While the current economic climate is challenging, it provides an opportunity to assess critical workforce and talent issues facing the manufacturing community. In March 2009, Dr. Joel Elvery of Cleveland State University’s Maxine Goodman Levin College of Urban Affairs released the Employment and Wage Trends of Manufacturing Occupations in the Cleveland-Elyria PMSA analysis. The analysis identified occupations that appear to be “pain-points” for employers - or open positions that are hard to fill and thus, in high demand.

Permanent Electronic Access To Government Information: A Study Of Federal, State, And Local Documents., Claudene Sproles, Angel Clemons
Permanent Electronic Access To Government Information: A Study Of Federal, State, And Local Documents., Claudene Sproles, Angel Clemons
Faculty and Staff Scholarship
Even before the conception of electronic-only documents, providing permanent public access to government information was challenging. Since 1813, federal depository libraries have acquired and maintained tangible items to ensure continued access for the public. Fugitive documents, or government-produced information which escapes distribution through the Federal Depository Library System (FDLP), have always been a major concern. In our current environment, where the vast majority of government information is distributed electronic-only, this problem has only worsened. That, coupled with the ability to completely destroy electronic documents with the click of a mouse, has made the task of finding and ensuring permanent public …

Marriage Preparation Education Programs: An Evaluation Of Essential Elements Of Quality, Geniel Childs
Theses and Dissertations
The efficacy of marriage preparation education (MPE) continues to be demonstrated through participant outcome research. However, understanding the elements that make MPE effective is still unclear and standards for quality have not been established. In an effort to address these deficits and promote improvement in the field of MPE, currently available and widely recognized marriage preparation education programs were examined according an evaluative model created by Hughes (1994). The four components of the Hughes model (content, instructional process, implementation process, and evaluation) outline research-supported elements that are essential in the development of quality family life educational programs. Eight MPE programs …

The focus of this study is crowding out effect and public choice mechanism in determination of education expenditures of local government. Education spending has risen significantly over three last decades. Indonesia 2001's decentralization is rapidly moving the country from one of the most centralized system in the world to one of the most decentralized. The country has embarked on a program of fiscal, administrative and political decentralization at the same time. It has been asserted that larger education expenditures have caused local governments to spend less on other types of government services. Using panel of districts-level data for the period …

Law Making In The Guise Of Procedures: Placing Hurdles To The Right Of Appeal To The National Labor Relations Commission, Emmanuel O. Sales
DLSU Business & Economics Review
It is a legal given that the power to make laws or new norms lies with Congress and this power, granted by the Constitution, cannot be shared with or should not be encroached upon by another branch of government or an instrumentality of a branch. Rule making to implement the law or the promulgation of procedures to establish the process of enforcing rights is not always done subordinate to or in accordance with law. This study posits that the 2005 Rules of Procedure of the National Labor Relations Commission, specifically on the requirements for taking an appeal, is a case …

The framework put forth in this study is being proposed to be used as template for the development of a management development program for SMEs’ owner-managers and as a practical tool for diagnosing SMEs’ support systems.
What Is “The Learning Filipino Firm”?, Raymund B. Habaradas
What Is “The Learning Filipino Firm”?, Raymund B. Habaradas
DLSU Business & Economics Review
“The learning Filipino firm” can be classified into three types, namely the reactive firm, which is a reluctant learner; the adaptive firm, which is an eager learner; and the generative firm, which is a dynamic learner. This typology is based on the hypothesis that a firm’s learning style and its innovative capability is influenced by its organizational design. Among the key dimensions that must be considered are as follows: (a) organizational strategy, (b) organizational structure, and (c) organizational culture. These dimensions are closely intertwined, and, therefore, collectively influence a firm’s ability to constantly renew itself.

Exciting, New Information Literacy Outreach Efforts To International Students, John Hickok
LOEX Conference Proceedings 2007
Universities across the U.S. are seeing incredible growth in the enrollments of international/ESL (English as a Second Language) students. But often, these students arrive with limited library/Information Literacy skills, and reaching out to them is a challenge—they may feel self-conscience with speaking English or may be overwhelmed by the library’s unfamiliarity, and therefore avoid taking advantage of library assistance or training. Because of this, the library at one California State University has launched several exciting, new outreach efforts to international students.
A first effort is “going to them, rather than waiting for them to come,” by directly visiting student cultural …

Occurrence Of Rumination: Effects Of Feedback Valence, Self-Disclosure, And Social Anxiety, Chun Han Chen
Student Work
Rumination, defined as repetitive and automatic thought reviewing of negative experiences, was the major object to explore. The research contemplated the mechanism facilitating the occurrence of ruminative thoughts. The hypothesis was that negative emotion from depreciated performance as well as the task requiring self-disclosure might instigate the intense discomfort within which rumination might occur. The researcher examined the potential interaction effect of Performance Feedback x Self-disclosure on rumination. In addition, stable individual characteristics of social anxiety might affect rumination. The statistical analysis explored the predictive effect of social anxiety on rumination. When the situation required one to disclose the self …

Malaysia's Transitional Moment? : Democratic Transition Theory And The Problem Of Malaysian Exceptionalism., Jason P. Abbott
Malaysia's Transitional Moment? : Democratic Transition Theory And The Problem Of Malaysian Exceptionalism., Jason P. Abbott
Faculty and Staff Scholarship
Many theorists of democratization transition have, either explicitly or implicitly, a teleological concept of political progress, liberalization and reform. For such theorists, countries such as Malaysia are therefore in transition towards substantive 'full' liberal democracy. Taken in this light, the significant advances by opposition political parties in the 2008 federal and state elections in Malaysia represent a major advance towards this end goal. While many have highlighted that Malaysia may in fact be an exception to this rule, this paper contends instead that the Malaysian case study challenges the central tenets of democratic transition more profoundly. Indeed, since independence the …
