The Bureau of Reclamation recently announced that its prime mission since 1902-building dams to make the desert bloom in the American West-is pretty much complete. While never really admitting that its newer projects have been economically infeasible, Bureau management has at last recognized that the days of the big public water project are gone. The Bureau now plans to turn its attention and resources to other more pressing problems, such as helping other agencies with construction projects needed to cope with hazardous waste.

Agricultural land values turned upward during 1987, after registering six successive years of decline. The University of Nebraska-Lincoln 1988 Farm
Real Estate Market Survey reported a 13 percent gain for the 12-month period
ending February 1, 1988. Increases were evident for virtually all types of agricultural land and in all areas of the state, although there was variation in magnitude among the substate regions.
The reversal of the long-term decline in agricultural land values stems primarily from improved farm income levels. Also, the preceding devaluation has positioned agricultural land values such that earnings have become more competitive with alternative investment …

Chapter 12 farm reorganization bankruptcy has been available to financially stressed family farms since November, 1986. This report is one of the first empirical studies that examines the major financial characteristics of Chapter 12 farm debtors and their creditors. Debt reduction characteristics of 101 reorganization plans in South Dakota are presented.

The main emphasis of this paper is on the debt repayment difficulties experienced by the Less Developed Countries (LDCs) in the 1980's. These difficulties are a result of a combination of factors which have led to large accumulations of debt in these countries. The outstanding debt of the LDCs increased from $152 billion in 1975 to $850- $875 billion in 1985 (Meltzer, 1987). According to Dale and Mattione (1983), the major reasons country borrowers pursue foreign loans are: (1) Such loans allow both governments and companies to finance investments that will increase income or exports; (2) Foreign loans offer countries …

The topic is of immense interest because of the questions raised about value received for services purchased and because of the large amount of economic resource consumed. The size of the stakes are such that the debate will grow in the near future until some solution is found to remedy the value and cost for service dilemma.

The inventory and condition survey of rangelands in the Ashburton River catchment, undertaken by the Department of Agriculture and Food, Western Australia (DAFWA) between 1976 and 1978, describes and maps the natural resources of the region’s pastoral leasehold land. This survey report provides a baseline record of the existence and condition of the natural area’s resources, to assist with the planning and implementation of land management practices. The report identified and described the condition of soils, landforms, vegetation, habitat, ecosystems, and declared plants and animals. It also assessed the impact of pastoralism and made land management recommendations. The area surveyed …

It has been two years since we met in Punta del Este, two years since leaders from around the world -- representing nations in all stages of economic development -- agreed to launch the Uruguay Round of multilateral trade negotiations. since then, our negotiators have been hard at work. They deserve not only credit, but also continuing encouragement. For what came out of the meeting in Punta del Este in September of 1986 was the most comprehensive and ambitious negotiating agenda ever put before the General Agreement on Tariffs and Trade.

The dissemination of information by extension agents on dairy management practices used to control mastitis and the reception and use of that information by producers are investigated. Producers are surveyed to determine current practices used. The relationship between milk yield, somatic cell count, management practices, and producer and production characteristics is estimated. Subjective probabilities are elicited from "expert," extension agents, and producers concerning the impact and cost of various management practices. Subjective marginal value products and marginal input costs are computed and compared for the respondent groups. Stochastic dominance is used to rank the relative importance of the practices as …

Almost 200,000 American farm families have turned to the Cooperative Extension Service for intensive financial assistance in the last three years. Extension staff from across the country have also provided similar assistance to approximately 1,450 local government units, 8,500 community organizations, and 9,500 rural nonfarm businesses.

Lenders' Perception Of Borrower Participation In Crop Insurance Programs, Burton Pflueger, Brian Schmiesing

The objective of this study was to provide insight to a crop insurance marketing question not previously studied – the viewpoint of lenders financing the premiums for Federal Crop Insurance. The viewpoint of lenders as to the extent of which their producers were participating in a crop insurance program could indicate the current and projected levels of participation, the extent to which lenders regard crop insurance programs as cost effective risk reducing strategies, and reasons for low participation. Thus, a survey of lenders was conducted to address the question of lenders' reaction to borrower participation in crop insurance programs.
