The Role Of History And Political Studies In Post-Genocide Reconstruction And Development, Charles Kabwete Mulinda

Journal of African Conflicts and Peace Studies

This paper argues for complementarity between social sciences, such as history and political studies on the one hand, and science and technology on the other hand. It insists that Africa and Rwanda in particular need the discipline of history in conjunction with science and technology in order to teach knowledge that is complete and to target African renaissance, that is, sustainable development and sustainable peace.

It also makes an advocacy for History and Political Science disciplines because of particular crises that those programmes are currently facing at the National University of Rwanda (NUR). But it does also put those crises …

After the genocide perpetuated against Tutsi, the government of Rwanda took on the path to rebuild the country. Education became Rwanda’s priority in order to recover the lost human resource capacity. The government also focused on unity and reconciliation to create harmony among Rwandans. Science and technology has been advanced as one of the key solutions to Rwanda’s development needs. Information sharing between public safety organizations and communities is critical in emergency situations, especially large-scale events such as floods, earthquakes, and hurricanes. In recent years, according to the U.S. Department of Homeland Security (DHS), “Social media and collaborative technologies have become critical components of emergency preparedness, response, and recovery.” Through the use of social media, members of the public who witness incidents can provide public safety organizations with timely, geographic-based information. This information can be used by decision-makers in planning response strategies, deploying resources in the field, and, in turn, providing updated and accurate information to the public.

There is a need in the humanities for a 3D WebGIS with analytical tools that allow researchers to analyze 3D models linked to spatially referenced data. Geographic Information Systems (GIS) allow for complex spatial analysis of 2.5D data. For example, they offer bird’s eye views of landscapes with extruded building footprints, but one cannot ‘get on the ground’ and interact with true 3D models from a pedestrian perspective. Meanwhile, 3D models and virtual environments visualize data in 3D space, but analytical tools are simple rotation or lighting effects. Children’s interactions with peers in early childhood have been consistently linked to their academic and social outcomes. Although both child and classroom characteristics have been implicated as contributors to children’s success, there has been scant research linking child temperament, teacher–child relationship quality, and peer interactions in the same study. The purpose of this study is to examine children’s early temperament, rated at preschool age, as a predictor of interactions with peers (i.e., aggression, relational aggression, victimization, and prosociality) in third grade while considering teacher–child relationship quality in kindergarten through second grades as a moderator and mediator of this association. Over the past 50 years, the idea of merging a city with its neighboring or surrounding county has been contemplated in many American cities, voted upon in a few, and enacted in even fewer. The most prominent American mergers have been Jacksonville, FL; Indianapolis, IN; Nashville, TN; and Lexington, KY. Other cities—including Pittsburgh, PA and Memphis, TN— have attempted mergers, but failed at various stages in the process. City/county consolidation has been a controversial topic, with advocates and opponents pointing to different metrics that support their expectations for the consequences of a merger. Drinking And Driving: A Bivariate Examination Of Select Correlates Of Drunk Driving Among Adolescents, Linda Cirillo

Modern Psychological Studies

Using the 2009 YRBS data set, this study examined bivariate correlations between select correlates of drunk driving among adolescents. Results show statistically significant correlations between age at first drink, binge drink, and marijuana use and drunk driving. While there has been a slight downward trend in reported incidents of current drinking and driving among adolescents (CDC, 2012), the social, emotional, and economic costs to families and communities remain high. For these reasons, there is a continued need for education of drinking impairment with adolescents to emphasize that driving is a privilege not a right and can have detrimental consequences when …

The Rates Of Overweight And Obesity Across Racial/Ethnic Group: Focus On Latinos And Latino Subgroups, Sou Hyung Jang

Center for Latin American, Caribbean, and Latino Studies

Introduction: This study examines demographic and socioeconomic factors of racial/ethnic groups in the United States – particularly the obesity rate of Latinos.

Methods: Data on Latinos and other racial/ethnic groups were obtained from the U.S. Census Bureau American Community Survey, reorganized for public use by the Minnesota Population Center, University of Minnesota, IPUMSusa. Cases in the dataset were weighted and analyzed to produce population estimates.

Results: Americans on average are increasingly becoming more overweight and the problems associated with higher levels of obesity are growing. In the U.S. the Latino population has higher rates of overweight and obesity compared to …

Unconscious Priming Requires Early Visual Cortex At Specific Temporal Phases Of Processing, Marjan Persuh, Tony Ro

Although examples of unconscious shape priming have been well documented, whether such priming requires early visual cortex (V1/V2) has not been established. In the current study, we used TMS of V1/V2 at varying temporal intervals to suppress the visibility of preceding shape primes while the interval between primes and targets was kept constant. Our results show that, although conscious perception requires V1/V2, unconscious priming can occur without V1/V2 at an intermediate temporal interval but not at early (5–25 msec) or later (65–125 msec) stages of processing. The Evolution Of ‘Theory Of Mind:’ Theory And Experiments, Erik O. Kimbrough, Nikolaus Robalino, Arthur Robson

This paper provides an evolutionary foundation for our capacity to attribute preferences to others. This ability is intrinsic to game theory, and is a key component of “Theory of Mind,” perhaps the capstone of social cognition. We argue here that this component of theory of mind allows organisms to efficiently modify their behavior in strategic environments with a persistent element of novelty. Such environments are represented here by multistage games of perfect information with randomly chosen outcomes. “Theory of Mind” then yields a sharp, unambiguous advantage over less sophisticated, behavioral approaches to strategic interaction. A game of incomplete information can be decomposed into a basic game and an information structure. The basic game defines the set of actions, the set of payoff states the payoff functions and the common prior over the payoff states. The information structure refers to the signals that the players receive in the game. We characterize the set of outcomes that can arise in Bayes Nash equilibrium if players observe the given information structure but may also observe additional signals. The characterization corresponds to the set of (a version of) incomplete information correlated equilibria which we dub Bayes correlated equilibria. …
