Since the 1980s, privatization has gained increasing acceptance among state governments. Yet, few empirical studies have investigated the factors influencing the level of state government privatization focusing on a multitude of programs and services aggregated across departments. Most prior state level empirical research has emphasized single cases or programs but has not addressed the aggregate level of privatization undertakings across the states. The paucity of empirical research that investigated the amount of state privatization and the drivers thereof created an important gap in the literature that this study attempted to fill. Traffic incidents on urban freeways are a major source of congestion and travel time uncertainty. In particular, large-scale incidents have longer durations and need more incident response resources. As such, large-scale incidents deserve more attention by practitioners and researchers. The objective of this study is to analyze large-scale incidents and explore their correlates and implications for traffic operations. An innovative analysis method, based on a 2008 incident data set from the Hampton Roads Traffic Operation Center (HRTOC) in Hampton Roads, Virginia was developed (N=59176). Counselors at residential agencies are sometimes assaulted by physically aggressive clients (Flannery & Walker, 2001, 2008). As a possible result of this professional hazard, mental health professionals typically resign from residential counseling positions after approximately 14.6 weeks (Connis, 1979). Although job satisfaction and counselor confidence in coping with client aggression have been widely studied individually in the context of residential settings, researchers have examined these variables together. Rurality is a term that can be used to describe rural residency and the cultural characteristics of rural individuals and areas. In Virginia, the availability of dual enrollment classes for high school students has varied, depending on the interest of the local school division and the community college's president in whose service region the school division is located. The worked-example effect, an application of cognitive load theory, is a well-supported method of instruction for well-structured problems (Chandler and Sweller, 1991; Cooper and Sweller, 1987; Sweller and Cooper, 1985; Tuovinen & Sweller, 1999; Ward and Sweller, 1990). One limitation is expertise-reversal effect, where advanced students perform less well when exposed to worked examples than when exposed to traditional problem solving (Kalyuga, Ayres, Chandler, & Sweller, 2003; Kalyuga, Chandler, & Sweller, 1998; Kalyuga, Chandler, Tuovinen, & Sweller, 2001). There have been several theoretical frameworks that acknowledge trust as a prime mediator between system characteristics and automation reliance. Some researchers have operationally defined trust as the behavior exhibited. Other researchers have suggested that although trust may guide operator response behaviors, trust does not completely determine the behavior and advocate the use of subjective measures of trust. Previous macro-level studies show that the condition of the pavement is associated with roadway safety. However, this premise has not been examined on a micro-level using detailed pavement distress variables (PDVs). The main focus of this research will be to expand the use of the PDV data to further understand the safety risks associated with the type of pavement and each individual PDV by analyzing the likelihood of having a rear-end and/or injurious crash, given that a crash occurs.

The historical roots of the Emergency Management concept in the U.S. date back to 19th century. As disasters occurred, policies relating to disaster response have been developed, and many statuary provisions, including several Federal Disaster Relief Acts, conceptually established the framework of Emergency Management. American attitudes toward marijuana have varied greatly from the time it was criminalized in the 1930's until 2010, and public opinion favoring the legalization of marijuana has steadily risen since 1990. Since the media is purported to have had an impact on the legislation rather than objective risk factors, it is possible that the marijuana epidemic could be the result of a socially constructed moral panic. As such, this study utilized General Social Survey data to examine the relationship between media exposure and attitudes toward the legalization of marijuana from 1975 through 2010, 1975 through 1990, and 1991 through 2010. …

In this dissertation, I combine methods from Technical Communication, Cultural and Media Studies, and User Experience Design to trace the social and creative practices of social web participants. Using actor network theory, I explore the concept of participation as social and creative practice that demands coordinative knowledge work enacted within a cultural space. Leveraging the insight gained from this research, I develop the user experience of participation as a research and design methodology that privileges the movement of people and information in order to structure and re-structure social connections.

A gap currently exists between the sources of international law in the canon of jus cogens or peremptory norms. This gap is observed in the comparison of the rhetoric perpetuated by the community of international lawyers and the actions of states. It is especially apparent in the two oldest tenets of jus cogens, the prohibitions against piracy and slavery. The disconnect between rhetoric and reality exposes the limitations and the political nature of international law.

The purpose of this dissertation is to discover the VMT impact of each level of proximity in order to help government identify key locations for housing development, and thereby lower VMT and reduce dependence on foreign oil. Signage represents more than directions or policies; it is informational, promotional, and sets the tone of the environment. To be effective, signage must be consistent, concise, and free of jargon and punitive language. An efficient assessment of signage should include a complete inventory of existing signage, including an analysis of the types of signs, its location, language, and its design. This article outlines the steps involved in a comprehensive signage audit, which along with a literature review, provides the foundation for creating a signage policy, best practices guidelines, and a branding strategy for future signage.

The failure to appoint counsel in misdemeanor cases may represent one of the most widespread violations of federal constitutional rights in criminal cases. A decade ago, in Alabama v. Shelton, the Supreme Court held that indigent defendants sentenced to suspended terms of incarceration in misdemeanor cases have a constitutional right to appointed counsel, even if the defendant is never actually incarcerated. Several factors contribute to this omission. First, some jurisdictions have simply refused to honor the Court's holding. Second, potentially unconstitutional barriers to the appointment of counsel-including prohibitively high fees imposed on defendants, failures to fully inform defendants of their …

In this study, I used participant observation in a second-grade Sheltered English Immersion classroom to investigate how race and gender identities in elementary school may be affecting the gendered achievement gap among Latino students in high school. I spent two weeks working closely with the teacher in this classroom, and gathered data on standardized test scores, discipline in the classroom, and achievement in the classroom as they related to gender.
I found that, while boys and girls acted out at about an equal rate, boys who acted out did so frequently and severely, while nearly all girls acted out, but …

This thesis explores the sustainability of the teaching profession by examining teachers’ professional identities and goals and their work conditions. The author concludes that most teachers, while committed to their classrooms, cannot remain teachers in public schools for many years because there are too many structural conditions that compromise their morale and energy. Preliminary research has demonstrated reductions in alcohol-related harm associated with increased use of protective behavioral strategies (PBS) and higher levels of drinking refusal self-efficacy (DRSE). To extend research that has evaluated these protective factors independently of one another, the present study examined the interactive effects of PBS use and DRSE in predicting alcohol outcomes. Participants were 1084 college students (63% female) who completed online surveys. Two hierarchical linear regression models revealed that both DRSE and PBS use predicted alcohol use and consequences. Charities In Politics: A Reappraisal, Brian Galle

Federal law significantly limits the political activities of charities, but no one really knows why. In the wake of Citizens United, the absence of any strong normative grounding for the limits may leave the rules vulnerable to constitutional challenge. This Article steps into that breach, offering a set of policy reasons to separate politics from charity. I also sketch ways in which my more precise exposition of the rationale for the limits helps guide interpretation of the complex legal rules implementing them.
