This article examines the transformation in Mexican politics from a neoliberal state to a one lead by a left wing populist leader and its impacts on environmental policy in the country. Specifically, looking at the election of AMLO in 2018 and prior neoliberal environmental policies (NAFTA and Pena Nieto's energy reform). This article looks at the motivations and outcomes of these policies to better understand environmental impact.

This dissertation examines why the Vatican as a global religious organization and the smallest state in the world is able to successfully mediate some difficult and intractable conflicts while it fails to do so in other cases. Drawing from the New Liberalism theory in International Relations, the mediation theory and the literature on the Vatican as a player in world affairs, it suggests the important role of the Vatican's institutions at both the global and local level, besides its spiritual and moral leverage. Since the beginning of the millennium, all the regional energy players in the East Mediterranean had good cooperation with little intra-state rivalry or tensions. The Arab Gas Pipeline was successfully carrying Egyptian natural gas to Jordon, Lebanon, Syria and Israel. Egypt had signed agreements to further connect with the Turkish pipeline network, carrying natural gas to the European markets. However, the Egyptian government was facing an internal challenge concerning the normalization of economic relations with Israel. Public opinion was completely against the deal, yet the rest of the Arab Gas Pipeline destinations represented aspiration for further Arab cooperation.

What role do domestic audiences play in authoritarian policy making? This study examines the relationship between newspapers and assertive foreign policy. Specifically, this study conducts content analyses of state-published newspapers during periods of unprecedented assertiveness in the South China Sea. Borrowing from Galtung’s theory of peace journalism, this study analyzes valence patterns used in 99 separate articles published in Xinhua, China Daily, People’s Daily, and Global Times. Additionally, this study examines the visibility of these articles, to better understand their prominence in national coverage. This Article examines the fiduciary duties of for-profit managers in modern liberal society. To arrive at the right "mix" of these duties, it compares the fiduciary duties implied by a standard descriptive model of our society with two competing normative models: Lockean libertarianism on the "right" and neo-classical republicanism on the "left." This comparison shows that all three versions of liberalism, even the one with a Lockean nightwatchman state, require far more extensive duties than we now expect, including a professionalization of management itself. วิทยานิพนธ์ฉบับนี้มีวัตถุประสงค์ในการศึกษาสองประเด็นด้วยกันคือ 1. เพื่อศึกษาเทคโนโลยีที่ส่งผลต่อชนชั้นทางสังคม 2. เพื่อศึกษาลักษณะชนชั้นทางสังคมของแกร็บแท็กซี่ ซึ่งเป็นการวิจัยเชิงคุณภาพ (Qualitative Research) ในลักษณะที่เป็นกรณีศึกษา (Case Study) ผู้เขียนรวบรวมข้อมูลจากเอกสารและการสังเกตแบบมีส่วนร่วม (Participant Observation) มาวิเคราะห์ข้อมูล โดยนำข้อมูลที่ได้จากการค้นคว้าวิจัยมาเชื่อมโยงและหาความสัมพันธ์ของข้อมูล เพื่อที่จะนำไปสู่การตีความ (Hermeneutics) ผลการศึกษาชี้ให้เห็นว่า เทคโนโลยีเป็นปัจจัยสำคัญในการพัฒนาของระบบทุนนิยมแพลตฟอร์มในปัจจุบัน และเป็นปัจจัยที่ทำให้ความสัมพันธ์ทางชนชั้นเปลี่ยนไปจากเดิม เป็นความสัมพันธ์ระหว่างผู้มีและไม่มีอำนาจในการควบคุมแพลตฟอร์ม(ปัจจัยในการผลิต) การแสวงหากำไรจากแพลตฟอร์ม และทำให้แพลตฟอร์มนั้นเสมือนเป็นของสาธารณะ แกร็บแท็กซี่เป็นหนึ่งในอาชีพที่ต้องพึ่งพาแพลตฟอร์มในการทำงาน ส่งผลให้ลักษณะการทำงานของแกร็บแท็กซี่มีลักษณะคล้ายคลึงกับชนชั้นกลาง กล่าวคือเป็นเจ้าของปัจจัยในการผลิตเอง เลือกเวลาในการทำงานเองได้ แบกรับความเสี่ยงที่เกิดขึ้นเสมือนเป็นเจ้าของธุรกิจส่วนตัว และสามารถเลือกทำงานแกร็บแท็กซี่ในเวลาว่างหลังเสร็จสิ้นจากงานประจำได้ เป็นอิสระในการตัดสินใจที่เกี่ยวข้องกับการทำงาน และในขณะเดียวกันนั้นแกร็บแท็กซี่ก็มีลักษณะคล้ายคลึงกับชนชั้นแรงงานที่ถูกแพลตฟอร์มของบรรษัทข้ามชาติขูดรีดมูลค่าส่วนเกินด้วย ดังนั้นอาชีพแกร็บแท็กซี่จึงมีความเป็นชนชั้นกลางและชนชั้นแรงงานในบางเวลา สอดคล้องกับทฤษฏีตำแหน่งของชนชั้นที่ขัดแย้งกันเองภายใน (Contradictory Class Location theory)

Abstract

The relationship between perspective taking abilities, political centrism, and outgroup derogation is not defined at this time. While previous research has demonstrated a negative relationship between political centrism and outgroup derogation (Van Prooijen, Krouwel, Boiten, & Eendebak, 2015), the relationship between the other variables is unclear. Therefore, the current study sought to measure the relationship between (1) perspective taking abilities and political centrism, (2) perspective taking and outgroup derogation, (3) political centrism and outgroup derogation and lastly, (4) whether the relationship between perspective taking abilities and political outgroup derogation would be mediated by an individual's level of political centrism.

Tracing Biometric Assemblages in India’s Surveillance State seeks to understand the historical conditions that rendered the nation-state of India as having the world’s largest biometric surveillance system: Aadhaar. Surveillance practices used by the British Raj mirrors the current social order of the ruling Bharatiya Janata Party (BJP), as they use surveillance to similar ends in today’s political economy, through the intersecting forces of neoliberalism and ethnonationalism. This thesis is an exploration into how India’s current surveillance regimes cultivate biometric surveillant assemblages through Aadhaar. This thesis explores the social movements and civil society activism to protect the rivers that flow through Bangladesh—the cradle and terminal delta floodplain of the transboundary Ganges, Brahmaputra, and Meghna river systems—, as well as ways to build regional cooperation and watershed democracy in South Asia. The research drew on four overarching fields of study: environmental justice, southern environmentalism, ecological nationalism, and environmental governance. Sports victory constitutes an important part of propaganda in authoritarian states. The heavy state investment in sports industries and sports culture in China illustrates the political importance of sports. However, few studies have systematically examined the exact impact of sports propaganda on public opinion. Using a survey experiment conducted in two Chinese cities, this article finds that broadcast highlighting national sports achievements has significant positive effects on general satisfaction and compliance with the local governments. These results expand on the small but growing literature on the effects of sports on political opinions and help detail the specific ways in which …

Government shutdowns are a relatively frequent, yet understudied, phenomenon in American politics. To better understand these shutdowns, I present them as competitions between parties in two areas: First, the policy space, in which each party tries to end a shutdown with a policy that coincides with that party’s ideology and; second, the public opinion space, in which each party attempts to win support from the public. I use both qualitative (case studies), and quantitative (formal and statistical models) methods to evaluate shutdowns using this lens. The president has emerged from this milieu as the strongest political actor in the administrative state because of their ability to leverage political appointees and the centralized EOP to protect their agenda from entrepreneurial bureaucrats and a rivalrous Congress. The “Spanish Exception” refers to Spain’s lack, until recently, of a populist right-wing party. Vox became the first party to the right of the conservative PP to win seats in a regional election in 2018 and in general elections in April and November of 2019. Vox is currently the third largest political party in the Spanish parliament, bringing an end to Spanish exceptionalism. While some US policymakers argue that economic sanctions always work and continue to use them as a key foreign policy tool, and while some other scholars argue that sanctions never work, this thesis focuses on when, not if, sanctions work. Contextualizing a discussion of the effectiveness of sanctioning undemocratic regimes in the Middle East and North Africa around the early 2000s shift away from US hegemony back to multipolarity, I conclude that the rise of Russia, China, and smaller states in the early 2000s affected the process through which the US is able to sanction adversarial regimes. สารนิพนธ์ฉบับนี้ต้องการศึกษาความล่าช้าในการดำเนินโครงการรถไฟความเร็วสูงไทย-จีน ซึ่งถือเป็นโครงการที่สำคัญในการสานความสัมพันธ์ระหว่างประเทศไทยกับจีนโดยเฉพาะอย่างยิ่งในด้านเศรษฐกิจ เนื่องจากความร่วมมือดังกล่าวถือเป็นปัจจัยที่เกื้อหนุนการพัฒนาเศรษฐกิจของไทยและจีนผ่านการสร้างระบบเครือข่ายการคมนาคมขนส่งในภูมิภาค ทั้งนี้ การที่จีนให้การรับรองรัฐบาลรัฐประหารในไทยที่นำโดยพลเอกประยุทธ์ จันทร์โอชา ในปี ค.ศ. 2014 เปิดโอกาสให้จีนเข้ามาผลักดันให้รัฐบาลไทยเร่งดำเนินการสานต่อโครงการดังกล่าว ซึ่งหลายฝ่ายคาดว่า ด้วยความสัมพันธ์ที่ดีระหว่างรัฐบาลทั้งสองจะทำให้การดำเนินการโครงการฯ เป็นไปได้อย่างรวดเร็ว แต่ในความเป็นจริงเกิดความล่าช้ามาโดยทั้งสองฝ่ายไม่สามารถบรรลุข้อตกลงได้อย่างรวดเร็ว จากการศึกษาครั้งนี้พบว่า ความล่าช้าดังกล่าวเกิดจากความพยายามของรัฐบาลไทยที่ต้องการรักษาสมดุลระหว่างความสัมพันธ์ที่ใกล้ชิดกับจีนและความชอบธรรมภายในประเทศ ในขณะที่รัฐบาลไทยให้ฝ่ายจีนเป็นผู้ดำเนินการโครงการฯ โดยปราศจากคู่แข่ง แต่ก็พยายามแสดงให้สาธารณชนเห็นว่าการมีความสัมพันธ์ที่ดีกับจีนมิได้ทำให้ไทยต้องอ่อนข้อและอาจทำให้ประเทศไทยเสียผลประโยชน์แห่งชาติดังที่ถูกวิพากษ์วิจารณ์ จึงส่งผลให้การเจรจาไม่สามารถหาข้อยุติได้โดยง่าย ซึ่งสร้างความไม่พึงพอใจให้กับฝ่ายจีนและกลายมาเป็นประเด็นปัญหาท้าทายต่อรัฐบาลในการดำเนินความสัมพันธ์กับจีน กรณีศึกษานี้แสดงให้เห็นว่า ถึงแม้ว่ารัฐบาลพลเอกประยุทธ์ฯ จะมีอำนาจเด็ดขาดในการดำเนินนโยบายแต่ยังคงต้องรักษาความชอบธรรมของระบอบการปกครองแบบเผด็จการท่ามกลางความขัดแย้งทางการเมืองที่รุนแรงในไทยที่มีมาตลอดทศวรรษนับตั้งแต่การรัฐประหารโค้นล้มรัฐบาลพันตำรวจเอกทักษิณ ชินวัตร ในปี ค.ศ. 2006

สารนิพนธ์ฉบับนี้มุ่งศึกษาการดำเนินการของคณะมนตรีสิทธิมนุษยชนแห่งสหประชาชาติ (HRC) ต่อปัญหาการละเมิดสิทธิมนุษยชนชาวโรฮีนจาในเมียนมา เพื่อวิเคราะห์ผลการดำเนินการของ HRC ว่ามีอิทธิพลต่อท่าทีด้านสิทธิมนุษยชนของรัฐบาลเมียนมาอย่างไร และเผชิญอุปสรรคและข้อจำกัดอย่างไร โดยผู้วิจัยจะใช้กรอบแนวคิดกระบวนการขัดเกลาทางสังคมและแบบจำลองสไปรัลมาประกอบการวิเคราะห์ จากการศึกษาพบว่า HRC มุ่งแก้ไขปัญหาการละเมิดสิทธิมนุษยชนข้างต้น โดยการเปิดเวทีให้ภาคส่วนระหว่างประเทศเรียกร้องและมีข้อเสนอแนะให้เมียนมายอมรับบรรทัดฐานด้านสิทธิมนุษยชนผ่านกลไกการประชุมสมัยสามัญและสมัยพิเศษและกระบวนการ UPR ในขณะที่มอบอำนาจให้ผู้รายงานพิเศษฯ ประมวลข้อมูลการละเมิดสิทธิมนุษยชนชาวโรฮีนจา เพื่อเผยแพร่ประเด็นดังกล่าวเข้าสู่การรับรู้ของประชาคมโลก ซึ่งการดำเนินการดังกล่าวได้ส่งผลให้เมียนมาตอบสนองโดยการปฏิเสธข้อกล่าวหาที่มีต่อรัฐบาล อย่างไรก็ตาม เมียนมาได้ปฏิบัติตามข้อเสนอของ HRC ในบางประเด็น เช่น การพิสูจน์สัญชาติ การส่งกลับผู้หนีภัยโดยสมัครใจ แต่เป็นการปฏิบัติที่ไม่สอดคล้องกับบรรทัดฐานสิทธิมนุษยชนสากลมากนัก โดยเมื่อวิเคราะห์ผ่านแบบจำลองสไปรัลนั้น ถือได้ว่า การตอบสนองของเมียนมาต่อ HRC ยังคงอยู่ในช่วงระยะเปลี่ยนผ่านจากระยะที่ 2 ไปสู่ระยะที่ 3 ทั้งนี้ การที่ HRC ไม่สามารถส่งเสริมให้เมียนมาปฏิบัติตามบรรทัดฐานด้านสิทธิมนุษยชนจนนำไปสู่ระยะที่ 5 ของแบบจำลองสไปรัลนั้น เกิดจากอุปสรรคและข้อจำกัดที่เกี่ยวข้องกับภาคประชาสังคมภายในประเทศ รัฐบาลเมียนมา และกลไกของ HRC ซึ่งจำเป็นต้องมีการดำเนินการร่วมกันในหลายภาคส่วนเพื่อให้เมียนมาเปลี่ยนแปลงท่าทีและยอมรับบรรทัดฐานสิทธิมนุษยชนสากลมากขึ้น และนำไปสู่การแก้ไขปัญหาการละเมิดสิทธิมนุษยชนชาวโรฮีนจาในระยะยาว

สารนิพนธ์ฉบับนี้มุ่งศึกษาความสำคัญของประเทศจีน ที่ได้ “ปักหมุด” ทางยุทธศาสตร์การเข้ามาลงทุนในโครงการพัฒนาระเบียงเศรษฐกิจพิเศษภาคตะวันออก (EEC) ของประเทศไทย โดยใช้กรอบแนวคิดของการป้องกันความเสี่ยง (Hedging) ที่เป็นการเข้ารวมกลุ่มสมัครพรรคพวกกับรัฐที่เข้มแข็งกว่าเพื่อผลประโยชน์ (Bandwagoning For Profit) มาเพื่อวิเคราะห์ความร่วมมือทางเศรษฐกิจระหว่างประเทศไทยและประเทศจีน โดยเป้าหมายสำคัญในการป้องกันความเสี่ยงที่จะทำให้ประเทศไทยเกิดสภาวะพึ่งพาต่อประเทศใดประเทศหนึ่งมากเกินไป จนอาจจะทำให้เสียสมดุลที่ส่งผลกระทบต่ออธิปไตยและผลประโยชน์แห่งชาติของประเทศไทย จากการศึกษาพบว่า นโยบายต่างประเทศของไทยได้หันเข้าหาประเทศจีนมากกว่าสหรัฐฯอย่างชัดเจน ซึ่งได้ส่งผลกระทบให้ประเทศไทยเสียสมดุล (Balance) ในความสัมพันธ์ระหว่างมหาอำนาจขั้วตรงข้ามไปอย่างหลีกเลี่ยงไม่ได้ จนทำให้ประเทศไทยต้องพบกับความเสี่ยง และความยากลำบากจากการขาดอิสระในการกำหนดนโยบายต่างประเทศที่จะต้องยึดถือเอาลำดับความสำคัญ (Prioritize) ในการรักษาความสัมพันธ์ที่มีกับประเทศจีนเป็นหลัก จึงมีข้อเสนอแนะในการยึดจุดยืนของประเทศไทยจากการที่อยู่ในยุทธศาสตร์ของมหาอำนาจทั้งสอง (Cooperative Security Locations) โดยหากประเทศไทยดำเนินนโยบายต่างประเทศที่รักษาสมดุลระหว่างมหาอำนาจทั้งสองได้อย่างดี ย่อมจะก่อให้เกิดผลประโยชน์แห่งชาติสูงสุดแก่ประเทศไทย รัฐบาลไทยจึงต้องตระหนักถึงความสำคัญในประเด็นนี้ก่อนที่จะสายเกินไป เพื่อที่จะนำพาประเทศไปในทิศทางที่ถูกต้อง และสร้างสมดุลอันนำมาซึ่งความมั่นคง รวมถึงการผลักดันด้านเศรษฐกิจให้กับประเทศไทย ภายใต้บริบทยุคโลกาภิวัตน์ในปัจจุบัน
