The Center for the Improvement of Child and Family Services at Portland State University was contracted by the Oregon Department of Human Services (DHS), Child Welfare Division to conduct the evaluation of the Title IV-E Waiver Demonstration Project. The project was funded by the U.S. Department of Health and Human Services, through the Children’s Bureau. Oregon’s IV-E Waiver Demonstration involved the implementation and evaluation of two innovative service models for families involved in the child welfare system: (1) RelationshipBased Visitation (RBV); and (2) Parent Mentoring (PM). Child Welfare

Family Connections Oregon (FCO) was a three-year demonstration project funded by the Children’s Bureau in which a co-located coordinator provided a package of services - intensive family finding and engagement, family group conferencing, and follow-up - within the first 60 days of a child’s out-of-home placement. These practices are continuing in Oregon through a IV-E waiver demonstration project called Leveraging Intensive Family Engagement (LIFE).

The Slavic community’s health is impacted by race and ethnicity, and also by issues that flow from being a newcomer community, and also from their status as refugees. They also bring to the U.S.A. cultural orientation that is collectivist, and shared experiences of persecution and deep distrust of the government. Is Downsizing Prisons Dangerous? The Effect Of California’S Realignment Act On Public Safety, Jody Sundt, Emily Salisbury, Mark G. Harmon

Research Summary: Recent declines in imprisonment raise a critical question: Can prison populations be reduced without endangering the public? This question is examined by testing the effect of California’s dramatic efforts to comply with court-mandated targets to reduce prison overcrowding using a pretest-posttest design. The results showed that California’s Realignment Act had no effect on violent or property crime rates in 2012, 2013, or 2014. When crime types were disaggregated, a moderately large, statistically significant association between Realignment and auto theft rates was observed in 2012. By 2014, however, this effect had decayed and auto theft rates returned to pre-Realignment …

Parties, Politics And Regulation: Evidence From Clean Air Act Enforcement, Robert Innes, Arnab Mitra

Does local Federal regulation respond to the preferences of local Congressional representatives? For example, do Republican Congressmen reduce local enforcement of Clean Air laws in their districts? We use facility-level panel data on Clean Air Act inspections over 1989–2005 to study the causal effect of a Congressman's party affiliation on local enforcement. Random assignment of electoral outcomes is obtained with a Regression Discontinuity design. We find that new Republican (vs. Democratic) Representatives significantly depress inspection rates for local polluting facilities in the first year after their election. (JEL D73, Q52, Q53)

In the past two decades, the literature on campus-community partnerships as core components of pedagogies of engagement has grown exponentially. In this article, the director and a longtime faculty member of Portland State University’s capstone program report on interviews conducted with ten faculty-community partner pairs, gleaning insights on both the challenges of and lessons learned through partnering. This research adds to the literature through its use of relational methods that bring the voices of interviewees to readers, revealing a depth of connection across the institutional divide.

This paper examines President Barack Obama’s use of contrasting metaphors and metaphorical stories to frame the issue of climate change and the associated political controversies in a major policy speech at Georgetown University in 2013. One major theme in the speech contrasted a series of metaphors based on violence and destruction with a series of metaphors based on peace, tranquility, and health, all within an overall framing story about the Apollo 8 astronauts and the picture they took of the Earth from lunar orbit. The Tutor-Facilitated Digital Literacy Acquisition in Hard-to-Serve Populations research project was supported by a National Leadership Grant from the Institute of Museum and Library Services (IMLS) grant. It was conducted over the course of 3 years in cooperation with five partners across the United States, which were participating in a project funded by the U.S. Department of Commerce’s Broadband Opportunities Technology Program (BTOP). All phases of the research were guided by two national advisory groups made up of scholars and practitioners in the field of adult education and digital literacy.
