The basis for this Senior Scholar paper is the secondary power of atomic energy- its interweaving effects in government policy and in the attitudes of the government and society toward the scientist. Throughout the paper I have presented a picture of the meaning of science, the scientific personality, the changes in science which are linked with social and governmental changes, and the clash of the government with science, as exemplified by the security hearing of the leading atomic scientist J. Journal, 13 July 1959 to 2 February 1960, of U.S. Congressman William Huston Natcher while he was representing Kentucky’s 2^nd District. The journal includes an almost daily account of Natcher’s reflections on current events and transactions with the U.S. House of Representatives. Many of the entries contain typescripted newspaper articles with some editorial comment provided by Natcher, others are more personal in nature. This journal also includes a section titled "Recollections" in which Natcher reminisces about his life from 1909 to 1954.
