BACKGROUND: Quality improvement is a central goal of the patient-centered medical home (PCMH) model, and requires the use of relevant performance measures that can effectively guide comprehensive care improvements. Existing literature suggests performance measurement can lead to improvements in care quality, but may also promote practices that are detrimental to patient care. Staff perceptions of performance metric implementation have not been well-researched in medical home settings.
OBJECTIVE: To describe primary care staff (clinicians and other staff) experiences with the use of performance metrics during the implementation of the Veterans Health Administration’s (VHA) Patient Aligned Care Team (PACT) model of care. …

In April 2011, the City of Beaverton adopted its Civic Plan Central City Strategy (“the Civic Plan”). The Civic Plan provides a new understanding of the Central City. One of the Civic Plan’s most important strategic goals is the transformation of the Creekside District (an underutilized 50-acre site situated at the heart of the Central City) into a vibrant, sustainable, mixed-use community. Research on race and sentencing is increasingly moving beyond racial category analyses to include more subtle attributes such as skin tone and facial features. In keeping with this progression, this research examines the extent to which convicted offenders' Afrocentric facial features interact with sex in order to create longer criminal sentences for stereotypically Black males and females. A random sample of Black and White males and females currently serving prison sentences in the state of Oregon were selected for inclusion in the study. When it comes to the topic of environmental sustainability, most of us will readily agree that we face a litany of local and global environmental threats in the twenty-first century. As such, we would largely agree that the need to address climate change and other issues is urgent. Health impact assessment (HIA) has emerged in the U.S. as one promising process to increase social and environmental justice through addressing health equity issues within planning. HIA practice is guided by values such as democracy and equity and grounded in broad social determinants of health. The most readily applied definition of democracy is problematic because it implies an element of direct, participatory engagement with the public. This is at odds with HIA practice that largely relies on stakeholder engagement strategies.

The Values, Beliefs, And Attitudes Of Elites In Jordan Towards Political, Social, And Economic Development, Laila Huneidi

This mixed-method study is focused on the values, beliefs, and attitudes of Jordanian elites towards liberalization, democratization and development. The study aims to describe elites' political culture and centers of influence, as well as Jordan's viability of achieving higher developmental levels. Survey results are presented. The study argues that the Jordanian regime remains congruent with elites' political culture and other patterns of authority within the elite strata. However, until this "cautious liberal" political culture of Jordanian elites changes, a transitional movement cannot arise that would lead Jordan towards greater liberalism, constitutionalism and development. At the end of the 18th century, Anglo Americans and Europeans entered the mouth of the Columbia River for the first time. There they encountered large villages of Chinookan and other Native Americans. Soon afterwards, the Chinookan People became involved in the global fur trade. Pelts, supplies, and native made goods were exchanged with fur traders, who in return provided Chinookans with a number of trade goods. Over the next 40 years, life changed greatly for the Chinookans; new trade and political alliances were created, foreign goods were introduced, and diseases killed large portions of the population (Hajda 1984; Gibson …

A review of the literature shows that there is much evidence to suggest the challenges facing Hispanic students in American public schools. Hispanic enrollment in K-12 public schools has increased from 6 to 19% in the last thirty years, yet schools have not made adequate adjustments to accommodate this changing population. Issues such as remedial tracking and cultural differences have led to low high school graduate rates for Hispanic students and inequities in schooling experiences (Gay, 2000). The concept of critical consciousness centers on the capacity for involvement in social change efforts. Its development has been the aim of many recent social movements (e.g., the consciousness raising groups of the women's movement). In this work, critical consciousness is defined as the highest level of socio-political-cultural (SPC) consciousness development. SPC consciousness is characterized by the linking of the personal and the political so that structures and discourses of oppression are not only understood but also lead to critical action and transforming relations of domination. Recent decades have seen an explosion of research centered on understanding the influential impact that job stressors have on employees' subjective well-being, and now more recently, on objective assessments of physical health. Utilizing baseline data from a larger study funded by the National Institute for Occupational Safety and Health (NIOSH), I conducted a field study on blue-collar employees from two organizations in the construction industry, with the goal of exploring the impact of job stressors on job satisfaction (subjective well-being) and body mass index (objective health), as well as the influence of organizational justice as a moderator and exercise as …

Transit travel time is affected by many factors including traffic signals and traffic condition. Transit agencies have implemented strategies such as transit signal priority (TSP) to reduce transit travel time and improve service reliability. There is an urgent need for improved models that address the interdependencies between land use and transportation, and considerable new work is underway to develop such models in Oregon and elsewhere. These models and planning practices to integrate land use into the process, however, require the integration of massive amounts of land use data that is messy and incomplete. School District Enrollment Forecast Reports
This report presents a range of three scenarios of district‐wide enrollment forecasts by grade level for the Oregon City School District (OCSD) for the 10 year period between 2014‐15 and 2023‐24. Each enrollment forecast scenario is related to population forecasts that incorporate different assumptions about growth within the District, with the primary differences being the contribution of net migration to the District’s population and age distribution. Individual school forecasts consistent with the middle range scenario are also presented for the 10 year period.

Most language documentation efforts focus on capturing lexico-grammatical information on individual languages. Comparatively little effort has been devoted to considering a language’s sociolinguistic contexts. In parts of the world characterized by high degrees of multilingualism, questions surrounding the factors involved in language choice and the relationship between ‘communities’ and ‘languages’ are clearly of interest to documentary linguistics, and this paper considers these issues by reporting on the results of a workshop held on sociolinguistic documentation in Sub-Saharan Africa. Over sixty participants from Africa and elsewhere discussed theoretical and methodological issues relating to the documentation of language in its social context. …

This Phase II investigation into the durability of new concrete incorporating recycled concrete aggregates (RCA) focused on several goals: 1) Provide corroboration of results obtained in Phase I for a multi-laboratory study related to assessing alkali-silica reactivity (ASR) of RCA in accelerated laboratory tests; 2) Investigate the efficacy of mitigation methods to control ASR in concrete containing potentially reactive RCA; 3) Establish long-term data through placement of concrete blocks containing RCA in an outdoor exposure site in Laramie, WY; and 4) Survey state DOTs and other transportation agencies about their perceptions and usage of RCA ASR in concrete within their …

Despite longstanding ambitions and multiple planning efforts, Portland’s goal of embracing and enhancing the Willamette River as the heart of the central city has only been partially fulfilled. The removal of an expressway and the creation of Governor Tom McCall Waterfront Park in the 1970s and the river’s recently improved environmental quality represent major successes. However, few opportunities exist for park visitors to use the river for recreation, and Portland’s downtown waterfront lacks vibrancy, largely as the result of difficult or unclear connections to the downtown business district, surrounding neighborhoods, and the eastside. The Allen Boulevard corridor, home to diverse populations and a vibrant commercial district, is a community in transition and a community with potential. While Allen Boulevard possesses unique assets in its present state, it has seen little in the way of localized planning or City programs tailored to the area’s needs. As such, the City of Beaverton partnered with the Portland State University Master of Urban and Regional Planning program to produce a detailed corridor study and planning guide for the area. From that partnership, six graduate students formed a consulting group, InSite Planning, to produce this plan.

The Map Gresham project was a five-month long planning process led by Camassia Community Planning (CCP) to create “opportunity maps” and an Opportunity Framework Plan for the City of Gresham, OR. Opportunity mapping is a relatively new planning method for analyzing the spatial distribution of indicators linked to opportunity and determining which populations have access to these factors.
The overarching objective of the Framework Plan is to improve equitable access to opportunities for Gresham’s neighborhoods and diverse populations. We created the plan by putting community at the center and collaborating with local organizations, technical advisors, and City staff. It includes …

The purpose of the Waterfront Vision Plan is to develop a community vision for the Waterfront that connects and complements the Downtown, supporting the creation of a local and regional identity for the City of Washougal.
Building on past outreach and planning by the Port of Camas-Washougal (Port) and City of Washougal (City), a team of Portland State University graduate students worked with the Port, City, and the community to craft the Waterfront
Vision Plan.

Capturing the Ride is an exploration of flexible transportation options for low-density communities in Salem and Keizer. The current transit system does not serve Keizer, South Salem, and West Salem well; each of these communities has areas with limited or no access to current bus routes. The project intends to provide a service that will better meet the communities’ transit needs than the current system. Over a five-month planning process, Paradigm Planning conducted extensive research and reached out to the public in Keizer, South Salem, and West Salem (herein referred to as the study areas) to determine what kind of …
