Higher education faculty have long struggled with getting students to participate meaningfully in classroom and campus dialogues. Some students avoid participating due to fear or anxiety of communicating with others. Certain topics, such as politics, can cause higher degrees of apprehension. Political minority groups can experience greater apprehension when communicating with majority groups. One minority group in academia with the potential to self-censor is the conservative student.

This study used state-based communication apprehension (McCroskey, 1984) and political communication apprehension (PCA, Jones-Carmack, 2019) as theoretical backings to explore how conservative opinion expression and self-censorship in academic settings might change over time. …

Electoral authoritarian regimes have risen in the post-Cold War era. Elections and other nominally democratic institutions such political parties and legislatures not only do not make authoritarian regimes democratize but also help them to resist democratization. However, even if authoritarian regimes adopt electoral institutions, such adoption does not mean that all authoritarian regimes can easily manipulate elections. Indeed, some regimes hang on to power barely with simple majority votes, while others easily receive supermajority electoral support. There has been substantial literature concerning the effect the Republican southern strategy had on the Southern voting realignment following the passage of the 1964 Civil Rights Act. This literature has singularly focused on the role of race issues as a wedge disrupting the Southern Democratic majority. This study focuses on the political and social communicative implications that result from mirrored anti-LatinX immigration discourses from three different political entities: President Donald Trump, special-interest hate group the Federation for Immigration Reform (FAIR), and conspiracy theorist Alex Jones. Through a critical communication lens, the author presents and discusses the influence of presidential communication, and its ability to contribute to and bolster xenophobic political undertones, creating a communicative environment that functions to empower and embolden proponents of racially based discrimination. The 2012 National Congregations Study found that only 11.4% of the total clergy in the United States were women (ARDA 2012). As the congregation size grows, that number declines further, with data indicating only 3.4% of congregations with 1,000 or more members have a female leader. The number of women religious leaders increased by less than one percent between 1998 and 2012. These statistics work well to outline a phenomenon for female religious leaders, their inability to break the stained-glass ceiling. An early childhood attraction to the sea led to a career in marine ecology, fisheries and ocean and coastal governance. This paper tracks the development of my career from tertiary education, through a variety of jobs and positions with government, private sector, international and academic organizations. Federal government policies, while benefitting some urban areas, have historically been detrimental to African-American people. Years of welfare and housing policies have placed central city residents, especially African-Americans, at a disadvantage which they have not overcome. Policies that once denied benefits to Black people, such as public welfare and federally-insured mortgages, morphed into stigmatized policies which, when available to Blacks, became obstacles to their advancement. These same policies enabled the majority White population to do what they were initially designed to do – provide a toehold during a period of temporary economic decline after which personal advancement was possible.

In the criminal justice system, the victim possesses the power to determine if crime goes unreported. The problem addressed by this study is if sanctuary type policies have an effect on victimization reporting by immigrants. The theoretical framework was based on Appleton-Dyer and Field’s interpretation of social exclusion theory. The key research question was focused on the perception of legal aid providers’ perception of immigrants’ victimization reporting determination. This qualitative phenomenological study included interviews with 4 legal aid providers who worked for an organization designed to serve victimized immigrants seeking relief. There is a correlation between American grand strategy and post-Cold War national identity. Congressional leaders, policy makers, scholars, and observers have noted that the United States lacked a coherent grand strategy for the immediate post-Cold War era. However, President Bill Clinton built a grand strategy of selected engagement predicated it on the historical values of modern American national identity. Through published national security data, speeches, and observations of strategic choices, this research compared President Clinton’s actions in the international arena to a grand strategy typology. Despite comprising more than 50% of the population and voting in greater numbers than men, women are underrepresented in U.S. political leadership. Although research exists on the correlation between gender and politics, little literature addresses the influence of generation and gender on voting behavior. Using Jaggar's liberal feminist theory as a framework, the purpose of this study was to investigate the relationship between female generational cohorts and their policy preferences and candidate support. How do women affect conflict dynamics in different ways than men? I examine how expectations based on gender identities impact rebel group strategies, as well as attitudes of foreign publics and political elites toward rebel groups. First, women can substantially contribute to rebel groups' ability to resist governments and maintain their rebellion through unique gendered ways. These include enabling greater tactical diversity, increased appeal to international audiences, and spearheading coup-proofing strategies against intra-organizational factions. Research has shown a gender gap in environmental concern, particularly in that males see helping the environment as compromising their masculinity (Brough et al. 2016, 568). This Independent Study explores the ways in which a candidate’s intersectional identity affects their use of gender and race issue ownership techniques in their political campaigns. While prior research has studied the campaign strategies of (white) female candidates and black (male) candidates, it has not studied the effects of possessing multiple minority identities on the campaign strategies employed by black female candidates. Scholars have found that female candidates benefit from embracing gender issue ownership in their campaigns, while black candidates benefit from rejecting race issue ownership in their campaigns. This Independent Study investigates the effect of political party on Congressional roll-call votes on public lands policies and how this effect changes over time. Many scholars have documented the role that political party plays in influencing roll-call voting behavior, but this study fills a gap with regards to public lands policy specifically. I argue that, over time, political party has become more predictive of whether or not a member of Congress will vote in favor of public lands policies. If the composition of a state legislature is a function of its ruleset and design, then term limits—a major shift in the rules—would change who is running for office and who is getting elected. In order to explore this question, a dataset was created by contacting a number of states to solicit responses on the demographics of their state legislatures from 1990-2018. วิทยานิพนธ์ฉบับนี้ศึกษาเรื่องนโยบายผู้ลี้ภัยในสมัยรัฐบาลของนายจอห์น โฮเวิร์ด ระหว่าง ค.ศ. 2001-2007 โดยมุ่งศึกษานโยบายผู้ลี้ภัยผ่านแนวคิดพหุวัฒนธรรมนิยม การศึกษาพบว่าการต่อต้านการก่อการร้ายของรัฐบาลส่งผลต่อการดำเนินนโยบายผู้ลี้ภัย เพราะรัฐบาลสนับสนุนแนวคิดพหุวัฒนธรรมนิยมที่เน้นความสำคัญที่ความเป็นปึกแผ่นทางสังคม (Social Cohesion) เพื่อต่อต้านการก่อการร้าย แทนที่จะสนับสนุนพหุวัฒนธรรมนิยมในแง่ของการยอมรับความหลากหลาย พหุวัฒนธรรมนิยมในออสเตรเลียหลังการก่อการร้ายจึงอยู่ในภาวะถดถอย รัฐบาลต้องการให้ประชาชนชาวออสเตรเลียยึดถือคุณค่าเดียวกันคือคุณค่าและค่านิยมของออสเตรเลีย และเห็นว่าชุมชนชาวมุสลิมเป็นกลุ่มที่ไม่สามารถยอมรับคุณค่าของออสเตรเลียได้จนนำมาซึ่งการกีดกันผู้ลี้ภัยที่ส่วนใหญ่เป็นชาวมุสลิมที่เดินทางมาจากภูมิภาคตะวันออกกลาง วิทยานิพนธ์ฉบับนี้เสนอว่าการกีดกันผู้ลี้ภัยของรัฐบาลนี้เป็นการเหยียดเชื้อชาติแบบใหม่ที่เลือกปฏิบัติจากเหตุผลด้านวัฒนธรรม นอกจากนี้ วิทยานิพนธ์ฉบับนี้ยังได้ศึกษาความสัมพันธ์ระหว่างประเทศภายใต้แนวทางพหุวัฒนธรรมที่ถดถอยลงเช่นนี้ และพบว่าแม้การกีดกันผู้ลี้ภัยชาวมุสลิมจะสร้างความไม่พอใจให้กับประเทศมุสลิมในอาเซียนแต่สุดท้ายแล้วออสเตรเลียก็สามารถผลักดันให้เกิดความร่วมมือได้ โดยความร่วมมือที่เด่นชัดที่สุดคือการก่อตั้งกระบวนการบาหลีในฐานะกลไกระดับภูมิภาค

งานวิจัยนี้เป็นการศึกษานัยทางการเมืองที่ปรากฏและแฝงตัวอยู่ภายในสถาปัตยกรรมของอาคารรัฐสภาไทย โดยมุ่งศึกษาไปที่อาคารรัฐสภาสัปปายะสภาสถานซึ่งเป็นอาคารรัฐสภาแห่งที่สามของประเทศ เพื่อตอบคำถามงานวิจัยว่า อาคารรัฐสภาไทยมีแนวคิดในการออกแบบ ความเป็นมาในการจัดตั้ง และความหมายทางการเมืองไทยอย่างไร โดยอาศัยการตีความผ่านหนังสือ เอกสารงานวิจัย และข่าวที่เกี่ยวข้องกับการก่อสร้าง ทั้งในแง่ของแนวคิด การเลือกพื้นที่ และการเลือกแบบในการก่อสร้างของอาคารรัฐสภาไทย ผลการวิจัยประการแรกพบว่า สถาปัตยกรรมของอาคารราชการ โดยเฉพาะสถาปัตยกรรมอาคารรัฐสภาไทยมีนัยยะสำคัญที่สื่อถึงความไม่เท่ากันของอำนาจทางการเมืองระหว่างรัฐและประชาชนผ่านการออกแบบและสถาปัตยกรรม ประการที่สอง พระที่นั่งอนันตสมาคมซึ่งเป็นอาคารที่เดิมถูกออกแบบไว้สำหรับการจัดพระราชพิธีและรับรองพระราชอาคันตุกะ ตกแต่งด้วยภาพวีรกรรมของบูรพกษัตริย์ ก็กลายเป็นสถานที่ซึ่งจัดพระราชทานรัฐธรรมนูญ อันเป็นจุดสำคัญของการเปลี่ยนแปลงระบอบการปกครอง จากระบอบสมบูรณาญาสิทธิราชย์มาเป็นระบอบราชาธิปไตยภายใต้รัฐธรรมนูญ ขณะที่อาคารรัฐสภาแห่งที่สองถูกก่อสร้างในช่วงที่ประเทศถูกปกครองด้วยรัฐบาลทหารอย่างยาวนาน สถาปัตยกรรมแบบทันสมัยของอาคารเป็นการสื่อถึงการเป็นประเทศที่ทันสมัยไปพร้อมกับการเบ่งบานของประชาธิปไตย ประการสุดท้าย อาคารรัฐสภา ‘สัปปายะสภาสถาน’ เป็นอาคารรัฐสภาที่ถูกทีมสถาปนิกออกแบบภายใต้แนวคิดเรื่องคุณค่าทางศีลธรรมจากการเกิดปัญหาความขัดแย้งทางการเมือง ผ่านการออกแบบด้วยคติพุทธ-พราหมณ์ และเรื่องไตรภูมิ อันเป็นรูปแบบจักรวาลวิทยาที่มีพระอาทิตย์และพระจันทร์โคจร บนยอดของอาคารมีเจดีย์พระจุฬามณีเป็นที่ประดิษฐานพระสยามเทวาธิราช แนวความคิดและการออกแบบเหล่านี้เป็นการออกแบบที่มุ่งสร้างศีลธรรมและการอุปถัมภ์จากเทพผู้คุ้มครองรัฐสยาม เพราะทีมสถาปนิกมองว่าปัญหาทางการเมืองเกิดจากนักการเมืองและประชาชนขาดศีลธรรม การเลือกเขาพระสุเมรุมาสร้างเป็นอาคารจะเป็นการทำให้เหล่าผู้ทำงานภายในอาคารระลึกถึงการทำหน้าที่ของตนเพื่อคนในชาติภายใต้การอุปถัมภ์จากเทพผู้คุ้มครองรัฐสยาม แต่ในอีกด้านหนึ่งพระสยามเทวาธิราชก็แสดงถึงการที่จัดให้สถาบันกษัตริย์เป็นผู้อยู่ในลำดับที่สูงที่สุดในจักรวาลวิทยาแบบไทยเหนือคุณค่าของประชาธิปไตยแบบตะวันตก

วิทยานิพนธ์นี้มุ่งศึกษาปฏิสัมพันธ์ระหว่าง รัฐ ทุน เมือง และชนบท ในการเมืองเรื่องไฟป่าและหมอกควัน จ.เชียงใหม่ ปี พ.ศ. 2535 – 2563 โดยมีคำถามว่า “รัฐ ทุน เมืองและชนบท มีปฏิสัมพันธ์ทางอำนาจระหว่างกันต่อประเด็นปัญหาไฟป่าและหมอกควัน จ.เชียงใหม่ ที่เกิดขึ้นในปี พ.ศ. 2535 - มิถุนายน 2563 อย่างไร” ผลการศึกษาพบว่า ตัวแสดงที่เข้ามามีปฏิสัมพันธ์ในการเมืองเรื่องไฟป่าและหมอกควันไม่ได้มีเพียง รัฐ ทุน และชนบทเท่านั้นที่ก่อให้เกิดการเปลี่ยนแปลงในพื้นที่ชนบทและก่อให้เกิดการใช้ไฟในพื้นที่มากขึ้น ซึ่งเป็นส่วนหนึ่งของสาเหตุไฟป่า แต่ในปัจจุบันตัวแสดงใหม่ที่เข้ามามีบทบาทคือภาคเมือง อันเกิดจากการขยายตัวของเมืองที่มีลักษณะเศรษฐกิจในรูปแบบการค้า การลงทุน และการท่องเที่ยว หรือปรากฏการณ์ที่เรียกว่า "เอกนครระดับภาค" เมื่อหมอกควันเข้ามากระทบกับเมือง จึงทำให้ภาคเมืองเข้ามามีบทบาทเชิงวาทกรรมเชิงข้อเรียกร้องและการผลักดันในการจัดการกับปัญหา ภาคเมืองได้แบ่งออกเป็น 2 กลุ่มด้วยกันคือ 1. ภาคเมืองที่ไม่ได้มีการรวมตัวกันอย่างชัดเจนมีข้อเรียกร้องที่กดทับชนบท ภายใต้วาทกรรม “ผู้คนที่อยู่ในเขตป่าเป็นก่อให้เกิดไฟป่า” โดยสนับสนุนข้อเรียกร้องว่าด้วยการห้ามเผา ซึ่งสอดรับกับการจัดการปัญหาของรัฐที่ช่วงเวลาที่ผ่านมา ในขณะที่ ภาคเมืองรูปแบบที่ 2 คือ ภาคเมืองที่มีการรวมตัวกันอย่างชัดเจนหรือกลุ่มสภาลมหายใจพยายามต่อต้านกับวาทกรรมภาคเมืองกลุ่มแรก “ทุกคนเป็นต้นตอของปัญหาฝุ่นควัน” และพยายามผลักดันวิธีการจัดการปัญหาแบบการจัดการไฟ (fire management) แต่อย่างไรก็ตาม ภาคเมืองทั้ง 2 รูปแบบมีลักษณะและท่าทีที่ประนีประนอมกับรัฐและร่วมมือกับรัฐ โดยที่ไม่ท้าทายต่อระบอบรัฐราชการรวมศูนย์อำนาจ และไม่ได้สร้างข้อเรียกร้องเรื่องการกระจายอำนาจ

วิทยานิพนธ์ฉบับนี้ศึกษาพัฒนาการการเคลื่อนไหวกลุ่มอนุรักษ์นิยมสุดขั้วในขบวนการต่อต้านทักษิณ โดยพยายามตอบคำถามว่า กลุ่มอนุรักษ์นิยมสุดขั้วในขบวนการต่อต้านทักษิณมีพัฒนาการทางความคิดและปฏิบัติการเคลื่อนไหวอย่างไร ส่งผลต่อขบวนการต่อต้านทักษิณในภาพรวมและต่อการเมืองไทยอย่างไร ผ่านกรอบแนวคิดขบวนการเคลื่อนไหวทางสังคม 3 แนวคิดได้แก่ แนวคิดระดมทรัพยากร แนวคิดโครงสร้างโอกาสทางการเมือง และแนวคิดกระบวนการสร้างและจัดระเบียบกรอบโครงความคิด การเก็บข้อมูลประกอบด้วยการวิจัยเอกสารและการสัมภาษณ์เชิงลึกแกนนำกลุ่มการเคลื่อนไหวจำนวน 5 คน และผู้เข้าร่วมการเคลื่อนไหวจำนวน 20 คน การศึกษาพบว่า กลุ่มอนุรักษ์นิยมสุดขั้วในขบวนการต่อต้านทักษิณมีการเปลี่ยนแปลงทางความคิดและปฏิบัติการเคลื่อนไหวในลักษณะที่เป็นพลวัต พวกเขาเติบโตในช่วงเวลาที่อยู่ภายใต้ขบวนการพันธมิตรฯ ต่อมาได้แยกออกจากขบวนการใหญ่เพื่อขยายฐานมวลชนและกำหนดประเด็นการต่อสู้ใหม่ที่เน้นการปกป้องชาติ-ศาสน์-กษัตริย์ จนทำให้เกิดความขัดแย้งกับกลุ่มพลังอื่น ๆ ในขบวนการ อย่างไรก็ตามกลุ่มอนุรักษ์นิยมสุดขั้วได้สมานความขัดแย้งกับกลุ่มอื่น ๆ ในช่วงก่อนเกิดขบวนการกปปส. และเข้าร่วมกับขบวนการต่อต้านทักษิณขบวนการใหญ่อีกครั้งในปี พ.ศ.2556 – 2557 โดยตลอดระยะเวลาการเคลื่อนไหว กลุ่มอนุรักษ์นิยมสุดขั้วมีบทบาทเป็นผู้ปลุกกระแสต่อต้านทักษิณและจัดตั้งมวลชนให้พร้อมสำหรับการชุมนุม ซึ่งส่งผลให้ขบวนการต่อต้านทักษิณในภาพรวมเกิดความต่อเนื่อง เปิดโอกาสให้ทหารมีพื้นที่ในการเมืองไทย และมวลชนที่เข้าร่วมเคลื่อนไหวเริ่มปฏิเสธกระบวนการแก้ไขปัญหาตามระบอบประชาธิปไตย

สารนิพนธ์ฉบับนี้มุ่งศึกษากระบวนการกลับคืนถิ่นฐานโดยความสมัครใจ เพื่อศึกษาสาเหตุและผลกระทบที่เกิดจากความล่าช้า รวมทั้งนำเสนอข้อท้าทาย โอกาส และข้อเสนอเชิงนโยบาย มีกรอบการศึกษาช่วงระยะเวลาสถานการณ์พัฒนาเชิงบวกจนถึงก่อนหน้าที่จะเกิดสถานการณ์โรคโควิด 19 ในปี ค.ศ. 2020 โดยมีสมมติฐานว่านโยบายของ รัฐไทย รัฐเมียนมา และUNHCR ส่งผลต่อการตัดสินใจของผู้หนีภัยฯ ในการกลับประเทศต้นทางโดยความสมัครใจ ซึ่งสัมพันธ์กับนโยบายรัฐที่ตั้งอยู่บนกรอบแนวคิดเรื่องรัฐชาติและความมั่นคงแห่งชาติ จึงเป็นข้อจำกัดสำคัญที่ทำให้เกิดความล่าช้าขึ้น การศึกษาพบว่า รัฐไทยพยายามผลักดันให้เกิดการกลับประเทศต้นทางโดยสมัครใจ แต่ในขณะที่รัฐเมียนมายังไม่มีความชัดเจน ไม่ได้มีโครงสร้างสถาบันรองรับแนวทางเพื่อไปสู่การสร้างสันติภาพอย่างแท้จริง และยังไม่สามารถขจัดสาเหตุความขัดแย้งระหว่างรัฐและกลุ่มชาติพันธุ์ชนกลุ่มน้อย รวมทั้งไม่ได้มีนโยบายรัฐในระยะยาวที่ตอบรับการกลับประเทศอย่างยั่งยืน อีกทั้ง UNHCR ไม่สามารถผลักดันเร่งรัดการทำงานของรัฐไทยและเมียนมาให้เกิดความร่วมมือได้อย่างรวดเร็ว ส่งผลให้การจัดการยืดเยื้อต่อไป และอาจเป็นเพียงโครงการนำร่องที่ไม่ได้เกิดผลการกลับประเทศต้นทางอย่างยั่งยืน รวมทั้งการพัฒนาสวัสดิภาพความมั่นคงของมนุษย์สำหรับผู้หนีภัยฯ ไม่มีประสิทธิผล ประชากรกลุ่มนี้ยังมีความกังวลใจ และมีความไม่มั่นคง (ทางร่างกาย กฎหมาย วัตถุ และสังคมและจิตใจ) ข้อเสนอของผู้วิจัย คือ ปรับวิกฤติให้เป็นโอกาส ปรับรื้อระดับโครงสร้างนโยบายต่อผู้หนีภัยฯ จากมุมมองเก่าในการรักษาไว้ซึ่งความมั่นคงของรัฐเป็นสำคัญ สู่ความมุ่งมั่นใหม่ในการยกระดับการพัฒนาความมั่นคงมนุษย์อย่างยั่งยืน ยืนยันท่าทีจากคำมั่นที่รัฐไทยให้ไว้ต่อประชาคมระหว่างประเทศ สนับสนุนอาเซียนในการคลี่คลายวิกฤติการณ์เมียนมาในปัจจุบัน รวมทั้งหาทางออกที่คำถึงถึงปัจเจกในประเด็นการให้สัญชาติ และการจัดการที่ครอบคลุมในเรื่องพื้นที่พักพิงชั่วคราวที่จะไม่ทิ้งใครไว้ข้างหลัง

สารนิพนธ์ฉบับนี้มีวัตถุประสงค์การวิจัย สองข้อ คือ หนึ่ง การวิเคราะห์เหตุปัจจัยที่ทำให้องค์การการบินพลเรือนระหว่างประเทศ (International Civil Aviation Organization : ICAO) ทำงานด้านการกำกับดูแลมาตรฐานความปลอดภัยได้อย่างมีเข้มแข็งและมีประสิทธิภาพ โดยพิจารณาจากการที่ประเทศต่างๆ ยอมรับและปฏิบัติตาม ข้อกำหนดต่างๆ ที่เกี่ยวข้องกับมาตรฐานความปลอดภัย และ สอง เพื่อแสดงให้เห็นการทำงานของ ICAO และการปฏิบัติตามข้อกำหนดของประเทศสมาชิกจากปัจจัยที่ได้วิเคราะห์ไว้ โดยใช้กรณีประเทศไทยที่ ICAO เข้ามาตรวจสอบและได้รับเครื่องหมายธงแดงเป็นกรณีศึกษา สารนิพนธ์มีข้อเสนอหลักตามกรอบแนวคิดทฤษฎี Neoliberal Institutionalism ว่า ICAO สามารถช่วยรัฐสมาชิกบรรลุความร่วมมือและผลประโยชน์ร่วมกันในด้านการบินพลเรือนด้วยการทำหน้าที่วางข้อกำหนดเกี่ยวกับมาตรฐานและมาตรการด้านความปลอดภัยให้รัฐสมาชิกรับไปปฏิบัติ และจัดระบบตรวจสอบการรักษามาตรฐานของสมาชิก ความเข้มแข็งของ ICAO มาจาก สามปัจจัยสำคัญ ปัจจัยแรกมาจากการที่ ICAO เป็นกลไกเชิงสถาบันทำหน้าที่เป็นจุดประสานการกำหนดและตรวจสอบมาตรฐานความปลอดภัยของกิจการการบินพลเรือนระหว่างประเทศ ทำให้การดำเนินการของแต่ละประเทศเป็นไปอย่างสอดคล้องและมีประสิทธิภาพสม่ำเสมอกัน ปัจจัยที่สอง การปฏิบัติตามข้อกำหนดและคำวินิจฉัยของ ICAO มาจากการที่แต่ละประเทศมุ่งรักษาผลประโยชน์ของตนเอง ไม่ต้องการนำเรื่องความปลอดภัยของการบินพลเรือนไปเสี่ยงกับประเทศที่ ICAO ตรวจสอบพบว่าการดำเนินการไม่ได้มาตรฐาน และปัจจัยที่สาม มาจากข้อเสนอของ Ian Hurd เกี่ยวกับความสัมพันธ์ระหว่างความชอบธรรมขององค์การระหว่างประเทศกับการปฏิบัติตามของรัฐสมาชิก สารนิพนธ์เสนอว่า ICAO ได้รับการยอมรับจากรัฐสมาชิกเพราะกฎข้อบังคับและมาตรฐานด้านความปลอดภัย ICAO มีความน่าเชื่อถือ ได้รับการพัฒนาอย่างต่อเนื่อง และแนวทางดำเนินการตรวจสอบของ ICAO มีความชัดเจน โปร่งใส และปฏิบัติต่อทุกประเทศด้วยมาตรฐานและแบบแผนอย่างเดียวกัน กรณีศึกษาประไทยกับ ICAO สะท้อนให้เห็นถึงความสำคัญของปัจจัยทั้งสามอย่างชัดเจน ดังจะเห็นได้ว่าหลังจากไม่ผ่านการตรวจสอบและได้รับธงแดง ทางการไทยได้เร่งแก้ปัญหานี้อย่างเร่งด่วนโดยถือเป็นวาระระดับชาติเพื่อปรับปรุงระบบกำกับดูแลกิจการการบินพลเรือนของไทยให้ได้ตามมาตรฐานของ ICAO จากกรณีศึกษานี้ สารนิพนธ์มีข้อเสนอแนะให้หน่วยงานที่เกี่ยวข้องกับด้านการบินควรมีการพัฒนามาตรฐานความปลอดภัย ปรับปรุงและแก้ไขข้อกำหนดต่างๆ อีกทั้งควรมีการประชาสัมพันธ์และให้ความรู้ที่เป็นมาตรฐานเพื่อประสิทธิภาพสูงสุดในการปฏิบัติงาน

สารนิพนธ์ฉบับนี้ มีวัตถุประสงค์ในการศึกษากระบวนการจัดส่งแรงงานหมอนวดหญิงไทยข้ามชาติที่มีการขูดรีดแรงงานภายในห่วงโซ่อุปทานการค้าแรงงานหญิง ซึ่งเป็นผลทำให้แรงงานดังกล่าวต้องเผชิญกับสภาวะความเปราะบางในด้านต่าง ๆ ซึ่งนำไปสู่ปัญหาการค้ามนุษย์ในเกาหลีใต้ ตั้งแต่ปี 2004 – 2021 สารนิพนธ์ฉบับนี้มุ่งศึกษาเพื่อตอบคำถามว่า แรงงานหญิงไทยที่เดินทางไปทำงานนวดในเกาหลีใต้ถูกขูดรีดและตกเป็นส่วนหนึ่งของกระบวนการการค้ามนุษย์ในเกาหลีใต้ได้อย่างไร โดยสารนิพนธ์เล่มนี้เป็นการวิจัยเชิงคุณภาพที่เน้นวิเคราะห์ข้อมูลผ่านการสัมภาษณ์ผู้ที่เกี่ยวข้อง 2 กลุ่ม คือ แรงงานหญิงไทยที่เคยเป็นหมอนวดในเกาหลีใต้ จำนวน 15 คน และเจ้าหน้าที่ภาครัฐที่มีความเกี่ยวข้องในการให้ความช่วยเหลือแรงงานไทยผิดกฎหมายในเกาหลีใต้ จำนวน 3 คน โดยใช้แนวคิดของ Rhacel Salazar Parreñas เกี่ยวกับการแบ่งงานกันทำระหว่างเพศชายและเพศหญิงในระดับโลกที่ยึดโยงอยู่กับห่วงโซ่อุปทานการค้าแรงงานหญิง เป็นกรอบความคิดหลัก โดยผลการศึกษาพบว่า การแสวงหาผลประโยชน์จากแรงงานนวดในเกาหลีใต้นั้นซับซ้อนและเกี่ยวข้องกับหลายตัวแสดง รวมทั้งการขูดรีดแรงงานและการค้ามนุษย์สามารถเกิดขึ้นทั้งในประเทศต้นทาง ประเทศทางผ่าน ประเทศปลายทาง และสามารถเกิดขึ้นในระหว่างกระบวนการในเวลาเดียวกันได้อีกด้วย นอกจากนี้ ยังพบว่า เครือข่ายนายหน้าจัดหางานข้ามชาติล้วนมีส่วนช่วยในการสร้างแรงดึงดูดแรงงานหญิงไทยให้เดินทางไปทำงานอย่างผิดกฎหมายได้ง่ายและสะดวกกว่าการเดินทางไปทำงานโดยผ่านกระบวนการจัดส่งแรงงานของรัฐ อย่างไรก็ตาม ในการแก้ปัญหาการแสวงหาผลประโยชน์จากแรงงานนวด เราต้องนำข้อเสนอแนะและความคิดเห็นจากกลุ่มแรงงานหมอนวดหญิงไทยมาเป็นแนวทาง นอกจากนี้ ควรมีการจัดสรรโควตาแรงงานไทยอย่างยุติธรรมและเท่าเทียมกันระหว่างเพศชายและหญิง การเสนอให้อาชีพนวดถูกกฎหมายสำหรับแรงงานต่างชาติในเกาหลีใต้ รวมถึงการกำหนดบทลงโทษที่เข้มงวดในการดำเนินคดีกับนายจ้างหรือนายหน้าที่มีส่วนเกี่ยวข้องกับการค้ามนุษย์
