This study examined the direct and moderating effects of alcohol outlet density, social disorganization, and land use on violence in a large college town whose economy is driven by the presence of a flagship state university. Empirical literature points to a consistent association between alcohol outlet density and assault density, and recent research has found social disorganization and land use to moderate the association in urban areas. However, little research has been done to determine whether similar associations hold outside large urban cities. Using geocoded data on assaults and alcohol outlets in Bloomington, Indiana, we estimated ordinary least squares and …

This project sought to understand the relationship between urban form, transit service characteristics, and ridership measured at the stop level. Most previous work in this area has looked at these issues separately, by either linking system performance (e.g. on-time performance, cost, etc.) to ridership or exploring the connection between urban form (e.g. density) and transit use. This project synthesized these disparate approaches. While transit service characteristics (e.g. frequency, travel time, etc.) are important to help individuals reach their desired destinations, most transit users are pedestrians at the beginning and end of any transit trip. The U.S. Census Bureau’s latest Small Area Income and Poverty Estimates (SAIPE), released in December 2012, show an increase in poverty in Oregon and nationwide from 2010 to 2011. During this period, the nation’s poverty rate rose from 15.3 percent ( /- 0.1 percent) to 15.9 percent ( /- 0.1 percent), while the rate in Oregon rose sharply from 15.8 percent ( /- 0.3 percent) to 17.3 percent ( /- 0.4 percent). Both the national and state increases are statistically significant. In 2011, Oregon had the sixteenth highest rate of poverty (tied with Oklahoma) among the fifty states and the …

Article 35(8) of the Constitution of the Republic of Singapore states that the Attorney-General, as the Public Prosecutor, “shall have the power, exercisable at his discretion, to institute, conduct or discontinue any proceedings for any offence”. This prosecutorial discretion, though extremely wide, is not an unfettered one and must not be exercised in bad faith or in breach of constitutional rights. With respect to the equality provision in the Constitution, the Prosecution has to give unbiased consideration to all potential accused persons and avoid any irrelevant considerations. The statutory remedy for oppression plays an important role in minority shareholder protection in Singapore. Both the scope of its application and the court's jurisdiction to make remedial orders must necessarily be wide in order for the remedy to be effective. Nevertheless, the remedy is not without limits. Indeed, it is crucial that the boundaries of the remedy be made clear so that legitimate rule of the majority is not too often, and erroneously, equated with tyranny by the majority. In Maldives Airports Co Ltd v GMR Malé International Airport Pte Ltd [2013] SGCA 16, the Singapore Court of Appeal discharged an interim injunction in aid of arbitration granted by the High Court against, inter alios, the Government of the Republic of Maldives. In doing so, the Court of Appeal not only gave helpful guidance on the granting of interim relief under s 12A of the International Arbitration Act, it also touched upon issues of public international law.

Decomposing The Changes Of The Divisia Price Index: Application To Inflation In The Philippines, Tomoki Fujii

We decompose the logarithmic change in the Divisia price index into the pure price, substitution, and preference effects, although the latter two effects are hard to distinguish in practice. This decomposition allows us to identify the incidence and contributing factors of inflation. In the Philippines, we find that the preference effect is much smaller than the pure price effect in all provinces. We also find that rich deciles have experienced a higher inflation than poor deciles between 1988 and 2006. However, the gap in the standards of living has actually widened because poor deciles lagged behind in consumption growth.

We study a mechanism design problem where arbitrary restrictions are placed on the sets of first-order beliefs of agents. Calling these restrictions Δ, we use Δ-rationalizability (Battigalli and Siniscalchi, 2003, [5]) as our solution concept, and require that a mechanism virtually implement a socially desirable outcome. We obtain two necessary conditions, Δ-incentive compatibility and Δ-measurability and show that the latter is satisfied as long as a particular zero-measure set of first-order beliefs is ruled out. In environments allowing small transfers of utility among agents, these two conditions are also sufficient.

Public policies supporting market-oriented strategies to develop mixed-income communities have become ascendant in the United States and a number of other countries around the world. Although framed as addressing both market goals of revitalization and social goals of poverty deconcentration and inclusion, these efforts at ‘positive gentrifcation’ also generate a set of fundamental tensions — between integration and exclusion, use value and exchange value, appropriation and control, poverty and development — that play out in particular concrete ways on the ground. This paper shows that it is possible to track the changes in the distribution of power within a couple by focusing on the changes in the pattern of private consumption when the consumption decisions are efficient and private consumption is separable from public consumption in individual preferences. We first show that the separability of private consumption from public consumption at the individual level carries over to the household level. Hence, changes in public consumption only matters through a change in the residual budget available for private consumption. Continuous-time Levy processes have become increasingly popular in the asset pricing literature and estimation of the mean reversion parameter has attracted attention recently. This paper develops the approximate nite-sample bias of the ordinary least squares or quasi maximum likelihood estimator of the mean reversion parameter in continuous-time Levy processes. Simulations show that in general the approximate bias works well in capturing the true bias of the mean reversion estimator under difference scenarios. However, when the time span is small and the mean reversion parameter is approaching its lower bound, we find it more difficult to approximate well the nite-sample bias.

Central place theory is a key building block of economic geography and an empirically plausible description of city systems. This paper provides a rationale for central place theory via a dynamic programming formulation of the social planner's problem of city hierarchy. We show that there must be one and only one immediate smaller city between two neighboring larger-sized cities in any optimal solution. If the fixed cost of setting up a city is a power function, then the immediate smaller city will be located in the middle, confirming the locational pattern suggested by Christaller [4] . This report presents an analysis of information relating to attacks, attempted attacks, and plots against high-speed rail (HSR) systems. It draws upon empirical data from MTI’s Database of Terrorist and Serious Criminal Attacks Against Public Surface Transportation and from reviews of selected HSR systems, including onsite observations. The report also examines the history of safety accidents and other HSR incidents that resulted in fatalities, injuries, or extensive asset damage to examine the inherent vulnerabilities (and strengths) of HSR systems and how these might affect the consequences of terrorist attacks. Critical research questions in the study of addictive behaviors concern how these behaviors change over time - either as the result of intervention or in naturalistic settings. The combination of count outcomes that are often strongly skewed with many zeroes (e.g., days using, number of total drinks, number of drinking consequences) with repeated assessments (e.g., longitudinal follow-up after intervention or daily diary data) present challenges for data analyses. The current article provides a tutorial on methods for analyzing longitudinal substance use data, focusing on Poisson, zero-inflated, and hurdle mixed models, which are types of hierarchical or multilevel models. In the immediate aftermath of 9/11, the primary weakness of US foreign policy, particularly in Southeast Asia which is home to the largest Muslim community in the world, was that it was driven by concerns over archipelagic Southeast Asia as the “second front” in the “global war against terror.” Military warfare and coercive legislation and enforcement are grossly inadequate in winning the hearts and minds of a community. Liberal democratic governments may differ in both their kind and degree of democracy. However, the literature too often conflates this distinction, hindering our ability to understand what kinds of governing structures are more democratic. To clarify this issue, the article examines two prominent contemporary models of democracy: developmental liberal democracy (DLD) and protective liberal democracy (PLD). While the former takes a 'thicker' approach to governance than the latter, conventional wisdom holds that these systems differ only in kind rather than degree. Social Relations, Health Behaviors, And Health Outcomes: A Survey And Synthesis, Louis Tay, Kenneth Tan, Ed Diener, Elizabeth Gonzalez

The primary goal of this paper is to summarise current evidence on social relations and health, specifically how social integration and social support are related to health behaviors and health outcomes, using results from published reviews. Our analysis revealed that social relations are beneficial for health behaviors such as chronic illness self-management and decreased suicidal tendency. The salutary effects of general measures of social relations (e.g. being validated, being cared for, etc.) on health behaviors (e.g. healthy diet, physical activity, smoking, alcohol abuse) are weaker, but specific measures of social relations targeting corresponding health behaviors are more predictive. Singapore amended the expert opinion evidence provisions in its Evidence Act (EA) in 2012. The criteria for admissibility have been broadened, but the courts are now also expressly given the discretion to exclude relevant expert opinion evidence if it is ‘in the interests of justice’. This article explains why the 2012 amendments have raised more questions than answered them. First, Parliament did not appear to have properly appreciated the distinction—as conceptualised by the EA—between legal and logical relevance and relevance and admissibility. Globalization, privatization, and CHANging ideas about the roles of business and government are transforming the social contract under which business is allowed to operate. Global companies are also policy-makers and public goods providers, governments seek profits through state-owned enterprises and sovereign wealth funds, and everyone is trying to figure out how to partner with everyone else. This article examines the two-decade evolution of the Asia-Pacific Economic Cooperation (APEC) and the future prospects for Asian regionalism. It argues that while APEC retains advantages over competing regional structures, it should undergo reforms to accelerate the Bogor Goals and ensure its complementarity with the World Trade Organization (WTO). The article first analyzes the impact of stake-holding countries’ trade policies on APEC’s structure and development. By assessing APEC’s soft-law mechanism, it explores APEC’s WTO-plus contributions that reinvigorated the International Technology Agreement negotiations and improved supply chain facilitation. Using a mixed methods, interdisciplinary case study approach, this research project explores the benefits, risks, and challenges of male migration for women who reside in San Juan Guelavía, Oaxaca, Mexico. In a unique approach in the field of migration studies, this project considers not only women whose husbands have migrated--absent husbands--but also the impact of male migration on women whose husbands have returned as well as women whose husbands have never left--anchored husbands.
