How are effective population policies articulated and implemented? Have international agencies played a strong role in prompting developing-country governments to adopt and implement strong population policies? How has the international debate influenced deliberations on population issues in developing countries? The impetus for the four country studies presented in this book was provided by a desire to better understand some of these issues within specific contexts. Egypt, India, Kenya, and Mexico were selected because of their demographic weight, a long history of population policies and programs, and evidence of fertility decline. One of the most pressing challenges for health programs in most sub-Saharan African countries is effectively addressing the increasing prevalence of HIV/AIDS. Recent evidence suggests that controlling sexually transmitted diseases (STDs) through undertaking preventive measures, early diagnosis, and treatment significantly slows the spread of HIV/AIDS. In regard to STI/HIV, Maternal and Child Health (MCH) and Family Planning (FP) clients are described as “low risk” groups. However, in a number of sub-Saharan African countries, the reported levels of STDs are significantly high enough to justify use of limited resources to target this group for STD services. For the last four decades, some form of "process" theory has dominated conventional constitutional theory, on the bench and in the academy. The organizing, usually implicit, background assumption is that the exercise of governmental power – whether by legislatures or courts – is to be tested for normative legitimacy against a set of procedures. Writing as critics of the basic framework of process theory, Professors Kimberli Crenshaw and Gary Peller discuss the contributions and constraints of a proceduralist constitutional law discourse. The Countervailing and Anti-dumping Duties Act 1996 ("the Act") came into effect on 1 November 1996.1 This legislation was enacted to bring Singapore's law in relation to countervailing duties, subsidies and antidumping into conformity with requirements of the World Trade Organization (WTO) Agreements It also updates the law by repealing the outmoded Customs (Subsidies and Anti-dumping) Act. The new rules and procedures in the Act are meant to "give added assurance and certainty to the local and foreign parties concerned whenever an action is instituted."In addition to the Act, detailed regulations have also been passed. Nine years ago, Kenneth Abbott published an article exhorting international lawyers to read and master regime theory, arguing that it had multiple uses for the study of international law.1 He went as far as to call for a 'joint discipline" that would bridge the gap between international relations theory (IR) and international law (IL). The major aim of the trial was to assess the effectiveness of permanent trapyards as a system for managing total grazing pressure. Permanent trapyards potentially offer a cost-effective system of controlling domestic stock, feral goats and kangaroos.

Pain and distress are core issues in the field of animal experimentation and in the controversy that surrounds it. We sought to add to the empirical base of the literature on pain and distress by examining government data on experimental procedures that caused unrelieved pain and distress (UPAD) in animals. Of the species regulated by the U.S. Department of Agriculture (USDA), most of the approximately 100,000 animals subjected to UP AD during the year analyzed (1992) were guinea pigs and hamsters. Most of these animals were used in industry laboratories for various testing procedures, primarily vaccine potency testing. We discuss …

In this chapter, I present a psychology primer for the uninitiated, with special emphasis on psychology's uses of animals. After sketching the scope of the field generally, I review available data on present numbers and species of animals used in psychological research, level of suffering induced and current trends. I also provide several concrete examples of psychological research involving animals. Finally, the chapter concludes with a presentation of attitudes of psychologists toward animals and these practices.

Mail-in surveys were distributed to animal activists attending the 1996 March for the Animals. Age and gender demographic characteristics of the 209 activists who participated in the study were similar to those of the 1990 March for the Animals demonstrators. Most goals of the animal rights movement were judged to be moderately to critically important, although beliefs about their chances of being realized varied considerably. Movement tactics judged to be least effective included the liberation of laboratory animals and the harassment of researchers. Education was seen as being a particularly important instrument of future social change. Demonstrators' scores on the …

In hedonic theories of motivation, 'motivational affective states' (MASs) are typically seen as adaptations which motivate certain types of behaviour, especially in situations where a flexible or learned response is more adaptive than a rigid or reflexive one. MASs can be negative (eg unpleasant feelings of hunger or pain) or positive (eg pleasant feelings associated with eating and playing). Hedonic theories often portray negative and positive MASs as opposite ends of a one-dimensional scale.
We suggest that natural selection has favoured negative and positive affect as separate processes to solve two different types of motivational problems. We propose that negative …

Geography is experiencing a ‘moral turn’ in its research interests and practices. There is also a flourishing interest in animal geographies that intersects this turn, and is concurrent with wider scholarly efforts to reincorporate animals and nature into our ethical and social theories. This article intervenes in a dispute between Michael Dear and Richard Symanski. The dispute is over the culling of wild horses in Australia, and I intervene to explore how geography deepens our moral understanding of the animal/human dialectic. In modern societies, particularly the societies of the liberal democratic West, cultural diversity poses a challenge not only to the makers of government policy, but also to the philosopher looking to understand how it might be possible-in principle-for people of different ways to live together. The challenge is posed because society's institutions have been challenged, as the members of different groups have demanded "recognition." Two standards of behavior are slugging it out around the world. Advocates of well-established norms such as corporate privacy and national sovereignty want to hide information from prying eyes, while promoters of transparency tout it as the solution to everything from international financial crises to arms races and street crime. Just what is transparency? Put simply, transparency is the opposite of secrecy. Secrecy means deliberately hiding your actions; transparency means deliberately revealing them. This element of volition makes the growing acceptance of transparency much more than a resigned surrender to the technologically facilitated intrusiveness of the Information Age. Transparency is …

Indexed Stems And Russian Word Formation: A Network Morphology Account Of Russian Personal Nouns, Andrew R. Hippisley

Recent lexeme-based models have proposed that a lexeme carries an inventory of stems on which morphological rules operate. The various stems in the inventory are associated with different morphological rules, of both inflection and derivation. Furthermore, one stem may be selected by more than one rule. For this reason stems in the inventory are labeled with indexes, rather than being directly associated with a particular morphological function. It is claimed that an indexed-stem approach captures generalizations in the morphological system that would otherwise be missed. We argue that such an approach provides for greater generalization in the Russian morphological system. …

It is generally accepted that the present-day Slovak standard language was codified in its basic form in the mid 19th century by the Slovak scholar Ľudovít Štúr. A similar, but unsuccessful, attempt to create a standard Slovak language was made by Anton Bernolák in the late 18th century. There is not general agreement, however, on the degree or type of standardization, or better, normalization, exhibited by Slovak texts in the pre-codification period (15th-18th centuries). In this article, I accept and hope to expand upon the conventional consensus view that The Path of the Law is a brief for an Americanized version of Austinian legal positivism and for the "separation" of law and morality that is at its core. I also want to show, however, that the distinctive accomplishment of this Essay is its literary ambiguity: Both its explicit arguments for the positivist separation of law and morality, and the three enduring metaphors Holmes uses to make the case -- (1) the "bad man" from whose perspective we can clearly view the law; (2) the …

"Famous Persons" In Medline: Examination Of A Medical Subject Heading, Brenda R. Pfannenstiel Mals, Ma, Ahip

The "famous persons" Medical Subject Heading (MeSH) provides a unique perspective on the medical literature indexed in the Medline database. 3,745 Medline citations indexed with the term "famous persons" from 1966 through 1994 were examined. Discussions of possible diagnoses of creative artists, royalty, political leaders, and even fictional characters were a frequent preoccupation, as were assassinations. Publication dates of articles concerning a particular famous person are often clustered around an anniversary of the person's birth or death. A few famous persons account for a disproportionate number of citations.
