In January 18, 2011 the National Science Foundation (NSF) required data management plans to be submitted with all grant proposals. Frontiers in Public Health Services and Systems Research
Quality improvement (QI) in public health departments is a focus in this sixth issue of Frontiers. Data is important to the development of quality improvement efforts. As we see growth of and meaningful use of electronic health records, the health department is in a position to take the lead as a data hub and to use this information wisely to both improve their QI efforts and link that QI to outcomes.

An Australian food composition database, AUSNUT1999, does not include long chain omega-3 polyunsaturated fatty acid (LC omega-3 PUFA) data. Measurement of the fatty acid content of diets initially analysed using AUSNUT1999 requires conversion to AUSNUT2007, an updated database inclusive of LC omega-3 PUFA. The aim of this study was to convert clinical trial dietary data from AUSNUT1999 to AUSNUT2007 and measure LC omega-3 PUFA intake. Clinical trial diet history (DH) data was converted from AUSNUT1999 to 2007 using a staged approach. Macronutrient intake from AUSNUT1999 and 2007 were calculated and compared via paired t-tests and Wilcoxon Signed Ranks tests. Mean …

[Excerpt] Barbara Bergmann's background paper divides data needs in the antidiscrimination area into data that would be useful in the formulation of national policy and data that would be useful as an aid in enforcing the laws and executive orders against discrimination. Although the former are likely to be of greatest concern to the commission, she has performed a valuable service by discussing these interrelated needs in one place. This study was commissioned by the Hawkesbury-Nepean (HNCMA), Sydney Metropolitan (SMCMA) and Southern Rivers (SRCMA) Catchment Management Authorities and undertaken by the University of Wollongong to collate existing data and to provide a preliminary assessment of the potential impacts of coal seam gas (CSG) and coal mining activities on environmental assets within the three CMA regions, where environmental assets were defined under three broad themes; water, land and biodiversity. This study formed part of the Australian Federal Government’s Department of Sustainability, Environment, Water, Population and Communities (SEWPaC) Bioregional Assessment initiative within regions potentially affected by CSG and coal mining activities. …

In recent years there have been some significant research towards the ability of processing related data, particularly the relatedness among atomic elements in a structure with those in another structure. A number of approaches have been developed with various degrees of success. This chapter provides an overview of machine learning approaches for the encoding of related atomic elements in one structure with those in other structures. The chapter briefly reviews a number of unsupervised approaches for such data structures which can be used for solving generic classification, regression, and clustering problems. Twenty-four years ago, in 1987, I made a presentation called “Basic Ready Reference: Documents that a Reference Librarian Cannot Live Without” at a meeting of the Iowa Library Association Government Documents Round Table. My top recommendation was the Statistical Abstract of the United States, that annual compendium of data so familiar and indispensible to American librarians everywhere. Twelve years ago, in 1999, I made a similar presentation at the NLA/NEMA Annual Conference, and again the Statistical Abstract took its place as the preeminent resource. In this paper, the application of space time block codes in a very high data rate multiband-OFDM ultra-wideband (VHDR MB-OFDM UWB) system, where the Modified Dual Carrier Modulation (MDCM) scheme and Low Density Parity Check codes are deployed, is investigated. First, we present a new table-based mapping approach and derive soft-demapping expressions for the MDCM scheme. We then propose a space-time-frequency coded VHDR MB-OFDM UWB system by incorporating space time block codes into the conventional VHDR MB-OFDM UWB system. In this paper, we investigate a multiband-orthogonal frequency division multiplexing ultra-wideband (MB-OFDM UWB) system with very high data rates (VHDR) of several gigabits per second (Gbps). We propose a DSTTD-based VHDR MB-OFDM UWB system by incorporating a double space-time transmit diversity (DSTTD) scheme into the conventional MB-OFDM UWB system. At the receiver, an efficient soft-demapper that takes into consideration the noise enhancement due to a zero-forcing equalization is developed. Because of the inherent multilevel nature of census data, it is often appropriate to use multilevel models to investigate relationships between census variables. For a local population, the data available from the census allow a three-level nested model to be assumed, with an individual level (level 1), an enumeration district (ED) level (level 2), and a ward level (level 3). The consequences of ignoring one of the three levels in this model are assessed here theoretically. Empirical results, based on 1991 UK Census data, are also provided, comparing the variance components estimated from the three-level model with analyses based on …

This paper applies the theory of the quasi-likelihood method to model-based inference for sample surveys. Currently, much of the theory related to sample surveys is based on the theory of maximum likelihood. The maximum likelihood approach is available only when the full probability structure of the survey data is known. However, this knowledge is rarely available in practice. Based on central limit theory, statisticians are often willing to accept the assumption that data have, say, a normal probability structure. However, such an assumption may not be reasonable in many situations in which sample surveys are used. We establish a framework …

Ecological inference attempts to draw conclusions concerning individual-level relationships using data in the form of aggregates for groups in the population. The groups are often geographically defined. A fundamental statistical issue is how much information aggregate data contain concerning the relationships and parameters that we are trying to estimate. The information affects the standard errors of estimates as well as the power of any tests of hypothesis. It also affects the ability to tell, from the aggregate data, which different models under consideration are supported by the data. In this chapter likelihood-based methods are considered. This report is the second in a series of companion papers describing the effects of atmospheric light scattering in observations of atmospheric carbon dioxide (CO2) by the Greenhouse gases Observing SATellite (GOSAT), in orbit since 23 January 2009. Here we summarize the retrievals from six previously published algorithms; retrieving column-averaged dry air mole fractions of CO2 (XCO2) during 22 months of operation of GOSAT from June 2009. First, we compare data products from each algorithm with ground-based remote sensing observations by Total Carbon Column Observing Network (TCCON). Despite carefully crafted job descriptions, e-science or data librarians find that there is little consensus on position responsibilities and required competencies. Consequently, these librarians tend to customize their positions around what their clientele require. Indeed, data “Curation Service Models [are] driven by user requirements”. Therefore, it’s not just about the data – it’s about the people. Specifically, it’s about the different cultures of user groups and librarians and how to communicate effectively across these groups. This paper describes the initial results from the Data Information Literacy (DIL) project designed to identify the educational needs of graduate students across a variety of science disciplines and respond with effective educational interventions to meet those needs. The DIL project consists of five teams in disparate disciplines from four academic institutions in the United States. The project teams include a data librarian, a subject-specialist librarian, and a faculty member representing a disciplinary group of students. Interviews of the students and faculty members present a detailed snapshot of graduate student needs in data management education. Following our study, educational programs …

Are Low-Skill Public Sector Workers Really Overpaid? A Quasi-Differenced Panel Data Analysis, Peter Siminski

Public–private sectoral wage differentials have been studied extensively using quantile regression techniques. These typically find large public sector premiums at the bottom of the wage distribution. This may imply that low skill workers are ‘overpaid’, prompting concerns over efficiency. We note several other potential explanations for this result and explicitly test whether the premium varies with skill, using Australian data. We use a quasi-differenced Generalized Method of Moments (GMM) panel data model which has not been previously applied to this topic, internationally.
