This study investigates the dynamic relationship between fiscal decentralization, local government size, and regional economic growth in Indonesia. Integrating fiscal federalism theory with the Armey curve framework, the study examines whether decentralization reshapes the scale of subnational governments and how this influences growth outcomes. Using balanced panel data from 26 Indonesian provinces over the period 1995–2020, the analysis employs dynamic panel estimators based on the Generalized Method of Moments (GMM) to address endogeneity, persistence, and unobserved heterogeneity. The results reveal a nuanced relationship between fiscal decentralization and government size. Greater revenue autonomy is associated with a contraction in government size …

The misidentification of monetary policy shocks typically produces the price, and the exchange rate puzzles in empirical studies. Numerous identification approaches have been introduced in the VAR literature, and these approaches have been applied to address anomalies in various countries. This study examines how well these identification approaches have worked in resolving price and exchange rate puzzles under state dominance in the financial sector in a highly dollarized and shallow financial market environment of Central Asian Economies (CAEs). Nepal’s constitutional commitment to a “socialism-oriented” state places social justice, equitable access to resources and housing, and protection of marginalized populations at the center of national development discourse. However, persistent landlessness, informal settlements, unemployment, youth outmigration, and unequal access to infrastructure reveal a significant gap between constitutional aspirations and socioeconomic realities.

Surveillance pricing is a method of price discrimination in which firms use personal data to set individualized prices. While this practice is often criticized on grounds of privacy, unfairness, or exploitation, these objections do not fully explain what is morally objectionable about surveillance pricing. This paper examines surveillance pricing through the lenses of price discrimination, market competition, efficiency, exploitation, and deception. I argue that surveillance pricing is not inherently unethical merely because it results in different consumers paying different prices for the same product. Nor is it necessarily objectionable when it promotes mutually beneficial exchanges and efficient market outcomes. The …

This study examines the development of the blue economy in Madura through bibliometric analysis, focusing on research trends and economic structural changes from 2020 to 2024, as well as analyzing gaps and potential areas for future research. The methodology employed is a quantitative approach utilizing bibliometric methods. Data were obtained from scientific publications and analyzed using metrics that measure the ratio of citations to publications.

This dissertation contributes to empirical economics research by examining three settings in which historical shocks, behavioral constraints, and localized public events affect social relations, decision quality, and public safety. The first chapter examines the persistence of historical religious conflict in contemporary Hindu–Muslim relations in India. The second chapter studies how time pressure affects decision quality in online chess. The third chapter analyzes the localized traffic-safety externalities of NFL game days. Across these settings, the dissertation uses large-scale data and quasi-experimental research designs to distinguish causal effects from selection, spatial concentration, and persistent local conditions.

The Other Side Of Peruvian Private Pension System, Paolo Daniel Jara

Between 2020 and 2025, Peru's Congress authorized eight extraordinary withdrawal rounds from the Private Pension System (SPP), liquidating USD 38 billion. This paper argues that the trajectory is the empirical convergence of two analytically distinct failures. The first, from below, reflects the mismatch between the system's behavioral assumptions and a heterogeneous, predominantly informal workforce. The second, from above, reflects short-cycle electoral incentives, institutional asymmetry between Congress and the regulator, and slippery-slope dynamics. The paper proposes a reform combining free disposal of pension funds with individual fiscal responsibility, mediated by a binding waiver of the state-funded solidarity pension.

The purpose of this article is to develop a reform proposal for current pension systems based on a robust political economy approach. The research is documentary, conducting critical analysis of texts and evidence collection from various pension schemes from a public choice perspective to elaborate a comparative institutional analysis. Pension schemes, being influenced by political processes, are susceptible to adopting institutions that are inefficient, so a politically and economically robust reform is proposed. State public pension systems manage over $6 trillion in assets while facing approximately $1.3 trillion in unfunded liabilities, raising fundamental questions about governance effectiveness and fiduciary accountability. This Article examines these challenges through the analytical framework of governance, applying insights from public choice, principal-agent models, and corporate governance to argue that details in implementation significantly impact outcomes. We offer Ohio’s State Teachers Retirement System (STRS) as a case study. Recent governance reforms in Ohio—including legislative restructuring of the STRS board and enactment of fiduciary standards legislation modeled on the American Legislative Exchange Council’s framework—suggest the potential for earlier governance problems. …

Although cooperatives are widely regarded as an important part of Indonesia’s economy and have a large membership base, the contribution of cooperatives to regional economic output in Indonesia has never been systematically examined. This study provides the first multi-year, fixed-effects panel evidence of cooperative–GRDP linkages for all 34 Indonesian provinces (2017–2023) in a Cobb-Douglas production function framework with province and year fixed effects. Two outcome variables are estimated: Gross Regional Domestic Product (GRDP) and the Unemployment Rate (Unemp). This study introduces the Cooling Desert Index (CDI), a composite spatial measure designed to identify census tracts in New York City where extreme heat vulnerability and structural barriers to adaptive cooling converge. Drawing on five publicly available datasets and a seven phase statistical pipeline, the CDI scores all 2,231 NYC census tracts on a continuous 0 to 100 scale by integrating heat exposure, severe rent burden, household income, racial composition, language access, disability status, and housing crowding. We examine whether the largest place-based, firm-specific corporate subsidies (“Megadeals”) awarded by state and local governments affect local firms’ innovation. First, we document that 1) subsidy firms innovate in the subsidized county and 2) subsidy firms bring inventors from other counties into the subsidized county, consistent with subsidy firms generating new knowledge locally. In our main test, we use a stacked cohort design with stringent fixed effects to document that local firms increase patenting following a Megadeal. Who is enlisting in Fiscal Year 2025, and what state-level characteristics are associated with military enlistment rates, service selection, and recruit quality? This study documents the geographic landscape of U.S. military accessions during a period of recruiting recovery, filling a gap in the literature by providing a current, empirical description of who enlists and from where in today’s All-Volunteer Force. Chapter 1 explores the strategic behavior of provincial leaders in China in response to visits by central government leaders. I find that such behavior is correlated with provincial leaders’ personal characteristics and their connections with the visitors. Meanwhile, acting strategically during these visits has a positive and significant effect on overall promotions, but a positive and insignificant effect on promotions to the most important positions in the Politburo.

This dissertation contributes to theoretical framing within the discipline of library science, while building out empirical methods for quantitatively valuing broadly loved public libraries. Chapter 1 lays the foundation for understanding how analysis public libraries must always be set within regional contexts. Chapter 2 demonstrates that positive voter valuation of public libraries is driven by proximity to a library building by using data from public funding referendum events. Chapter 3 estimates a reduction of 0.75 percentage point (p=0.002) in graduation rates where public libraries were closed (but school instruction was in-person) from COVID closures. State governments operate under strict fiscal constraints that limit their ability to respond to economic downturns through borrowing or monetary policy, making tax composition a key determinant of fiscal stability. This paper evaluates how variation in state tax revenue composition affects fiscal resilience during economic shocks, focusing on the Great Recession. While prior research shows that individual tax instruments differ in cyclicality, less is known about how overall tax structure shapes revenue performance during and after shocks. Minimum Parking Requirements (MPR) are municipal zoning ordinances mandating a set number of off-street parking spaces for new developments. Since the 1950s, MPR has been the near-universal way American municipalities supply parking, though growing criticisms since the late 1990s have targeted the policy for distorting development patterns, imposing high costs, and subsidizing personal vehicle use. Beginning in the early 2010s and increasingly in the early 2020s, cities and counties across the United States have moved to reform or eliminate MPR. More specifically, it examines the role that large amounts of money in politics play in shaping political power and representation. The central argument of this project is that reducing the influence of big money in political campaigns and policymaking is necessary for creating a more fair and representative democratic system. However, information about these agreements is often fragmented across multiple sources, making it difficult for researchers, policymakers, and the public to understand how different treaties relate to one another. The U.S. healthcare system faces dual challenges: rising hospital prices and declining capacity. Between 2000 and 2024, average hospital expenses per adjusted inpatient day increased from approximately $1,000 to over $3,000, while hospital beds per capita declined from 3.11 to 2.45. This capstone evaluates three policy alternatives to address affordability and accessibility: restrictions on most-favored nation clauses in insurance-provider contracts, elimination of federal tax exemptions on employer-sponsored health insurance, and repeal of certificate of need (CON) laws. Members of professional associations pay dues to professional associations for a variety of reasons, including lobbying. This can lead to a free-rider problem if non-members enjoy the benefits without paying. Using 2023 data from 30 states, we revisit earlier work on the free-riding problem by analyzing how continuing education requirements, number of optometrists, benefit salience, and legal services affect membership rates. We find no significant relationship between continuing education hours or total optometrists and membership percentages. We introduce two variables measuring selective incentives: salience of advertised benefits and availability of legal services. Legal services exhibit a negative association with membership …

This thesis proposes the conversion of the Social Security Trust Fund into a sovereign wealth fund (SWF), paired with the phased creation of a mandatory retirement savings system for all working-age Americans. In response to forecasts projecting Trust Fund depletion by 2034, the proposed portfolio shift would diversify assets beyond U.S. Treasuries into global equities, real estate, alternatives, and fixed income, with the goal of enhancing long-term returns while remaining passively managed. This article refines the concept of black swans, typically described as highly unlikely and catastrophic events, to be internally consistent. It explores features of the financial system that prevent the eradication of black swans. The main implication is the need to enhance the financial system’s resilience to withstand unforeseen events rather than focus on past crises. The article introduces a “resilience principle” for designing official-sector policies that can achieve such goals. The principle calls for policies that are adaptable, universal, and systemic. Moving beyond technology-centered theories of digital transformation, this thesis examines the institutional and governance factors shaping digital public service delivery in Egypt. It analyzes how governance structures, data governance arrangements, and interoperability frameworks influence the extent to which digital transformation initiatives result in integrated, scalable, and citizen-facing public services. Using a qualitative research design, the study draws on an analysis of relevant policy and program documents and semi-structured interviews with key stakeholders involved in digital transformation initiatives in Egypt. Economic development in Sub-Saharan Africa has been shaped by two transformative policy shifts: widespread fiscal decentralization reforms transferring revenue and expenditure authority to subnational governments, and the pursuit of foreign direct investment to supplement domestic capital. Despite the breadth of these reforms, their effectiveness in promoting sustainable economic development remains empirically contested. This dissertation examines three interconnected questions about fiscal governance and capital flows in Sub-Saharan Africa: what determines the extent to which governments decentralize fiscal authority; how county fiscal composition and revenue autonomy shape subnational economic performance; and how foreign direct investment interacts with domestic investment and growth.
