Amid a landscape of cyber attacks on America occurring below the threshold of armed conflict, strategic national policy efforts recommend a whole-of-nation approach where individuals and public and private organizations increase their defensive posture in cyberspace. Motivation to address the risk of a cyber event includes a continuum of cyber threats that can range from low-level disruptive events to cybercrime and cyber espionage to the possibility of a potentially catastrophic attack on critical infrastructure. This fact sheet examines data on changes in taxable income and net average income as a result of net migration for each county in Nevada during the COVID-19 pandemic (from 2020 to 2021). The data illustrate which Nevada counties experienced increases in taxable income and average income, and which counties experienced losses. The data are retrieved from “Tax Data Reveals Large Flight of High Earners from Major Cities During the Pandemic,” an interactive data report by the Economic Innovation Group.

Menstrual inequality in the workplace continues to exist, affecting financial welfare, mental health, physical health, and access to care. Women have been enduring disparities related to menstruation, including stigma, shame, and period poverty, which are often exacerbated in the workplace. This study aims to explore the experiences of women who do not have access to free feminine hygiene products in the workplace.

The researcher conducted one-to-one interviews in person with employed women (n=9). The questions were semi-structured and based on a survey with nineteen questions addressing areas of menstrual inequality in the workplace. Seven themes were identified: 1) work performance, …

Urban parks are essential public spaces that provide numerous benefits, but the presence of others can significantly influence these benefits. This dissertation explores the complex and context-dependent effects of the presence of other people on urban park experiences by drawing on diverse disciplinary perspectives and employing multiple methodological approaches, including theoretical synthesis, virtual reality, eye tracking, and qualitative methods.

Chapter 2 develops a comprehensive theoretical framework that bridges social psychology, environmental psychology, and practice-based fields. This study investigates commercial truck vehicle miles traveled (VMT) across six diverse California counties from 2000 to 2020. The counties—Imperial, Los Angeles, Riverside, San Bernardino, San Diego, and San Francisco—represent a broad spectrum of California’s demographics, economies, and landscapes. Using a rich dataset spanning demographics, economics, and pollution variables, we aim to understand the factors influencing commercial VMT. We first visually represent the geographic distribution of the counties, highlighting their unique characteristics. Linear regression models, particularly the least absolute shrinkage and selection operator (LASSO) and elastic net regressions are employed to identify key predictors of total commercial VMT. Embankments have been widely used in the construction of transportation and flood defense infrastructure. Embankments constructed from clays experience a suite of weather-driven deterioration processes that lead to a progressive loss of hydromechanical performance, causing potentially severe and costly consequences. This study aimed to predict the time to failure of aging, deteriorating clay embankments supporting transportation infrastructure. A multi-phase numerical modeling approach was developed to replicate the long-term, weather-driven, hydromechanical behavior of clay embankments. California’s Active Transportation Program (ATP) is a competitive, grant-based program that serves as a major funding stream for active transportation infrastructure in California. The program has six goals based on increasing nonmotorized transportation, safety, equity, sustainability, and health. Is Parking Cash-Out Worth It? Comparing Cost-Effectiveness And Climate And Equity Benefits In The Bay Area And South Coast Air Quality Management Districts, Fynnwin Prager, Tianjun Lu, Ashley Membere, Parveen Chhetri

This research explores the potential impacts of California parking cash-out policy changes on the Bay Area and LA County. Parking cash-out—a California law since 1992—requires that certain qualifying employers who subsidize employee parking offer employees the option to give up their parking space and receive cash instead. Studies show parking cash-out substantially reduces VMT and emissions, yet enforcement remains voluntary. Current policy covers few firms (<1%) and employees (around 11%) in the study regions. Policy reform to include companies with 20+ employees could increase this to 18%. Our experimental-design survey (n=963) explores behavioral changes in response to multiple policy variables and finds that 76.9% of employees would accept cash-out if offered, and that participants who had to pay the market rate for parking and were full-time commuters were more likely to switch to using public transportation at lower cash minimums. VMT related to employees covered by parking cash-out are substantial (5.6 million in the Bay Area; 5.7 million in LA County), and account for a combined 6,593 daily tons of GHG. As even limited adoption could have significant environmental benefits, parking cash-out would be a more cost-effective approach to reducing VMT than traditional TDM programs such as trip-reduction programs, workplace parking taxation, or transit subsidies and road diets, though further evidence on the direct influence of parking cash-out on commuter behavior is needed.

Deeply embedded in U.S. higher education institutions is a culture of whiteness that benefits white students, staff, faculty, and administrators through racist policies, structures, and cultural norms designed to uphold whiteness. This culture not only minimizes the presence of racism, but also is pervasive on college campuses, where administrators often fail to recognize blatant racism and treat ongoing campus racial incidents as isolated events. In response to calls for public engagement on human genome editing (HGE), which intensified after the 2018 He Jiankui scandal that resulted in the implantation of genetically modified embryos, we detail an anticipatory approach to the governance of HGE. By soliciting multidisciplinary experts’ input on the drivers and uncertainties of HGE development, we developed a set of plausible future scenarios to ascertain publics values—specifically, their hopes and concerns regarding the novel technology and its applications. Clinical genetic laboratories must have access to clinically validated biomedical data for precision medicine. A lack of accessibility, normalized structure, and consistency in evaluation complicates interpretation of disease causality, resulting in confusion in assessing the clinical validity of genes and genetic variants for diagnosis. A key goal of the Clinical Genome Resource (ClinGen) is to fill the knowledge gap concerning the strength of evidence supporting the role of a gene in a monogenic disease, which is achieved through a process known as Gene-Disease Validity curation. Purpose: Professional guidelines recommend engaging adolescents and young adults (AYAs) in medical decision making (DM), including whether to undergo genomic sequencing (GS). We explored DM around GS and attitudes after return of GS results among a diverse group of AYAs with cancer and their parents.

Methods: We surveyed AYAs with cancer (n = 75) and their parents (n = 52) 6 months after receiving GS results through the Texas KidsCanSeq study. We analyzed AYAs' DM role in GS research enrollment and their satisfaction with that role. Genotype prediction from RNA-seq data has become widespread. RNA-seq data, unlike DNA-seq data, are available as raw reads for many projects, with related protocols and consent terms typically inaccessible. However, there is a lack of clarity in current policy and inconsistency in practice with regard to the handling of these data. Here, we call for a framework for management of RNA-seq data and the predicted genotypes that includes registered access for RNA-seq data, controlled access for predicted genotypes, and a code of conduct for data access and use, as well as enhanced downstream protections.

Purpose: Measuring the effects of genomic sequencing (GS) on patients and families is critical for translational research. We aimed to develop and validate an instrument to assess parents' perceived utility of pediatric diagnostic GS.

Methods: Informed by a 5-domain conceptual model, the study comprised 5 steps: (1) item writing, (2) cognitive testing, (3) pilot testing and item reduction, (4) psychometric testing, and (5) evaluation of construct validity. Parents of pediatric patients who had received results of clinically indicated GS participated in structured cognitive interviews and 2 rounds of surveys. The potential and threat of digital tools to achieve health equity has been highlighted for over a decade, but the success of achieving equitable access to health technologies remains challenging. Our paper addresses renewed concerns regarding equity in digital health access that were deepened during the COVID-19 pandemic. Current research on policy diffusion and innovation primarily focuses on the policy idea as the unit of analysis. While diffusion studies incorporating social network theory often examine networks at the collective entity-level, they tend to neglect the actions of individual members. This paper studies the problem in transportation networks and introduces a novel reinforcement learning-based algorithm, namely. Different from almost all canonical sota solutions, which are usually computationally expensive and lack generalizability to unforeseen destination nodes, segac offers the following appealing characteristics. segac updates the ego vehicle’s navigation policy in a sample efficient manner, reduces the variance of both value network and policy network during training, and is automatically adaptive to new destinations. Furthermore, the pre-trained segac policy network enables its real-time decision-making ability within seconds, outperforming state-of-the-art sota algorithms in simulations across various transportation networks.
