The Regional Climate Model Evaluation System (RCMES) is an enabling tool of the National Aeronautics and Space Administration to support the United States National Climate Assessment. As a comprehensive system for evaluating climate models on regional and continental scales using observational datasets from a variety of sources, RCMES is designed to yield information on the performance of climate models and guide their improvement. Here, we present a user-oriented document describing the latest version of RCMES, its development process, and future plans for improvements. The process of learning includes not only success in developing knowledge, skills, and abilities but also mistakes and errors that impede such success. In any domain of learning, instructors will have developed a sense of the typical errors learners make; however, there has been no systematic investigation and documentation of predictable misunderstandings in information literacy learning in higher education. This study begins to fill that gap. Through an analysis of survey responses and focus groups, the researchers identified nine information literacy misconceptions and developed a model framework of information literacy misconceptions. Several standardized and validated information literacy (IL) tests have been developed for use in U.S. post-secondary contexts, but fewer choices exist for schools outside of the U.S. In an earlier study (Cowan, Graham, & Eva, 2016) the authors explored IL testing at a Canadian university using the international version of the SAILS Cohort test. This article describes a second study that used the Build Your Own Test (BYOT)—a customizable version of the SAILS Individual Scores test—to evaluate undergraduate students’ IL learning. This report is the fourth in a series prepared by the Institute on Aging to describe Oregon’s assisted living, residential care and memory care service sectors which are referred to by Oregon Department of Human Services as community-based care (CBC) settings. These settings may also be referred to as Home and Community Based Services (HCBS).

Little is known from research about how to motivate youth to choose non-car mobility, especially specific Portland-area youth. Understanding the current attitudes, beliefs, and behaviors of youth in relation to non-car mobility contributes to the sustainability of a long-term transportation system. Transportation system-related beliefs and behaviors of youth are likely to influence their willingness to access and support transportation services as adults. Today’s youth are tomorrow’s riders, bikers, walkers, voters, and transportation planners. Thus, it is important to develop age-appropriate messaging strategies and tactics that promote youth non-car mobility.

Natural Resource Access Rights And Wrongs: Nontimber Forest Products Gathering In Urban Environments, Susan Charnley, Rebecca J. Mclain, Melissa R. Poe

This article uses research about non-timber forest products (NTFP) gathering in Seattle, Washington, USA to examine how people gain access to natural resources in urban environments. Our analysis focuses on gathering in three spaces: parks, yards, and public rights of way. We present a framework for conceptualizing access, and highlight cognitive mechanisms of access associated with foragers’ internal moral judgments about harvesting. Key findings are: (1) internal moral calculations about whether it is right or wrong to harvest a particular NTFP in a particular place are an important but previously unacknowledged mechanism governing resource access; and (2) these calculations may …

This report summarizes results from a survey administered in spring 2018 to 501(c)(3) charitable benefit nonprofit organizations across Oregon. The survey was developed by Portland State University in collaboration with the City Club of Portland’s Earthquake Report Advocacy Committee (CCERAC) and the Nonprofit Association of Oregon (NAO), following Sutton & Tierney’s (2006) and Ritchie, Tierney, & Gilbert’s (2010) classification and previous survey. Based on the survey distribution process, primarily through NAO, PSU’s Nonprofit Institute, and other nonprofit and public agencies’ networks, these survey results are based on a convenience sample of nonprofits that responded to the survey. It is well recognized in transportation and psychology research that commuting stress has consequences for commuters' travel safety, home environment, and work performance. Little research has addressed questions involving the possible interdependence between work stress, family stress, and commuting stress: Do workers having many demands from work and family life get more stressed out from a stressful commute? Or do stressed workers try to cope with work and non-work stress by choosing more relaxing travel modes?

This study will focus on coverage of the 2016 Pulse nightclub shooting by multiple English- and Spanish-language media sources in the month following the attack. The study assesses the extent through which following the shooting, coverage of the event often ignored the victims’ and survivors’ queerness, Latinidad, or both. Did these actions diminish the intersectional experiences of queer Latinx people? Were stories of the victims and survivors of the shooting accurately represented? Since the early 1990s Oregon has witnessed an economic and politically based influx of immigrants and refugees. Most refugees resettled in Oregon initially settled in the greater Portland metro area, and Portland currently ranks eleventh among cities around the country that resettle international refugees. This research focuses on the reception and resettlement experiences of one sub-group of refugees and immigrants: those from Somalia. In the Portland area, Somalis are a largely marginalized social group. They live on the peripheries of society and are often segregated (physically as well as culturally) in what is historically a racially and culturally homogenous state. …

Dog parks are the fastest growing type of park in U.S. cities; however, their increasing popularity has been met with increasing criticism of pets in public space. Dogs have shown to be a deep source of neighborhood conflict, and the provision of dog parks, or off-leash areas, is a seemingly intractable controversy for city officials. In 2003, Portland, Oregon established a network of 33 off-leash areas which remains the second largest both in count and per capita in the country. This paper analyzes the transferability of a composite walkability index, the Pedestrian Index of the Environment (PIE), to the Greater Montréal Area (GMA). The PIE was developed in Portland, Oregon, and is based on proprietary data. It combines six urban form variables into a score ranging from 20 to 100. The measure introduces several methodological refinements which have not been applied concurrently in previous efforts: a wide coverage of the different dimensions of the urban form, together with the use of a distance-based decay function and modelling-based weighing of the variables.

Objective: Hazardous drinking in the armed forces is a signifi cant problem. Alcohol use motivations, known risk factors for problem drinking, have been underexplored in this population. Our study extends knowledge about drinking motives among current and former U.S. service members and provides recommendations on their utility in identifying alcohol-related problems by examining the factor structure of multidimensional drinking motives and their association to alcohol use.

Method: Post-9/11 separated service members and current reservists were recruited from 35 Oregon employers to participate in a workplace study of supervisor support. The resulting sample (N = 509; 84% male; mean age = …

This study examines how the relationship between urbanization (measured as the percentage of total population living in urban areas) and the carbon intensity of well-being (CIWB) (measured as a ratio of carbon dioxide emissions and life expectancy) in most nations from 1960±2013 varies based on the economic context and whereabouts of a substantial portion of a nation's urban population. To accomplish this, we use the United Nations' (UN) definition of slum households to identify developing countries that have substantial slum populations, and estimate a Prais-Winsten regression model with panel-corrected standard errors (PCSE), allowing for disturbances that are heteroskedastic and contemporaneously …

Pedestrians and bicyclists are the most vulnerable road users and suffer the most severe consequences when crashes take place. An extensive literature is available for crash severity in terms of driver safety, but fewer studies have explored non-motorized users' crash severity. Furthermore, most research efforts have examined pedestrian and bicyclist crash severity in urban areas. This study focuses on state roads (mostly outside major urban areas) and aims to identify contributing risk factors of fatal and severe crashes involving pedestrians and bicyclists in state roads. Travel times, operating speeds, and service reliability influence costs and service attractiveness. This paper outlines an approach to quantify how these metrics change after a modification of roadway design or transit routes using archived transit data. The Tri-County Metropolitan Transportation District of Oregon (TriMet), Portland's public transportation provider, archives automatic vehicle location (AVL) data for all buses as part of their bus dispatch system (BDS). School readiness incorporates children's academic abilities and their ability to self-regulate in the classroom. Prior research shows that sleep is related to children's development of these skills, although the mechanisms through which sleep affects school readiness are not well understood. Research also indicates that economically disadvantaged children and children of color may have poorer academic and regulatory skills at school entry and may sleep less and sleep less well on a regular basis.

This report presents a series of three scenarios of district-wide enrollment forecasts by grade level for the Newberg School District (NSD) for the 10-year period between 2018-19 and 2027-28. Each enrollment forecast scenario relates to population forecasts that incorporate different assumptions about growth within the District, with the primary differences being the contribution of net migration to the District’s population and age distribution. Individual school forecasts consistent with the middle series scenario are also presented for the 10-year period.

The 2010 Highway Safety Manual (HSM) provides methods for predicting the number of motor vehicle crashes on various roadway facilities. However, it includes only a rudimentary method for predicting the number of bicycle-related crashes. Despite research demonstrating that bicycle volume is an important factor in estimating number of bicycle crashes, the method does not include the volume of bicyclists using the roadway. To remedy this, this project will investigate the potential of various simplified methods to include bicycle volumes in future versions of the HSM. School belonging (i.e., social connectedness to school) has positive implications for academic achievement and well-being. However, few studies have examined the developmental antecedents of school belonging, particularly for students of Mexican origin. To address this gap in the research literature, the present study examined reciprocal relations between school belonging and two self-affirmation beliefs—self-esteem and ethnic pride—using data from a longitudinal study of Mexican-origin students followed from fifth to ninth grade (N = 674, Mage at Wave 1 = 10.4 years, 50% girls).
