Is the analysis of patron–client networks still important to the understanding of developing country politics or has it now been overtaken by a focus on ‘social capital’? Drawing on seventeen country studies of the political environment for livestock policy in poor countries, this article concludes that although the nature of patronage has changed significantly, it remains highly relevant to the ways peasant interests are treated. Peasant populations were found either to have no clear connection to their political leaders or to be controlled by political clientage. Furthermore, communities ‘free’ of patron–client ties to the centre generally are not better represented …

The Pennsylvania Legislature's Senate Judiciary Committee and House Judiciary Committee jointly commissioned this study of the criminal offense grading scheme contained in Pennsylvania criminal statutes. This Final Report, which was presented to a joint session of the two Committees on December 15, 2009, examines the extent to which current Pennsylvania law defines offenses with offense grades that are inconsistent with the relative seriousness of the offense as compared to other offenses, based upon an empirical survey of Pennsylvania residents. Why have foreign counterinsurgency operations had such low success rates since 1945? While operations of this type succeeded at the rate of 85.71% during the period of 1816-1945, they declined by 56.30 percentage points to just 29.49% during period of 1945-1997 (Sarkees, 2000: 123-144). This occurred even though foreign powers were often fighting in the same territories where they had previously been overwhelmingly victorious.

I argue that military defeats suffered by European states during the Second World War convinced the peoples of the developing world that colonial control could be successfully challenged. As guerrilla struggles emerged in post-war Asia and …

On the 26th of December, 2004, a tsunami impacted the countries surrounding the Indian Ocean, immediately killing over two hundred and eighty thousand people, displacing another million people, and initially causing at least US$10 billion in damage. The response by the international community was swift and massive. Disaster decision-makers who led their organization's responses to the tsunami used geospatial information to support their decision-making efforts with mixed success. When describing their use of geospatial technologies during the response, a select set of disaster decision-makers provided information about how they used geospatial information, they described what worked and what did not …
