As conditions in the ag economy worsened the early 1980s, it became apparent that m any farmers and ranchers were crisis managing their operations. They responded to situations as they developed, instead of anticipating changes and preparing ways to cope. The South Dakota Cooperative Extension Service (SDCES) realized crisis-managing would be disastrous for many producers and recognized a need for educational programs to help producers manage the crisis. The Planning For Tomorrow Today (PTT) program was developed by the SDCES to meet this need. PTT was designed to be used by any producer, whether he was experiencing financial difficulties or …

"Success" has constantly been a difficult word to define both for family-farm managers as well for those individuals who work closely with them . Past research in successful farm management have tried to measure success through a wide variety of factors: profitability, achieving personal goals, farm survival, farm growth, and financial measures of success such as accumulated wealth or annual profitability. The sustainable agriculture technology followed by South Dakota farmers is characterized by very limited use of synthetic chemical inputs (fertilizers , pesticides) a fundamental emphasis on crop rotations to control weeds, insects , and diseases; and the use of "organic" markets to enhance returns from selling part of farmers' sustainably-produced grains.

Perspectives from business and academia on the relative importance of various skills and attributes were compared. The perspective from academia came from the University of Guelph learning objectives and the AEB simple and complex skills required for undergraduate majors. A survey of Canadian agribusiness firms, including governmental agencies, provided the business perspective. Different types and sizes of businesses were consistent in ranking the relative importance of the various skills and attributes. Nebraska Farm Real Estate Reports

The year, 1988, was one of considerable real estate market activity and rising agricultural land values. These trends were evident across the state according to 1989 Nebraska Farm Real Estate Market Survey reports. The survey revealed an average rate of increase of 25 percent during the 12-month period ending February 1, 1989. This increase, however, represents a percentage change from a base value that reflects several years of declines. In fact, even with the 1988 advances, 1989 land values remain considerably below peak levels of the early 1980s.

There was a renewed optimism during the quarter that substantial growth in output could occur during the year, if the improvement in weather conditions and production environment was sustained. Available data showed that average monthly rainfall during the quarter was 177.53mm, representing a substantial rise over the 15 .4mm of the preceding quarter (which experienced an unusually prolonged dry spell) and about 18.3 per cent over the level of 150.1mm in the corresponding period of 1988. The distribution pattern showed that all the states of the Federation recorded rains during the quarter.

A Proposal For Reallocation Of Federal Grazing-Revisited, B. Delworth Gardner

Over a quarter of a century ago, I analyzed the allocation procedures utilized by the federal agencies which administer livestock grazing on the public lands (Gardner 1962). Two factors contributing to grazing misallocation and reduced range productivity were identified: (1) the "eligibility" requirements that qualify permittees for grazing privileges prevented the utilization of forage by ranchers who would value it most, and (2) use-tenure insecurity resulting from cuts in permitted grazing impeded private investment in range improvements on the public ranges. Telephone interviews were conducted with South Dakota attorneys and Extension farm management specialists. Major areas of agreement and disagreement on the effectiveness of Chapter 12 bankruptcies are discussed. Discussion points include asset valuations, timeliness of assistance provided and reorganization process, and suggestions for improvement of the Chapter 12 bankruptcy process.

Herders, Gatherers And Foragers: The Emerging Botanies Of Children In Rural Sudan, Cindi Katz

The range of children's knowledge of plants and their uses in an agricultural village in Sudan is presented in a context of ecological and economic change. Children participated in procurement of vegetation for food, fodder and fuel needs. In some areas, knowledge of plants was gender and task-specific. Participant-observation and ethnosemantic interview techniques were used to elicit knowledge and construct a children's taxonomy of plant material

This study was conducted during the summer of 1988 to gather information on the current management strategies being implemented on "successful" farms. The initial objective of the study was to examine farm level definitions of success including, but not limited to, family life, goal orientation and financial measures. Management strategies and their implementation processes was to be examined on a whole farm as well as individual enterprise basis. An objective of the study was to follow the decision making process of an individual producer through a complete season or cycle.

This paper focuses on valley/hill town interactions and regional economic processes in the upper Connecticut River Valley of Massachusetts during the late eighteenth and early nineteenth centuries. Merchants, those individuals involved in the trading and movement of commodities, are an especially useful point of departure for investigating such concerns because they operated in the economic space between communities, towns, and regions. Farming Systems Research and Extension (FSR/E) has strongly influenced the direction of agricultural development over the past two decades. Involving farmers, change agents and researchers, this participatory approach to technological improvement has evolved as an efficient means to develop individual components and more integrated systems that are uniquely suited to specific biophysical and socioeconomic conditions. Farmers with similar conditions and for whom specific recommendations are appropriate are grouped, in FSR/E, into identifiable Recommendation Domains. An Incentive-Based Wild Horse Management System On Public Rangeland, Ray G. Huffaker, James E. Wilen, B. Gardner Delworth

This paper explores an incentive-based management system to induce federal grazing permittees to choose sustained cattle stocking strategies which accommodate government-set wild horse numbers and nongrazing uses. Particular attention is paid to constraints imposed by federal grazing statutes. The proposed system employs increased livestock grazing fees to induce permittees to provide increased vegetation for consumption by wild horses and nongrazing uses. The negative impact of increased fees on permittee wealth is counterbalanced with compensatory transfer payments. Taken together, grazing fees and compensation payments induce multiple-use compliance by permittee-stewards and keep their discounted livestock profits intact at some predetermined level.

Farmers in recent years have been faced with economic hardships and an increasing awareness of the environmental impacts of conventional farming practices. These factors have led many farmers to consider "alternative" farming methods and practices to replace conventional farming practices. "Alternative" systems include those going by a variety of labels, not all of which always mean the same thing. Terms used include regenerative sustainable, low-input, and organic, among others. A recently established research and education program of the U.S. Department of Agriculture uses the term "low-input/sustainable agriculture" ("LISA"). Linkages Between Regulated And Unregulated Markets: The Case Of Milk Supply In Kenya, Wayne H. Howard, Ian Mcdonald

Linkages between the regulated and unregulated dairy markets in Kenya were examined using an econometric model of the fluid milk intake for eight processing plants. Counter-intuitive results were obtained: an increase in the regulated price was significant in decreasing intake in the regulated market, indicating that a price increase in the regulated market also increased price and quantity supplied in the unregulated market. Lagged rainfall was a proxy for available feed and was highly significant in explaining milk intake in the regulated market.

Dynamic Adjustment In The U.S. Dairy Industry, Wayne H. Howard, Richard C. Shumway

A dual model is used to examine the dynamic structure of the U.S. dairy industry. Properties implied by the theory of the competitive firm and independent adjustment of two quasi-fixed inputs, labor and herd size, are tested and not rejected. Instantaneous adjustment, however, is soundly rejected for each quasi-fixed input. Input adjustment to optimal levels is estimated to take about two years for labor and ten for cows. Quality adjustments of the labor and cow series do not fully embody the technological change that has occurred in this industry over the study period.
