเปลี่ยนแปลงในนโยบายญี่ปุ่นต่ออาเซียน ในสมัย นายกฯ ชินโซ อาเบะ ตอบสนองยุทธศาสตร์ความมั่นคงของญี่ปุ่น อย่างไร? จากการศึกษาพบว่า นับตั้งแต่ สมัยรัฐบาลฟูกูดะ ในช่วงสงครามเย็น ญี่ปุ่นกลับเข้ามามีบทบาทในเอเชียตะวันออกเฉียงใต้ โดยมีจุดเด่นคือ การแสดงออกชัดเจนว่า จะไม่แสดงบทบาทด้านการทหารอีก แต่นโยบายญี่ปุ่นต่ออาเซียนในยุครัฐบาลอาเบะ กลับเปลี่ยนแปลงมาให้ความสำคัญกับอาเซียนด้านความมั่นคงกว่าเดิม ในกรอบ อินโด-แปซิฟิก (Indo Pacific) และวิสัยทัศน์เวียงจันทน์(Vientiane Vision) ผ่านการให้ความช่วยเหลือ และ มีบทบาทด้านการทหารมากขึ้น เช่น มีการแลกเปลี่ยนทางวิชาการ และ บุคลากรด้านความมั่นคง โดยเฉพาะใน ประเด็นเรื่อง เสรีภาพด้านการเดินเรือ และ กฎหมายทะเลระหว่างประเทศ (UNCLOS1982) ซึ่งการปรับบทบาทของญี่ปุ่นต่ออาเซียนนี้ จัดว่าเป็น การถ่วงดุลแบบละมุนละม่อม (Soft Balancing) โดยมีปัจจัยการผงาดของจีน เป็นตัวเร่งให้ญี่ปุ่นจำเป็นต้องมีการแสวงหา หุ้นส่วนทางยุทธศาสตร์ความมั่นคง(Security Strategic Partnership) ในภูมิภาคเอเชียตะวันออกเฉียงใต้ ที่เห็นความจำเป็นในการถ่วงดุลกับ จีน

สารนิพนธ์ฉบับนี้มุ่งศึกษาการปรับเปลี่ยนมุมมองของอินเดียต่อโครงการขุดคลองไทย โดยวิเคราะห์การปรับเปลี่ยนมุมมองของอินเดีย ประวัติความขัดแย้งระหว่างจีนกับอินเดียที่กระทบต่อความมั่นคง รวมไปถึงเรื่องผลประโยชน์แห่งชาติของอินเดียผ่านมิติโครงการขุดคลองไทย โดยมีปัจจัยหลัก กล่าวคือบริบทใหม่ที่จีนเข้ามามีอิทธิพลในประเทศเพื่อนบ้านของอินเดีย ซึ่งเป็นพื้นที่ยุทธศาสตร์ที่สำคัญของอินเดีย คือ บริเวณมหาสมุทรอินเดีย ผ่านยุทธศาสตร์เส้นทางสายไหมแห่งศตวรรษที่ 21 โดยโครงการขุดคลองไทยเป็นหนึ่งในความคาดหวังของจีนที่พยายามผลักดันให้เป็นระเบียงเศรษฐกิจภาคพื้นทะเล การดำเนินการเชิงรุกของจีน รวมถึงท่าทีที่คลุมเครือของไทยและจีนในการดำเนินการโครงการนี้ การปล่อยกู้ การสนับสนุนเงินในการสร้างโครงสร้างพื้นฐานต่าง ๆ ที่มีข้อผูกมัดหากไม่เป็นไปตามข้อตกลง จีนจะดำเนินการเจรจาและควบคุมดูแลโครงการนั้นเอง ด้วยเหตุนี้จึงทำให้อินเดียกังวลและปรับเปลี่ยนมุมมองต่อโครงการขุดคลองไทย ที่อาจจะส่งผลต่อความเสถียรภาพในภูมิภาค ความมั่นคงและผลประโยชน์แห่งชาติของอินเดีย

การอนุมัติ "หลักสามประการว่าด้วยการถ่ายโอนยุทโธปกรณ์และเทคโนโลยีป้องกันประเทศ" ค.ศ. 2014 เกิดขึ้นสืบเนื่องจากการประกาศแผนยุทธศาสตร์ความมั่นคงแห่งชาติโดยรัฐบาลอาเบะ เพื่อผ่อนปรนข้อจำกัดและขยายขอบเขตการส่งออกถ่ายโอนยุทโธปกรณ์ให้สอดรับกับนโยบายสันติภาพเชิงรุก และตอบสนองต่อสภาวการณ์ความมั่นคงปัจจุบัน สารนิพนธ์ฉบับนี้จึงมุ่งศึกษาเพื่อตอบคำถามว่า การปรับนโยบายการส่งออกยุทโธปกรณ์และเทคโนโลยีป้องกันประเทศของญี่ปุ่นไปยังภูมิภาคเอเชียตะวันออกเฉียงใต้ด้วยการอนุมัติหลักสามประการฯ ค.ศ. 2014 นั้นตอบสนองต่อเป้าหมายยุทธศาสตร์ความมั่นคงของญี่ปุ่นอย่างไร ผลการศึกษาพบว่า การส่งออกยุทโธปกรณ์ของญี่ปุ่นไปยังประเทศในเอเชียตะวันออกเฉียงใต้เป็นการผสมผสานทั้งการถ่ายโอนแบบให้เปล่าและการเสนอขายตามปกติ ควบคู่ไปกับการกระชับความสัมพันธ์ผ่านโครงการเสริมสร้างศักยภาพ และการแลกเปลี่ยนทางการทหารที่เกี่ยวเนื่องกับยุทโธปกรณ์ ซึ่งสะท้อนให้เห็นนัยยะในการเสริมสร้างความมั่นคงของญี่ปุ่นด้วยการดำเนินนโยบาย "การประกันความเสี่ยง" หรือ Hedging โดยใช้การส่งออกยุทโธปกรณ์เป็นช่องทางหนึ่งในการขยายบทบาททางทหาร และสร้างเครือข่ายหุ้นส่วนทางยุทธศาสตร์ระหว่างประเทศที่มีแนวคิดทางความมั่นคงร่วมกัน เพื่อเป้าหมายในการถ่วงดุลอิทธิพลจีนไม่ให้สั่นคลอนสภาวะที่เป็นอยู่ในภูมิภาค และเป็นการเพิ่มทางเลือกในการรับมือกับความไม่แน่นอนของพันธมิตรสหรัฐฯ-ญี่ปุ่น

ขบวนการร่ม (Umbrella Movement) หรือการชุมนุมประท้วงในฮ่องกงในปี ค.ศ. 2014 เพื่อเรียกร้องให้ชาวฮ่องกงมีส่วนร่วมในกระบวนการเลือกตั้งผู้บริหารสูงสุด กลายมาเป็นขบวนการเคลื่อนไหวทางสังคมซึ่งมีการเข้ายึดพื้นที่ในจุดที่สำคัญต่าง ๆ เพื่อกดดันรัฐบาลฮ่องกงรวมถึงรัฐบาลปักกิ่ง และในขณะเดียวกัน ได้มีการใช้พื้นที่บนสื่อสังคมออนไลน์ในการสร้างพื้นที่สาธารณะแบบเสมือนจริงเพื่อส่งเสริมขบวนการเคลื่อนไหว บทความวิชาการนี้ต้องการที่จะศึกษาลักษณะหรือรูปแบบการเคลื่อนไหวออนไลน์ของขบวนการร่มที่สอดคล้องกับขบวนการเคลื่อนไหวที่สำคัญในประเทศต่าง ๆ ทั่วโลกในห้วงเวลาเดียวกัน (ปี ค.ศ. 2011 - 2014) โดยเฉพาะการใช้แฮชแท็กผ่านสื่อสังคมออนไลน์ของขบวนการร่มในการเชื่อมโยงผู้คนระหว่างกันจนกลายเป็น Hashtag activism ที่มีประสิทธิภาพในการผลักดันเสียงของประชาชนให้เป็นที่ถกเถียงบนพื้นที่สาธารณะ รวมถึงศึกษาการใช้มีมในขบวนการร่มซึ่งสะท้อนความคิดทางวัฒนธรรม สัญลักษณ์ หรือการปฏิบัติ ที่สามารถส่งความรู้สึกต่างๆ จากบุคคลหนึ่งไปสู่อีกคนหนึ่งได้ ผ่านการเขียน พูด ท่าทาง ภาพล้อเลียน เป็นต้น สุดท้ายบทความชิ้นนี้ยังวิเคราะห์ข้อจำกัดในการเคลื่อนไหวของขบวนการร่มบนสื่อออนไลน์

สารนิพนธ์ศึกษาบทบาทและข้อจำกัดของทบวงการพลังงานปรมาณูระหว่างประเทศ (International Atomic Energy Agency: IAEA) ในด้านการกำกับดูแลและพิทักษ์การปฏิบัติตามสนธิสัญญาไม่แพร่ขยายอาวุธนิวเคลียร์ (Treaty on the Non-Proliferation of Nuclear Weapons: NPT) สารนิพนธ์ใช้กรอบวิเคราะห์ปัญหาความร่วมมือระหว่างประเทศในการปฏิบัติตามข้อตกลงตามแนวคิดทฤษฎี Neoliberal Institutionalism และการศึกษาเปรียบเทียบบทบาทการตรวจสอบของ IAEA ในเกาหลีใต้ อิรัก และอิหร่าน ผลการศึกษายืนยันสมมุติฐานจากทฤษฎี Neoliberal Institutionalism ที่เสนอว่าสถาบันระหว่างประเทศมีบทบาทหน้าที่ที่ขาดไม่ได้ในความร่วมมือระหว่างประเทศ ในกรณี IAEA คือ การช่วยสนับสนุนข้อมูลที่จำเป็นต่อการรักษาความร่วมมือด้านการไม่แพร่ขยายอาวุธนิวเคลียร์ระหว่างประเทศผ่านหลักการ กฎเกณฑ์ กระบวนการ และมาตรการเกี่ยวกับการพิทักษ์ของระบอบ NPT การยอมรับอำนาจหน้าที่ในการทํางานของ IAEA ข้างต้นขึ้นอยู่กับความชำนาญและองค์ความรู้ของ IAEA และความร่วมมือจากประเทศสมาชิกที่ IAEA เข้าไปตรวจสอบช่วยเพิ่มประสิทธิภาพและความน่าเชื่อถือในการทำงานของ IAEA อย่างไรก็ดีสารนิพนธ์พบว่าปัจจัยทั้ง 2 นั้นยังขึ้นอยู่กับสภาวะความสัมพันธ์ระหว่างประเทศมหาอำนาจกับประเทศที่ถูก IAEA ตรวจสอบ ความขัดแย้งอย่างเป็นปฏิปักษ์ต่อกันระหว่างมหาอำนาจกับประเทศที่ถูกตรวจสอบมีแนวโน้มจะสร้างความยุ่งยากให้แก่กระบวนการตรวจสอบและการยอมรับและรับรองรายงานผลการตรวจสอบของ IAEA เพราะแม้ IAEA จะได้รับการจัดตั้งขึ้นตามบทกฎหมายของ IAEA เองอย่างเป็นอิสระจากสหประชาชาติ แต่ IAEA ต้องรายงานการดำเนินการของตนต่อคณะมนตรีความมั่นคงและสมัชชาใหญ่แห่งสหประชาชาติ

สารนิพนธ์ฉบับนี้ มีวัตถุประสงค์ในการศึกษาความคล้ายคลึงกันทางวาทศิลป์ระหว่างศัพท์แสงของทรัมป์ที่มีต่อเม็กซิโกในปีค.ศ. 2017-2019 กับวาทศิลป์แบบเจ้าจักรวรรดิ สารนิพนธ์ฉบับนี้มุ่งศึกษาเพื่อตอบคำถามว่า ศัพท์แสงของทรัมป์มีความคล้ายคลึงกับวาทศิลป์แบบเจ้าจักรวรรดิอย่างไร และเม็กซิโกตอบสนองต่อศัพท์แสงที่สะท้อนการเหยียดผิวของทรัมป์อย่างไร โดยสารนิพนธ์เล่มนี้เป็นการวิจัยเชิงคุณภาพที่วิเคราะห์ข้อมูลผ่านคำแถลงการณ์อย่างเป็นทางการรวมทั้งสุนทรพจน์ของประธานาธิบดีโดนัล ทรัมป์ และเป็นการศึกษาและวิเคราะห์ข้อมูลโดยใช้แนวคิดของ David Spurr ที่เกี่ยวกับวาทศิลป์แบบเจ้าจักรวรรดิ คือ การนำเสนอวาทศิลป์ผ่านการสอดส่อง, การจำแนกแบ่งแยก, การลดคุณค่าและเหยียดอาณานิคม, การเปลี่ยนแปลงข้อเท็จจริงของอาณานิคมไปเป็นตรงกันข้าม, การยืนยันสถานะของตะวันตกในการปกครองอาณานิคม และการกำหนดบริบททางเพศต่ออาณานิคม เป็นกรอบความคิด โดยผลการศึกษาพบว่า ศัพท์แสงของทรัมป์มีลักษณะคล้ายคลึงกับวาทศิลป์แบบเจ้าจักรวรรดิ ที่สะท้อนให้เห็นถึงแนวคิดความเกลียดกลัวชาวต่างชาติ แนวคิดชาติภูมินิยม และลัทธิคนผิวขาวสูงส่งยิ่ง ซึ่งเป็นปัจจัยสำคัญที่ส่งผลต่อการเปลี่ยนแปลงทางด้านความสัมพันธ์ระหว่างสหรัฐฯกับเม็กซิโก และนำไปสู่การตอบโต้กลับของเม็กซิโกในตอนแรก แต่ต่อมาในปี ค.ศ. 2019 ท่าทีการตอบโต้กลับของเม็กซิโกเปลี่ยนแปลงเป็นการส่งเสริมและการสร้างความสัมพันธ์ทางการทูตที่ดีกับสหรัฐฯแทนที่การตอบโต้กลับด้วยความรุนแรง การตอบโต้กลับทางการทูตของเม็กซิโกจึงเป็นการเน้นย้ำถึงอำนาจที่เหนือกว่าของสหรัฐฯต่อเม็กซิโก ตลอดจนอำนาจทางวาทศิลป์แบบเจ้าจักรวรรดิผ่านการแสดงออกทางศัพท์แสงของทรัมป์ในปัจจุบัน

ในขณะที่การศึกษาเรื่องการก่อร้ายมักปรากฏภาพผู้ชายเป็นตัวแสดงหลักในฐานะผู้นำกองกำลังและผู้ปฏิบัติการ กรณีศึกษานี้ต้องการนำเสนอภาพของผู้หญิงเข้ามาเป็นส่วนหนึ่งในการศึกษาเรื่องการก่อการร้าย โดยเฉพาะกรณีมือระเบิดพลีชีพสตรีมุสลิมกลุ่มแม่หม้ายดำ (Black widow) ในสาธารณรัฐเชเชน สหพันธรัฐรัสเซีย เพื่อค้นหาคำอธิบายถึงการพลิกบทบาทจากเหยื่อของสงครามมาสู่การเป็นผู้ก่อเหตุความรุนแรง ผ่านกรอบทฤษฎีสตรีนิยมหลังอาณานิคม (Post Colonial Feminism) ที่ผู้เขียนเชื่อว่าสามารถนำมาใช้ทำความเข้าใจถึงการเปลี่ยนแปลงโครงสร้างทางสังคมในระดับท้องถิ่น และอธิบายถึงการโต้กลับความรุนแรงเชิงโครงสร้าง อันเป็นผลสืบเนื่องมาจากภาวะสงครามและการดำรงอยู่ของระบอบชายเป็นใหญ่ในสังคมนอกจากนี้ ผู้เขียนยังต้องการสื่อให้เห็นถึงปรากฎการณ์การเปลี่ยนแปลงสถานะของผู้หญิงในพื้นที่ความขัดแย้งต่างๆ ทั่วโลกที่มีแนวโน้มพลิกบทบาทมาเป็นผู้ก่อการร้ายมากขึ้น ซึ่งเป็นปัจจัยหนึ่งที่สะท้อนให้เห็นว่า การใช้ความรุนแรงของรัฐบาลในการปราบปรามชนกลุ่มน้อย กลุ่มแบ่งแยกดินแดน ตลอดจนผู้เห็นต่างทางการเมืองนั้น อาจนำมาสู่การโต้กลับความรุนแรงไม่ว่าทางใดก็ทางหนึ่ง และสามารถยกระดับเป็นปัญหาก่อการร้าย ซึ่งถือเป็นภัยคุกคามรูปแบบใหม่ที่ส่งผลกระทบต่อความมั่นคงทั้งระดับภายในรัฐและระดับระหว่างประเทศได้ ด้วยมีความมุ่งหวังอย่างแรงกล้าว่า สารนิพนธ์ฉบับนี้จะสามารถสร้างความตระหนักให้แก่ภาครัฐหรือหน่วยงานความมั่นคงหันกลับมาพิจารณาทบทวนแนวทางการใช้มาตรการรุนแรงกับประชาชนได้ไม่มากก็น้อย

สารนิพนธ์ฉบับนี้ มุ่งศึกษานโยบายต่างประเทศของจีนที่มีต่ออนุภูมิภาคลุ่มน้ำโขง โดยเฉพาะภายใต้การดำเนินงานของกรอบความร่วมมือล้านช้าง - แม่โขง (Lancang - Mekong Cooperation: LMC) ระหว่างปี ค.ศ. 2016 ถึง 2020 เพื่อวิเคราะห์แรงจูงใจที่ทำให้จีนต้องการจัดตั้งกรอบความร่วมมือดังกล่าว โดยผู้วิจัยใช้กรอบแนวคิดการเปลี่ยนผ่านของอำนาจ (Power transition theory) ของ A.F.K. Organski และ Jacek Kugler เป็นแนวทางในการวิเคราะห์ การศึกษาครั้งนี้พบว่า แรงจูงใจสำคัญที่ทำให้จีนจัดตั้งกรอบความร่วมมือล้านช้าง – แม่โขง มี 3 ประการ ได้แก่ (1) เพื่อใช้เป็นเครื่องมือสำคัญในการบริหารจัดการผลประโยชน์ทางเศรษฐกิจในอนุภูมิภาคลุ่มน้ำโขงได้อย่างเต็มที่ (2) เพื่อใช้เป็นเครื่องมือในการช่วงชิงบทบาทนำในอนุภูมิภาคลุ่มน้ำโขงจากมหาอำนาจนอกภูมิภาค และ (3) เพื่อใช้เป็นเครื่องมือในการส่งเสริมอำนาจทางเศรษฐกิจของตนให้แข็งแกร่งขึ้น โดยในท้ายที่สุด กรอบความร่วมมือนี้จะช่วยสนับสนุนให้จีนสามารถก้าวขึ้นมาเป็นมหาอำนาจ (Dominant power) ที่ได้รับการยอมรับจากประชาคมโลกได้อย่างเต็มภาคภูมิ

นับตั้งแต่การประกาศก่อตั้งตัวเองเป็นรัฐของกลุ่มรัฐอิสลามระหว่าง ค.ศ. 2014 - ค.ศ. 2017 สังคมระหว่างประเทศได้เห็นการดำเนินกิจกรรมอย่างมีศักยภาพของกลุ่มรัฐอิสลามในด้านต่างๆ ทั้งในด้านการปฏิบัติการทางทหารและการแพร่ขยายอิทธิพล โดยกลุ่มรัฐอิสลามสามารถยึดและปกครองเมืองจำนวนมากทั้งในอิรักและซีเรีย และมีประชาชนในปกครองกว่าแปดล้านคน รวมถึงมีนักรบก่อการร้ายต่างชาติและกลุ่มหัวรุนแรงอื่นๆ ให้การสนับสนุนและสวามิภักดิ์อีกจำนวนมาก สารนิพนธ์นี้เล็งเห็นถึงความสำคัญของแหล่งเงินทุนและการสนับสนุนทางการเงินว่าเป็นปัจจัยสำคัญที่ช่วยเพิ่มศักยภาพในการดำเนินกิจกรรมของกลุ่มรัฐอิสลาม จึงมุ่งศึกษาถึงรูปแบบและวิธีการในการจัดหาเงินทุนเพื่อนำมาใช้ในการดำเนินกิจกรรมของกลุ่มรัฐอิสลาม ซึ่งพบว่าความสามารถในการสร้างรายได้จำนวนมหาศาลด้วยตัวเองผ่านการกระทำความผิดรูปแบบต่างๆ ในพื้นที่ยึดครองอย่างเป็นระบบและมีประสิทธิภาพเป็นปัจจัยสำคัญในการเพิ่มศักยภาพในการดำเนินกิจกรรมของกลุ่มรัฐอิสลาม โดยไม่จำเป็นต้องพึ่งพาระบบเศรษฐกิจภายนอกทำให้กลุ่มรัฐอิสลามไม่ได้รับผลกระทบจากมาตรการการตัดวงจรทางการเงินและการคว่ำบาตรทางเศรษฐกิจต่างๆ ที่รัฐและองค์การระหว่างประเทศนำมาบังคับใช้กับกลุ่มรัฐอิสลามเท่าที่ควร และความสามารถในการหล่อเลี้ยงตัวเองได้ก็ทำให้กลุ่มรัฐอิสลามสามารถดำเนินกิจกรรมและกำหนดนโยบายได้อย่างอิสระและมีศักยภาพ

สารนิพนธ์ฉบับนี้มีจุดประสงค์เพื่อศึกษาการเปลี่ยนแปลงภารกิจของกองทัพอากาศในยุคหลังสงครามเย็น โดยศึกษาเพื่อหาสาเหตุที่ทำให้ภารกิจของกองทัพอากาศเปลี่ยนแปลงไป ตามกรอบความคิดด้านความมั่นคง การเปลี่ยนแปลงบทบาทหน้าที่ของกองทัพอากาศที่อยู่บนพื้นฐานของนโยบายความมั่นคงแห่งชาติ ผลการศึกษาพบว่า ภายหลังจากสงครามเย็นสิ้นสุดลง ภัยคุกคามต่อความมั่นคงของประเทศไม่ได้มีแค่การทำสงครามเหมือนในอดีต แต่ได้เกิดภัยคุกคามต่อความมั่นคงของประเทศในรูปแบบใหม่ขึ้น เช่น ขบวนการก่อการร้าย ขบวนการค้ายาเสพติด เหตุการณ์ภัยพิบัติหรือโรคระบาดรุนแรง เป็นต้น ซึ่งภัยคุกคามเหล่านี้ล้วนแล้วแต่ส่งผลกระทบต่อเสถียรภาพของประเทศและความเป็นอยู่ของประชาชน กองทัพอากาศเป็นหน่วยงานด้านความมั่นคงที่มีความพร้อมของกำลังทางอากาศในการปฏิบัติภารกิจต่าง ๆ เพื่อปกปักษ์รักษาอธิปไตยและผลประโยชน์ของชาติ จึงจำเป็นจะต้องปรับบทบาทหน้าที่ให้เหมาะสมกับภัยคุกคามรูปแบบใหม่ที่เพิ่มขึ้นมา ในภารกิจที่เรียกว่า "ภารกิจทางทหารที่นอกเหนือจากการทำสงคราม (MOOTW)" การศึกษายังได้ข้อสรุปเพิ่มเติมอีกว่า นอกจากบทบาทภารกิจของกองทัพอากาศในการใช้กำลังทางอากาศปฏิบัติภารกิจ MOOTW ที่เพิ่มขึ้นมาแล้วนั้น กำลังทางอากาศยังสามารถเป็นเครื่องมือของรัฐบาลในการเชื่อมความสัมพันธ์กับประเทศต่าง ๆ ทั้งในภูมิภาคและนอกภูมิภาค ในการเข้าไปให้ความช่วยเหลือจากเหตุการณ์ภัยพิบัติต่าง ๆ ได้อีกด้วย ดังนั้นกำลังทางอากาศจึงยังคงมีความสำคัญทั้งในยามปกติและยามสงคราม
