Letter, 1 October 1979, to news services and voters from Thurman Jerome Hamlin, London, Kentucky, promoting his election as a write-in candidate for Governor of Kentucky. He lists his qualifications and personal attributes, and offers to pay “you in communications” a daily fee of $100.00 to elect him, with an advisory position afterward. A frequent office-seeker, Hamlin includes some obscure references about local taxes and the election of past governors.

This study assesses the risk of fish from illegal, unregulated and unreported (IUU) sources passing through the world’s most important fishing ports and explores the drivers of this risk.

Like previous studies it has attempted to rank ports and States based on landings and vessel visits reported by governments by using Automatic Identification System (AIS) positional data transmitted by fishing and fish carrier vessels to identify the locations of ports and rank them based on the frequency of visits by foreign-flagged and domestic-flagged vessels. It advances our thinking in that (i) the analysis includes an estimation of the hold capacity …

The Divided Labor Of Attack Advertising In Congressional Campaigns, Kenneth M. Miller

This article offers a theory of how party networks divide the labor of attacking opponents. Using an extensive data set of campaign advertising from the 2010 and 2012 congressional elections augmented with Nielsen television ratings data, it is shown that candidates attack opponents less when supporting outside groups attack more. Due to differences in how outside groups and candidates attack opponents, when candidates partially outsource attack advertising to independent expenditure groups, attacks in that campaign become more issue and policy based. Thus, in perhaps an unintended consequence of the divided labor of attack advertising, outside group involvement makes it more …

The Partisan And Policy Motivations Of Political Donors Seeking Surrogate Representation In House Elections, Anne E. Baker

Non-constituent donors constitute an increasingly important fundraising base for members of the House. These donors are theorized to be seeking “surrogate representation” by buying additional representation rather than relying solely upon representation provided by their own House members. However, precisely why they contribute in this way remains unclear. Using data from the Cooperative Congressional Election Studies (CCES) 2008- 2014 in a series of logistic models, I investigate whether self-reported donors make contributions to House races outside of their home states for policy or partisan reasons. The absence of a culturally competent public sector workforce has led to increased public scrutiny and heightened levels of distrust. In the field of public safety, this is particularly important due to the sensitive nature of the task performed and the historically strained relationships that exist between racial minorities and law enforcement. Using national survey data to gauge the prevalence of citizen’s experiences and perceptions of racial profiling, this research reveals significant discrepancies amongst minorities and their white counterparts. In response, this research encourages public officials and agencies to eliminate inconsistencies in their interactions with the citizenry as a whole. …

Exploring The Link: Administrative Exclusion And Second Order Devolution, Rhucha Samudra

Devolution was embedded in the 1996 welfare reform. Using the National Survey of America’s Families, this article explores the relationship between living in a Second Order Devolution (SOD) state and administrative exclusion from a welfare program. Results from the logistic model indicate that low-income clients and single mothers living in a SOD state had an increased likelihood of administrative exclusion. Administrative exclusion reflects bureaucratic choices and rules violations—implying some of these individuals and families may be leaving welfare without having achieved self-sufficiency. Results suggest that a careful evaluation of the state welfare performance measure and of the devolution of authority …

The passage of the Patient Protection and Affordable Care Act (ACA) in 2010 drastically transformed the health care system in the United States. This paper examines the factors influencing state decisions relative to Medicaid expansion in a post-ACA environment through the lens of Critical Race Theory. This study incorporates economic, geographic and health variables into a model of post-ACA-Medicaid decision-making by using logistic regression to examine State Medicaid expansion from 2010 to 2014. The size of the minority population in state, tobacco use and southern distinctiveness are significant predictors of decision making relative to Medicaid expansion. This article presents a case study of efforts of a workforce development unit within a local public housing authority to recraft its image as separate from the larger housing authority, in order to better attract participants to its optional supportive services. Using qualitative interview data with Section 8 voucher recipients and public housing authority staff, and descriptive quantitative data from a larger dataset, and drawing on theories of street-level bureaucracies and agency-client interactions, the case study finds that service recipients perceive the housing authority as a largely compliance-oriented organization that is overly bureaucratic, excessively regulating of private spheres of family …

Since the 1980s, major structural and demographic changes in the OECD have encouraged the proliferation of nonstandard work (part-time and temporary jobs). The increase in nonstandard work is viewed as a key cause for income and social inequality. Inequality creates many issues for states including the erosion of trust in institutions and a weakening of civic society as economic growth fails to benefit all of those involved in its production. There is very limited Latino presence in the State Senate, with one Latina State Senator in office; having five Latinos in the Senate would be proportionate to the statewide Latino population. Six Latinos serve in the 160-member House of Representatives; eighteen would be proportionate. There are no Latinos in the state’s congressional delegation.

City councilors and members of school committees account for 83% of all Latinos serving in key elected leadership positions. The top 20 cities and towns with the largest proportions of Latino residents in Massachusetts account for 57% of the Latino population in the state. Among these cities …

The history begins with an exploration of the intellectual and political origins of the post-World War II project of European integration and the development of, and opposition to, the early institutions that eventually formed the contemporary assemblage of the European Union. This subject is discussed using the California Department of Motor Vehicles as a case study. There is a long-standing and well-understood relationship between legislators and the media. Expert commentary today typically focuses on the agendas and actions of the two big powers, the United States and China, which misses the bigger picture. During the Cold War, leaders of ASEAN (Association of Southeast Asian Nations) played a critical role in containing Chinese influence, shaping the terms of Sino-U.S. competition and rapprochement, and deepening the U.S. presence in Southeast Asia. The legacy of ASEAN’s foreign relations during and since the Cold War militates against the popular notion that Chinese hegemony in Asia is inevitable.

The gender and age composition of a parliament impacts who is descriptively represented and marginalized and what types of policy ideas and solutions are brought forward or excluded. While important for both descriptive and substantive representation, scholarship on the intersection of gender and age in parliaments has thus far been limited. To broaden our understanding, we conducted a large-scale cross-sectional analysis of the gender and ages of over 20,000 representatives from 78 national assemblies. We identified four types of gender-age patterns depending on whether women enter legislatures younger than men (“early birds”) or have served in parliament for a shorter …

This simple form of campaign communication remains a staple of Thai campaigns, despite the advent of various Internet platforms and communication devices. But although election posters are often discussed by journalists and the general public, they are rarely analyzed in academic research. This is surprising and unfortunate, since their wealth of textual and visual information can tell us a lot about campaigns.

Underneath the veneer of a homogenous state-approved Thai ethnicity,Thailand is home to a heterogeneous population. Only about one-thirdof Thailand’s inhabitants speak the national language as their mothertongue; multiple alternate ethnolinguistic groups comprise the remainderof the population, with the Lao in the northeast, often called Isan people,being the largest at 28 percent of the population. "This volume, like several others,1 is the product of historians, theologians, and churchpersons who, largely stimulated by the Finnish churchman Risto Lehtonen, have in recent years been exploring the role of and impact on churches of the Cold War, 1945-1989/90. The present work by Swedish scholars is unique in that Sweden was “non-aligned” during that time, and the Church of Sweden was (until 2000) a state church which did not enjoy the independence—political and otherwise—characteristic of churches in many other lands. This created a singular context for Sweden’s relation to the tensions and upheavals of the Cold War."

The stories we tell each other, or present via mass media, are important components of the cultural ecology of a place and time. This article argues that 300 (2007), directed by Zach Snyder and based on a comic book series both written and illustrated by Frank Miller, evinces what can legitimately be called a "fascist aesthetic" that depends in large part on the moods and emotions the screen story both represents and elicits. While many other commentators have charged this film with incipient fascism, this article both deepens and expands on the claim by showing how the film's elicitation of …

The Cold War in Latin America had marked consequences for the region’s political and economic evolution. From the origins of US fears of Latin American Communism in the early 20th century to the collapse of the Soviet Union in the early 1990s, regional actors played central roles in the drama. Seeking to maximize economic benefit while maintaining independence with regard to foreign policy, Latin Americans employed an eclectic combination of liberal and anti-imperialist discourses, balancing frequent calls for anti-Communist hemispheric unity with periodic diplomatic entreaties to the Soviet bloc and the nonaligned Third World. Charles Tyng has been heralded as an American hero after the posthumous publication of his memoir, Before the Wind: The Memoir of an American Sea Captain, 1808-1833, in 1999. Recent research involving British Treasury report books from the nineteenth century suggest otherwise – that Tyng actively promoted and was engaged in the illicit trade of African captives. A Boston Brahmin, Tyng applied the lessons of his time at sea with Perkins & Company, the opium trading firm, to his occupation as an agent of notorious slave trading firms in Havana.
