The road ahead for Sri Lanka is certainly not easy. Although the government has declared that the LTTE ( Liberation Tigers of Tamil Eelam) has been defeated, this “victory” has come at a high cost for civilian lives and democratic values. Decades of instability and violence have given rise to deep rooted and sustained human rights violations. Thousands of Sri Lankans have been displaced, killed or wounded, and are malnourished and traumatized after months of extended fighting between the two sides.

Human rights scholars, attorneys, and activists will deservedly focus on the human rights abuses committed by the Sri Lankan military as the decades - long civil war against the Tamil Tigers came to a crushing end this past spring. The military’s brutality, especially its failure to discriminate combatants from non-combatants, should be investigated by both domestic and transnational institutions. The purpose of this paper is to evaluate how hotel sales are affected by the weak economy and determine a business plan for hotel sales departments to survive through the current economic downturn. The goal is to suggest ways that the sales department can increase revenues and survive through the downturn to come out ahead of the competition. During spring break of 2008, five photojournalists, one reporter, one videographer and two faculty members spent eight days in the newly independent state of Kosovo. The purpose of the trip was to document issues of poverty. What greeted them was a town with litter everywhere; roads pocked with potholes; power outages because the power plant is archaic; and residents who are dying from the pollution because they live near the power plant. But what the journalists discovered was Kosovo's people have big smiles, warm hearts and plates of great, great food. … And they love Americans.

Justice And Fairness In The Dictator Game, Karl Schurter, Bart J. Wilson

This article uses a laboratory experiment to examine the question of whether justice and fairness are different motivational forces in the dictator game. "Justice" and "fairness" are often used interchangeably because their meanings and usages are so closely linked, despite their distinct connotations. Using four different treatments, our experimental design investigates the subtle differences between the two social concepts to explicate generosity in the dictator game. The results indicate that justice, not fairness, legitimizes property rights in the dictator game.

Libraries, private and public, offer valuable resources to library patrons. As of today the only way to locate information archived exclusively in libraries is through their catalogs. Library patrons, however, often find it difficult to formulate a proper query, which requires using specific keywords assigned to different fields of desired library catalog records, to obtain relevant results. These improperly formulated queries often yield irrelevant results or no results at all. The London bombings on 7 July 2005 highlighted the prevailing terrorist threat to the UK. The present study addressed the psychological response of community (n=294) indirectly exposed to the attacks to discern he broader impact and effects of terrorism. Qualitative content analysis was used to develop a profile of emotions and responses to the attacks. This was supplemented by the use of linguistic analysis demonstrating the enormous heterogeneity and complexity of responses to terrorism. In light of previous work on the wider impact of terrorism, the present study highlighted a relatively restrained impact of terrorism. Notwithstanding this observation, responses were …

This article charts the evolving regulation of cooperation and coordination between international transport firms, in particular those operating within the liner shipping and international air transport sectors. There has been a long history of exemption of these sectors from the rules and regulations of antitrust or competition law. In the past three decades, regulatory reforms and privatization have, however, subjected these sectors to competitive forces that have transformed these industries. This paper considers how a regional currency basket and the associated divergence indicators could be used in official surveillance. Recently, proponents of Asian currency baskets have referred to the role the ECU played in constructing exchange rate divergence indicators in Europe as evidence of the intrinsic usefulness of currency baskets for exchange rate monitoring. We show in this paper a number of problems with the use of regional currency-basket based divergence indicators. First, at a technical level, such indicators involve tracking regional exchange rates against a moving currency basket and can obscure underlying movements in bilateral exchange rates. The method of generalized estimating equations (GEEs) provides consistent estimates of the regression parameters in a marginal regression model for longitudinal data, even when the working correlation model is misspecified (Liang and Zeger, 1986). However, the efficiency of a GEE estimate can be seriously affected by the choice of the working correlation model. This study addresses this problem by proposing a hybrid method that combines multiple GEEs based on different working correlation models, using the empirical likelihood method (Qin and Lawless, 1994). Analyses show that this hybrid method is more efficient than a GEE using a misspecified working correlation model. …

Can A Representative-Agent Model Represent A Heterogeneous-Agent Economy, Sungbae An, Yongsung Chang, Sun-Bin Kim

Accounting for observed fluctuations in aggregate employment, consumption, and real wage using the optimality conditions of a representative household requires preferences that are incompatible with economic priors. In order to reconcile theory with data, we construct a model with heterogeneous agents whose decisions are difficult to aggregate because of incomplete capital markets and the indivisible nature of labor supply. If we were to explain the model-generated aggregate time series using decisions of a stand-in household, such a household must have a nonconcave or unstable utility as is often found with the aggregate US data.

Partly in response to increased testing and accountability, states and districts have been raising the minimum school entry age, but existing studies show mixed results regarding the effects of entry age. These studies may be severely biased because they violate the monotonicity assumption needed for LATE. We propose an instrument not subject to this bias and show no effect on the educational attainment of children born in the fourth quarter of moving from a December 31 to an earlier cutoff. We then estimate a structural model of optimal entry age that reconciles the different IV estimates including ours. We find …

Emotionally arousing stimuli are more memorable than neutral ones and arousal induced after learning enhances later retrieval. However, there is as yet little study of how stimulus qualities might interact with induced arousal and how individual differences might influence the modulation of memory. Thus, the present study examined the effect of arousal induced after learning on memory for words that varied in both arousal and valence quality, as well as the influence of three individual differences factors that are known to influence arousal response: emotional suppression, emotional reappraisal, and arousal predisposition. In Imbree v. McNeilly, the High Court of Australia ruled that a learner driver is no longer to be held to the standard of a reasonable but unqualified (and inexperienced) driver in negligence claims. It is the modest aim of this case note to show that Imbree, while a decision on a narrow point, in fact hints at a larger difficulty in the ascertainment of the standard of care in individual cases. Are people who are funny more attractive? Or does being attractive lead people to be seen as funnier? The answer may depend on the underlying evolutionary function of humor. While humor has been proposed to signal “good genes”, the authors propose that humor also functions to indicate interest in social relationships—in initiating new relationships and in monitoring existing ones. Consistent with this interest indicator model, across three studies both sexes were more likely to initiate humor and to respond more positively and consider the other person to be funny when initially attracted to that person. In this paper, I define the ideograph and explain its central role in the strategic communication of two very different entities invested in the advancement of women' sights in Afghanistan: the Revolutionary Association of the Women of Afghanistan (RAWA), an Afghan feminist organization, and the Bush Administration, during the early years of the war in Afghanistan. I employ the rhetorical conceptions of Lloyd Bitzer (1966) and Richard Vatz (1999) to explore the Bush Administration's and RAWA's intentions by analyzing textual and visual ideographs in the context of the rhetorical situation.

This present study developed and tested the Identification of Harassers and Victims of Cyber Harassment Questionnaire (IHVCHQ). To generate questions for the IHVCHQ, prior to the present study, the author reviewed the empirical literature and conducted face-to-face interviews with 43 victims of Internet harassment. From this effort, an 88-item (44 cyber harassment items, 44 cyber victimization items) questionnaire was developed. The pilot survey was reviewed by a subject matter expert, a questionnaire development expert, faculty members, and graduate students.

The present study examined the impact of secondary task modality and secondary task processing code on aided and unaided performance for a simulated luggage screening task. The interaction between secondary task modality and processing code with automation was examined. Finally, the interaction between processing preferences (as measured by learning styles) and outcome measures was assessed. One hundred sixtyone undergraduate students from Old-Dominion University performed a simulated luggage screening task over the course of two days. Half of the participants (n = 81) had the assistance of an automated aid called DETECTOR, and half did not. Participants also performed one of …

Many family members are adversely affected by their loved ones drinking or drug problem. The aim of the present study was to explore changes in coping and enabling behaviors among family members who attended a community educational and psychosocial group for friends and family of a substance abuser, and to examine the concerns of these family members.

Participants were 32 family members (i.e., parents, spouses/romantic partners, and siblings) who attended one of four consecutive Family and Friend (FF) programs between fall and spring of 2008.
