This report summarizes the results of a national random-digit-dial public opinion poll that asked 1,519 respondents if they would support various tax options for raising federal transportation revenues, with a special focus on understanding support for increasing revenues for public transit. Eleven specific tax options tested were variations on raising the federal gas tax rate and creating a new mileage tax, and creating a new federal sales tax. Other questions probed various perceptions related to public transit, including knowledge and opinions about federal taxes to support transit. The Effects Of Distractors In Multiple Object Tracking Are Modulated By The Similarity Of Distractor And Target Features, Cary S. Feria

Is the effect of distractors in multiple object tracking dependent on the distractors sharing the features of the targets? In experiment 1, observers tracked five targets among five distractors that were identical to the targets and a number of additional distractors that were either identical to or featurally distinct from the targets. Results showed that distractors that are distinct from the targets in shape or color, or are stationary, impair tracking less than distractors that are identical to the targets. However, tracking performance declined as the number of distractors increased, even for featurally distinct distractors. Experiment 2 showed that distractors …

The sexual exploitation of children online is seen as a global issue and has been addressed by both governments and private organizations. Efforts thus far have focused primarily on the use of image hash value databases to find content. However, recently researchers have begun to use keywords as a way to detect child exploitation content. Within the current study we explore both of these methodologies. Using a custom designed web-crawler, we create three networks using the hash value method, keywords method, and a hybrid method combining the first two. The Pedestrian and Bicycling Survey (PABS) is a questionnaire designed to be economical and straightforward to administer so that it can be used by local governments interested in measuring the amount and purposes of walking and cycling in their communities. In addition, it captures key sociodemographic characteristics of those participating in these activities. Methods: In 2009 and 2010 results from the 4-page mail-out/mail-back PABS were tested for reliability across 2 administrations (test-retest reliability). In the United States, women bicycle at significantly lower rates than men. One method of remedying this disparity is to ensure that women are engaged in bicycle planning and policy making through, for example, participation in bicycle advisory committees (BACs). No research has been conducted on women’s representation and participation in these committees. This study attempts to fill that gap by examining women’s membership levels in and experiences serving on California bicycle advisory committees and bicycle/pedestrian advisory committees. In addition, we explore some of the barriers to participation faced by female cyclists. A survey of 42 committees revealed that women …

Some Possible Consequences Of A U.S. Government Default, Jeffrey Rogers Hummel

The U.S. government faces a looming fiscal crisis. A default on Treasury securities appears inevitable. The short-run consequences for the economy will be painful. But the long-run consequences, both economic and political, could be beneficial. The most important long-run political benefit would be the imposition of fiscal discipline. The long-run economic benefit would be the alleviation of the future tax liabilities required to service the national debt, irrespective of whether those liabilities are correctly anticipated or not. A historical examination of the state government defaults of the 1840s provides one case study where the long-run consequences were indeed salutary.

Incarcerated parents attempting to reunify with their children in foster care can find it difficult to complete the activities on their court-ordered case plans, such as drug treatment services and visitation with children. Although much has been written regarding the obstacles that are likely to interfere with reunification for incarcerated parents, very little quantitative research has examined the topic. This study uses secondary data to examine the incarceration experiences and reunification outcomes of a sample of 225 parents in one large urban California county. In multivariate analysis controlling for problems and demographics, incarcerated parents were less likely to reunify with …

Only about half of parents attempting to reunify with their children in foster care succeed in their efforts. Parents are ordered by the court to use treatment services in order to resolve their problems. These treatment services thus play a critical role in reunification, and in fact the use of services appropriately matched to parents' problems has been found to be associated with a greater likelihood of reunification. However, there is little in the literature regarding the specific requirements of reunification case plans, and whether they are accurately targeted at reunifying parents' problems. The growth of the Internet has been paralleled with a similar growth in online child exploitation. Since completely shutting down child exploitation websites is difficult (or arguably impossible), the goal must be to find the most efficient way of identifying the key targets and then to apprehend them. High-technology work fuels a dynamic global exchange from technopoles throughout the world, but especially between East and South Asia and the northern Californian region of Silicon Valley. This migration drives an expanded number of ancestral identities. Professional and activity-based identities flourish as Silicon Valley’s strong narrative of meritocracy loosens the grip of birth ascription on the creation of identities. These achieved identities proliferate as people experiment on their own sense of self. Traditional conceptual tools related to immigration, and even such contemporary approaches as Appadurai’s ethnoscapes, do not adequately illuminate the ethnographic data on Silicon Valley workers, families, and especially …

Decision makers are influenced by the frame of information such that preferences vary depending on whether survival or mortality data are presented. Research is inconsistent as to whether and how age impacts framing effects. This paper presents two studies that used qualitative analyses of think-aloud protocols to understand how the type of information used in the decision making process varies by frame and age. In Study 1, 40 older adults, age 65 to 89, and 40 younger adults, age 18 to 24, responded to a hypothetical lung cancer scenario in a within-subject design. This case study describes the creation of a supportive culture for online teaching at a western university that was transitioning to a new learning management system. The case study highlighted the creation of a faculty learning community as one strategy to address the challenge of faculty working through a change process. The faculty learning community provided a space for the development of best practices in teaching, drawing from the pedagogical experiences of teachers from diverse disciplines. This paper seeks to determine which attack strategies (hub, bridge, or fragmentation) are most effective at disrupting two online child pornography networks in terms of outcome measures that include density, clustering, compactness, and average path length. For this purpose, two networks were extracted using a web-crawler that recursively follows child exploitation sites. It was found that different attack strategies were warranted depending on the outcome measure and the network structure. Overall, hub attacks were most effective at reducing network density and clustering, whereas fragmentation attacks were most effective at reducing the network's distance-based cohesion and average path length.
