Military strategy was long described as atheoretical—an art that could only be fully comprehended by military genius. This contention is no longer held, as military staffs, comprised of experts and specialists, are able to formulate strategy aided by mini-theories of strategy and a process that takes advantage of collective wisdom rather than singular genius. But the mini-theories of strategy remain underdeveloped and an overarching theory of military strategy does not yet exist. Middle-Skill Jobs Remain More Common Among Rural Workers, Justin R. Young

This issue brief uses data from the Current Population Survey collected from 2003 to 2012 to assess trends in employment in middle-skill jobs and the Great Recession’s impact on middle-skill workers, with particular attention paid to differences between those in rural and urban places. Author Justin Young reports that roughly half (51 percent) of American workers living in rural areas held middle-skill jobs in 2012—positions requiring at least some on-the-job training, an apprenticeship-type experience, or postsecondary education but no more than a two-year degree. The Relationship Between Video Game Use And Couple Attachment Behaviors In Committed Romantic Relationships, Jamie Mcclellan Smith

This study examines whether the single or shared leisure activity of video gaming or a report of it as a problem is negatively related to couple attachment behaviors (accessibility, responsiveness, and engagement). The model suggests that individual frequency of violent video game use, individual frequency of nonviolent video game use, and couple video game use frequency predict negative couple attachment behaviors. In addition, video game playing that is perceived as a problem in the relationship serves as a mediator variable in the model. Data were collected using the Relationship Evaluation questionnaire (RELATE). The sample includes 2,112 couples who reported seriously …

Tracing contraband downloads leads investigators to an IP address, and in turn Internet Service Providers (ISP) can provide a physical location using this IP address. However, most homes and offices share this IP address among many computers using wireless networks. In other words, there needs to be another investigation to find out which computer was responsible for contraband downloads. To make matters worse, these shared wireless networks often have vulnerabilities in access control such as using WEP or using weak passwords. The “cloud” is idiom for an ill-defined set of online services. The cloud simultaneously offers IT savings and promises advances in functionality (e.g., ubiquity). However, the cloud also imposes poorly understood burdens on security and it may provoke injustice. Thus, the cloud presents a durable and seemingly irreconcilable conundrum for the digital forensics communit(ies). First, cloud proponents make efficiency promises for cloud services (SaaS, IaaS, PaaS). These translate well into the digital forensics domain. This conceptual piece analyzes the role of criminal punishment and the nature of cyber crime to investigate whether the current punishment schemes are appropriate given the deontological and utilitarian goals of punishment: retribution, deterrence, incapacitation, and rehabilitation. The computer forensic discipline was established around 2000 in China, which was further developed along with Chinese judicial appraisal system in 2005. The new criminal and civil procedure laws of the People’s Republic of China was enacted on 1 Jan 2013. The new laws specified electronic data is legal evidence and has great impact on the current practice on handling electronic evidence. This paper introduces the electronic data and electronic evidence examination procedure in mainland China, the general concept of computer forensic legal system, the management of computer judicial experts, the management of computer judicial expertise institutions.

Quality Of Care In Community Health Centers And Factors Associated With Performance, Julia Paradise, Peter Shin, Jessica Sharac, Sara J. Rosenbaum, Kaiser Commission On Medicaid And The Uninsured

This study examines quality performance among community health centers (CHC) on three key measures of primary and preventive care — diabetes and blood pressure control and timely Pap tests — using quality in Medicaid managed care organizations (MCO) as a benchmark. The study also identifies factors that differ significantly between high- and lower-performing health centers. Most health centers perform better than 75% of all Medicaid MCOs on the two chronic care measures, and more than 1 in 10 exceed this benchmark on all three quality measures. Few health centers lag behind average Medicaid MCO performance on all three measures. Lower-performing …

Evaluating A Social And Emotional Learning Curriculum, Strong Kids, Implemented School-Wide, Thomas Jonathan Kramer

The goal of this study was to explore whether Strong Kids could result in improved social and emotional competence when implemented as a school-wide universal intervention. No prior studies have examined this question. This study also evaluated whether teachers could implement Strong Kids as it was designed and whether they viewed it as socially valid. It used a non-equivalent control group design. The treatment school in the study involved 348 students and 17 teachers from a Title I school. School demographics indicated that 61% of students were Hispanic, 37% White, and 2% of other ethnicities. Approximately 82% of the students …
