CLCWeb: Comparative Literature and Culture

Ever since ProPublica published their groundbreaking analysis of Northpointe’s Correctional Offender Management Profiling for Alternative Sanctions Core Risk and Needs Assessment software (COMPAS) in 2016, this web-based decision support system (DSS) has spawned a wide range of critiques and charges of racial bias. COMPAS provides a full suite of decision support applications to the US prison-industrial complex, including algorithmically derived recidivism predictions that increasingly guide parole decisions. The larger conversation surrounding COMPAS raises the question of how we analyze powerful, and yet opaque, data assemblages. In this article, I model an allegorical analysis of data assemblages. Purdue University Libraries participated in a multi-institution study about how instructors teach with data in social sciences courses. Thirteen semi-structured interviews were conducted with social sciences faculty who teach undergraduate students to use data, addressing questions about how faculty connect students to data; how students work with data; what types of support faculty have received that informs their teaching with data. Four broad themes emerged from qualitative coding of the interview transcripts: an array of purposes and practices for teaching about data; instructors' experiences, needs, and perspectives; managing wide-ranging student confidence and ability; technical concerns when teaching with data. Computational ontologies are a new type of emerging scientific media (Smith, 2016) that process large quantities of heterogeneous data about portions of reality. Applied computational ontologies are used for semantically integrating (Heiler, 1995; Pileggi & Fernandez-Llatas, 2012) divergent data to represent reality and in so doing applied computational ontologies alter conceptions of materiality and produce new realities based on levels of informational granularity and abstraction (Floridi, 2011), resulting in a new type of informational ontology (Iliadis, 2013) the critical analysis of which requires new methods and frameworks. Beginning in 2011, there have been several policy changes directly affecting the management, preservation, and accessibility of publically-funded research and resulting research data in the United States. In January 18, 2011 the National Science Foundation (NSF) required data management plans to be submitted with all grant proposals. On February 22, 2013, the Office of Science and Technology Policy of the President of the United States extended a similar requirement to all federal agencies who have a research and development budget of more than $100 million. This paper describes the initial results from the Data Information Literacy (DIL) project designed to identify the educational needs of graduate students across a variety of science disciplines and respond with effective educational interventions to meet those needs. The DIL project consists of five teams in disparate disciplines from four academic institutions in the United States. The project teams include a data librarian, a subject-specialist librarian, and a faculty member representing a disciplinary group of students. The Institute of Museum and Library Services funded a two-year project for five teams (each made up of two librarians, one of whom specialized in data services, and a faculty researcher) from four institutions (Purdue University, University of Oregon, University of Minnesota, and Cornell University) to examine the data information literacy needs of graduate student researchers. After identifying the needs of their audience each team developed a tailored approach to bring instruction to their respective graduate students. Researchers increasingly need to integrate the disposition, management and curation of their data into their current workflows. However, it is not yet clear to what extent faculty and students are sufficiently prepared to take on these responsibilities. This paper articulates the need for a data information literacy program (DIL) to prepare students to engage in such an “e-research” environment. Assessments of faculty interviews and student performance in a geoinformatics course provide complementary sources of information, which are then filtered through the perspective of ACRL’s information literacy competency standards to produce a draft set of outcomes for a data information literacy …
