Regime change may be sought in two primary ways, absent a turn to internal or external violence: through nonviolent resistance, from within, and sanctions, from abroad. This paper is about how those two pathways are intertwined. I challenge two different strands of the existing literature. First, I show that Liou et al. (2022)'s finding that sanctions increase the predicted probability of nonviolent resistance movement progress is subject to substantial upward bias from country heterogeneity. Incorporating country fixed effects, I show that sanctions, on average, have no statistically significant effect on resistance outcomes. Second, I challenge Chenoweth and Stephan (2008)'s argument …

The land surrounding Jakarta is sinking, and without significant mitigation efforts, the streets will be submerged by 2045. This is a slow-motion disaster coming for Indonesia and Jakarta. This left the country with a crucial decision: to save the capital city. This thesis examines how China–U.S. relations evolved from a manageable strategic rivalry into a more rigid and increasingly difficult form of competition after the Obama administration’s “Pivot to Asia.” It argues that traditional explanations such as power transition theory alone cannot fully explain the deterioration of the relationship. Instead, the study introduces the concept of techno-nationalism, where technological leadership becomes tied to national identity, economic security, and geopolitical power, particularly in areas such as semiconductors, artificial intelligence, and supply-chain security. This paper offers an internal critique of Carl Schmitt's Nazi-era state theory from the perspective of the counterrevolutionary political-theological tradition to which Schmitt belongs. Using Schmitt's political-theological method which holds that all political theories have a systematic theological structure, the paper argues that Schmitt's 1933 turn to National Socialism contradicts this tradition. The paper proceeds in five sections. The first establishes the political-theological framework that will be utilized throughout the paper. The second develops Schmitt's concept of the katechon—the restrainer of lawlessness drawn from Christian eschatology— which he uses as a model for his theory of the state. The …

Who Gets To Stay? Selective Compliance, Local Power, And The Politics In San Juan Capistrano, Daniel Fernández

This thesis examines how California cities can satisfy state housing mandates while systematically under producing affordable housing. Using San Juan Capistrano as a case study, it documents a pattern of selective compliance. That is, a formal planning obligations are met while local governance tools, place-based identity, and discretionary processes that consistently filter housing outcome towards market-rate development and away from lower-income production. The findings suggest that closing California's affordability gap requires enforcement tools capable of reaching beyond formal planning compliance to address the governance mechanisms that shape what actually gets built.

Transformed, Not Resolved: Ethnic Federalism And The Politics Of Conflict In Ethiopia, Melayae L. Houser

This thesis investigates whether Ethiopia's system of ethnic federalism resolved the longstanding conflicts that have characterized the country's political history or instead transformed them into new manifestations. Introduced in 1991 after the collapse of the Derg regime, ethnic federalism reorganized Ethiopia into ethnically defined regional states and granted groups constitutional rights to self-governance and self-determination. The system aimed to address historical grievances stemming from decades of centralized, exclusionary governance.

Great powers need laboratories for war. This thesis argues that great powers find these laboratories in proxy forces. Proxy warfare is not just a tool for strategic influence. It is a machine for experimentation. This study posits a central testing-ground hypothesis. Social vulnerability to flooding is shaped by intersectional social marginalization, yet most quantitative assessments employ indicators of single populations. This study applies spatial machine learning to examine how the intersectional social vulnerability indicators of poverty-race, poverty-housing tenure, and race-housing tenure compare with traditional discrete indicators of single populations in predicting flood exposure in California. Using geographically weighted random forests and partial dependence plots, we model spatial heterogeneity and non-linear relationships between social vulnerability and exposure. We quantified flood exposure using a population-adjusted measure derived from building footprints and modeled 500-year fluvial and pluvial flood hazard. The results reveal distinct explanatory …

This research assesses the characteristics of today’s Africa–China relations using dependency theory, world systems theory, neocolonialism, and South-South cooperation, using comparisons between historical African dependence on European colonial powers and recent reliance on China in terms of trade, infrastructure, debt, and technology. This research identifies how contemporary cooperations either continue previous patterns of economic and political subordination or create a transformation of those relationships or provide a challenge to them. This paper will evaluate how security governance contributes to both the development of democracy and the establishment of stable institutions within newly independent post-colonial states in Africa. Security governance is examined here as it relates to the long-term influence of colonial legacy, military presence, and the politicization of the security services. This study examines the factors shaping state responsiveness to U.S. nuclear counterproliferation efforts by building on Posture Optimization Theory (POT) and introducing Counterproliferation Responsiveness Theory (CRT). CRT proposes that nuclear posture conditions how states respond to external counterproliferation pressure by generating distinct operational consequences, particularly differences in operational visibility, strategic autonomy, and escalation requirements. This thesis examines whether the rise of cryptocurrencies affects the constraints states face in exercising monetary sovereignty, specifically in stabilizing their currencies. The analysis tests two hypotheses: first, that higher levels of cryptocurrency interests are associated with greater exchange-rate volatility; and second, that this relationship is stronger in countries with more stringent capital-flow management measures. Drawing on a panel dataset of country–month observations across 46 countries from 2017 to 2024, The results provide no consistent evidence that cryptocurrency interest is directly associated with higher exchange-rate volatility. Republican Era China saw a radical transformation in Chinese physical culture as it aimed to compete in the global geopolitics of nation-states. Employing an historical ethnographic approach, this paper outlines how the unique conditions of Sichuanese warlordism and secret societies affected missionary relations with the Guomindang (GMD) as they implemented increasingly militarized physical education programs. Before the 1928 GMD consolidation of power, missionaries and GMD educators aligned with the YM/ WCA in physical education programs. Examination of the strategic role of the Orenburg Muslim Spiritual Assembly (OMSA) as a pivotal instrument of imperial governance in the Kazakh Steppe during the late eighteenth and nineteenth centuries. The study investigates how the Russian Tsarist administration instrumentalized Islamic institutions to exercise political control and facilitate the integration of nomadic Kazakh society into the imperial hierarchy. Starting in the late 1980s, Afghanistan was a major source of opium production, until the ban on opium in 2000, when Afghanistan’s share in the world’s supply of opium decreased. The United States’ intervention in Afghanistan in 2001 removed this ban on opium, which indicates that the United States may not have been prioritized stopping the narcotics trade. Consequently, the task of counternarcotics fell to the British. Investigative professionalism constitutes a fundamental pillar of the criminal justice system; however, its realization is frequently constrained by institutional design and procedural limitations within oversight mechanisms. This article examines the role of the Investigation Supervision Bureau (Biro Pengawas Penyidikan (Birowassidik)) of the Criminal Investigation Agency (Badan Reserse Kriminal (Bareskrim)) of the Indonesian National Police (Polri) in handling public complaints related to investigative performance.
