The Race Race In Black And White: The 1995 Louisiana Gubernatorial Election, Byron D. Orey

This analysis marks the first time that the black threat thesis posited in 1949 by V. 0. Key, Jr. has been examined by employing a black versus white head-to-head election. This study tests the black threat thesis in the 1995 Louisiana gubernatorial run-off election. The unit of analysis is the parish (same as county) and the primary data sources used in this analysis include election returns by parish, turnout data by race by parish and demographic and socio-economic variables for parishes taken from the United States Census. The findings are consistent with Key's black threat hypothesis. White support for the …

1998 Quality Of Life Survey - Orleans And Jefferson Parishes, Susan E. Howell

For the first time in the ten-year Quality of Life series, negative views of life in New Orleans declined, and positive evaluations increased, although the majority still believes that the City is in decline. The surge of optimism we observed two years ago in response to the mayoral and city council elections has disappeared. As predicted, it was a temporary effect of the election. There has been a recent increase in optimism about the future in Jefferson Parish, probably in reaction to their new government and the economic growth in that area. Only about a third of the residents of Jefferson and Orleans actually left the two-parish area during Hurricane Georges, and even this number produced tremendous traffic jams on the interstates. A majority of those who left town waited until the last 24-30 hours before the projected arrival of the storm. In New Orleans, poor black residents and and older white residents were highly unlikely to leave the city. Respondents in both parishes rated their public officials very positively for their handling of the hurricane and evacuation.

Minority Representation Under Cumulative And Limited Voting, Todd Donovan, David Brockington, Shaun Bowler, Robert Brischetto

We examine minority representation resulting from modified at-large elections (cumulative and limited voting) used in U.S. localities in the 1990s. Hypotheses about the relative proportionality of descriptive representation under various local election systems are presented and tested. We find that CV/LV elections produced descriptive representation of African-Americans at levels similar to those in larger single-member district places, and at levels that exceed those from some small, southern SMD places. Results for Latino representation are more qualified. Our results offer encouragement for those interested in facilitating minority representation without using the acrimonious process of drawing districts on the basis of races.

In early 1981, at the height of the Solidarity revolution, I was accepted by lREX to spend the spring 1982 semester in Warsaw for my project on the development of the workers' movement and the formation of Solidarity. My family and I were to fly to Poland just after Christmas of 1981. But on December 13, martial law was declared, and the Polish borders were sealed. I had taken a leave of absence from Butler University, and we had already rented out our house, so we were stranded.

Many critics of the concept of human rights argue that it undermines indigenous cultures, especially in the underdeveloped world. I agree that the concept of human rights often undermines cultures. Culture rapture is often a necessary aspect of the entrenchment of respect for human rights. Culture is not of absolute ethical value; if certain aspects of particular cultures change because citizens prefer to focus on human rights, then that is a perfectly acceptable price to pay. Human rights are rights held by the individual, without regard to status or position, merely because she or he is human. In principle, all …

引言
中国的经济体制改革已经进行了将近二十年。在这一过程中, 居民收入分配的格局发生了很大变化。
本章试图对收入分配格局的变化,特别上收入差距扩大的状况作一考察。由于收入分配涉及的面很广,本章拟集中考察收入分配变化的一些重要方面。
为了更好地考察改革以来收入分配的变化情况,还拟对改革以前中国居民收入分配的特点作一简要的回顾与分析, 以便对这种变化的起点和背景有一个基本的了解和判断。
中国的经济改革是同经济发展或增长紧密地联系在一起的,换言之, 中国从计划经济向市场经济转换的过程是同从二元经济向现代经济转换的过程交织在一起的。中国居民收入分配格局的变化是在这样两个转变的过程中实现的。因此, 本章还试图从经济发展、经济改革以及与此有关的政策因素中去分析收入差距变化的原因。
在本章的最后, 我们拟对今后如何改进收入分配提出一些具有政策含义的建议。 本章所引用的资料, 有一部分来自于中国社会科学院经济研究所收入分配课题组(以下简称经济所课题组) 对1988年和1995年城乡居民收入分配状况所作的抽样调查, 有一部分来自于国家统计局以及其他渠道。凡未注明出处者, 均来自于上述两次抽样调查。

Female Empowerment: The Influence Of Women Representing Women, Angela High-Pippert, John Comer

The concept of political empowerment has been applied to ethnic and racial minorities, where it has been shown to positively influence political attitudes and participation. We examine whether political empowerment has the same positive consequences for women. Using data from the 1992 National Election Study and Almanac for American Politics 1990, 1992, and 1994, we explore whether women who are represented by women in Congress are more likely to be interested in and participate in politics, have a greater sense of political efficacy, competence, and trust, and evaluate Congress as an institution more favorably than women represented by men. Like leaders of so many administrations before them, Richard Nixon and Bill Clinton, both lawyers, surrounded themselves with an inner circle composed mainly of lawyers-turned-political advisers and policy bureaucrats.
Some would argue that lawyers and politics are a bad brew. But lawyers trust lawyers so much that some will steadfastly defend their political bosses, even if that means being key players in the potential cover-up of a crime. In their skewed minds, accusations of crimes by leaders of the opposing political party are merely biased power politics.

The arrival of Pauline Hanson’s One Nation on the Australian political scene hasbeen the subject of much discussion, but there has been little analysis of what itspolicies really mean. Consideration of those policies, or ‘Hard Hansonism,’ inrelation to immigration reveals attitudes that are simplistic, populist, nostalgic anddeeply hostile to Australia’s liberal-democratic tradition.

As an urban politics teacher, I discerned a disconnect between what I said about urban politics and what my students understood. Although I offered a variety of perspectives, I nonetheless felt that students were coming to class, and leaving class, with their opinions -- liberal, conservative, and in-between -- formed. Because of the constraints on dialogue about urban politics, I decided to develop a service learning project focusing on urban homelessness and housing. The project would combine elements of a typical undergraduate course and a participant observation project. I wanted a setting in which the students and I would learn …

Pareto Optimality And The Rule Of Law, Noel B. Reynolds

In 1959, James M. Buchanan criticized the collectivist misuse of Pareto optimality by the "new welfare economists" and made a first attempt to extend that individualist concept into the political realm. Over the following three decades he further developed his political application of Pareto’s insight to buttress an essentially economic analysis of political exchange that would justify the processes of constitutional democracy in the same way Pareto efficiency justifies free markets. In this paper I will explain why Buchanan’s particular formulations will not work and propose a more comprehensive solution that accomplishes Buchanan’s announced purpose. I will argue that a …

This paper presents the results of an indirect psychodiagnostic assessment of the political personality of U.S. vice president Al Gore, Democratic nominee in the 2000 presidential election, from the conceptual perspective of Theodore Millon.
Information concerning Al Gore was collected from published biographical and autobiographical accounts and political reports in the print media, and synthesized into personality profiles using the second edition of the Millon Inventory of Diagnostic Criteria (MIDC), which yields 34 normal and maladaptive personality classifications congruent with Axis II of DSM-IV.
The personality profile yielded by the MIDC was analyzed on the basis of interpretive guidelines …
