Greater Portland Health (GPH) in collaboration with Preble Street Resource Center was awarded a Medication Assisted Treatment: Prescription Drug & Opioid Addiction (MOUD-PDOA) grant from SAMHSA. The GPH MOUD-PDOA project will include a mixed-methods evaluation led by Catherine E. Cutler Institute. The evaluation team will build knowledge and provide feedback to inform the implementation and refinement of the GPH MOUD-PDOA Program.

We propose a model of intermediated digital markets where data and heterogeneity in tastes and products are deÖning features. A monopolist platform uses superior data to match consumers and multiproduct advertisers. Consumers have heterogenous preferences for the advertisers' product lines and shop on- or o§-platform. The platform monetizes its data by selling targeted advertising space that allows advertisers to tailor their products to each consumer's preferences. We derive the equilibrium product lines and advertising prices. We identify search costs and informational advantages as two sources of the platform's bargaining power. The 2021 Nba Rule Change: Analyzing Strategic Adjustments And Changes In Worker Productivity, Jeremy Long

The NBA introduced a rule change for the 2021/22 season to stop shooters from drawing fouls from “non-basketball moves.” This paper seeks to determine how the 2021 Rule Change has impacted productivity in the NBA and investigate whether it has caused teams to make strategic adjustments. My analysis reveals evidence that the rule change has limited offensive players’ abilities to draw fouls on 3- point shots. While the rule change has rendered non-basketball moves ineffective, there is no evidence of strategic adjustments beyond this arena. I find only limited evidence that the rule change has impacted worker productivity. The findings …

The economics of abundance, along with the sociology of abundance, the law of abundance, and so forth, should be re-framed, linked, and situated in a common context for empirical rather than conceptual research. Abundance may seem to be a new, big thing, between anxiety over information overload, Big Data, and related technological disruptions. But scholars know that abundance is an ancient phenomenon, which only seemed to disappear as twentieth century social science focused on scarcity instead. The FIU Librarians will reveal the statistics from a pilot program to formalize their Incident Management and Problem Management processes using the LibAnswers ticketing system on Springshare's LibGuides CMS. The ticketing system allowed the librarians to track the effectiveness of their troubleshooting steps, measure turnaround time for resolution, and manage their transition to new products and services. The pilot program enhanced interdepartmental communication, improved customer service outcomes, increased transparency, and identified trends and potential problems before they became widespread issues.

The Quality Improvement Center for Workforce Development (QICWD) developed several valuable resources for public child welfare agencies working to build partnerships between child welfare and human resources (HR) professionals to address child welfare workforce challenges. These resources were created for jurisdictions participating in the QIC-WD Child Welfare Workforce Analytics Institutes 1.0 and 2.0 but can be used by any jurisdiction. This paper presents the findings of a study on readiness of the University of Zambia in participating in research data management services in the COVID-19 and post Covid eras. The study adopted a qualitative research method and employed purposive sampling. In-depth interviews were conducted with key informants in the University. Findings reveal a lack of awareness and knowledge about research data management among senior officers and inadequate skills among library staff. On a positive note, the University has a robust information and communication technology (ICT) infrastructure supported by qualified information technology (IT) staff. Effective Extension programming relies on engaging people of all races, ethnicities, and cultures. Extension educators sometimes struggle with how best to engage communities that are not “traditional” program audiences. Centering data visualization on the strength of Black, Latino/Hispanic, Asian, Native American, and other potentially marginalized communities can assist Extension’s work to engage diverse staff, program participants, and advisory board members. For example, using maps to understand what languages people speak at home strengthens the connections between Extension programs and community participants and can inform staff recruitment and advisory board composition. The World Happiness Report is released every year, ranking each country by who is “happier” and explaining the variables and data they have used. This project attempts to build from that base and create a machine learning algorithm that can predict if a country will be in a “happy” or “could be happier” category. Findings show that taking a broader scope of variables can better help predict happiness. Policy implications are discussed in using both big data and considering social indicators to make better and lasting policies.

Artificial intelligence (“AI”)-enabled products are expected to drive economic growth. Training data are important for firms developing AI-enabled products; without training data, firms cannot develop or refine their algorithms. This is particularly the case for AI startups developing new algorithms and products. However, there is no consensus in the literature on which aspects of training data are most important. Using unique survey data of AI startups, we find that startups with access to proprietary training data are more likely to acquire venture capital funding.

COVID-19 has had diverging effects in New York City. Out of the five boroughs, Staten Island has one of the largest percentages of COVID-19 cases relative to population. This research examines key social and spatial factors that contribute to the increase in COVID-19 cases in Staten Island). This chartbook provides an overview of Rural Health Clinic (RHC) characteristics and issues using data from CMS’s Provider of Services file, Medicare Cost Reports, and the Robert Wood Johnson Foundation’s’ County Health Ranking and will be useful to policymakers and others interested in the performance of RHCs nationally. It can also be useful to RHC administrators to benchmark staffing patterns, productivity, and efficiency. Finally, it provides a discussion of the challenges related to collection and reporting of RHC quality data.

This talk provides an overview of "dLOC as Data: A Thematic Approach to Caribbean Newspapers," an initiative developed to increase access to digitized Caribbean newspaper text for bulk download, facilitating computational analysis. Capacity building for future research in Caribbean Studies being a crucial aspect of this initiative, a thematic toolkit was developed to facilitate use of the project data as well as provide replicable processes. The toolkit includes sample text analysis projects, as well as tutorials and detailed project documentation. Ethical Ai Development: Evidence From Ai Startups, James Bessen, Stephen Michael Impink, Lydia Reichensperger, Robert Seamans

Artificial Intelligence startups use training data as direct inputs in product development. These firms must balance numerous trade-offs between ethical issues and data access without substantive guidance from regulators or existing judicial precedence. We survey these startups to determine what actions they have taken to address these ethical issues and the consequences of those actions. We find that 58% of these startups have established a set of AI principles. Startups with data-sharing relationships with high-technology firms; that were impacted by privacy regulations; or with prior (non-seed) funding from institutional investors are more likely to establish ethical AI principles. In 2017, the Chittenden County Regional Planning Commission (CCRPC) completed the most recent update of the region’s Active Transportation Plan (ATP) with the goal of creating “a safe, comfortable, and connected regional network of pedestrian and bicycle routes that appeal to all ages and abilities”. Developing a “robust” bicycle count program was one of the key non-infrastructure recommendations in the ATP (CCRPC, 2017).
