This report presents the results of a comprehensive examination of issues relating to aging in Newton. A needs assessment was undertaken to support planning on the part of the City of Newton and the Department of Older Adult Services. Results presented here focus on the characteristics and needs of Newton residents who are aged 60 and older. Data was collected via key informant interviews, focus groups with residents and stakeholders and a mailed survey of residents aged 60 and older. Respondents to the community survey included 2,869 Newton residents, which resulted in a response rate of more than 50%. As …

The benefits of postsecondary degrees are striking for populations who have experienced incarceration, yet little is understood about how this population succeeds with educational attainment upon release from incarceration. This qualitative collective case study examined to what extent and how six formerly incarcerated individuals who started educational programming while incarcerated successfully persisted with postsecondary degrees after being released back into Maine communities. This study found that participants related education to self-care or treatment, described their own education journeys as different, or taking a different path, and felt motivated to persist with education despite external expectations, which one participant labeled “transformational …

The rising sea level casts formidable threats on community-based historic places within coastal communities. These community-defined historic places derive their meaning from local values and are more recognized within the local community. Unlike recognized iconic historic places, these resources are confronted with inadequate resources to address the impacts of punctuated climate events. Understanding and conserving ecological connectivity is critical to the preservation of vulnerable landscapes. Circuit theory, in which landscapes are imagined as circuit boards with varying resistances to the flow of current, is being increasingly used to model spatially explicit connectivity of landscapes and to inform land management and conservation decision-making. Utilizing continuous, quantitative estimates of percent cover by five land cover functional groups to create a conductance surface, this study expanded upon an established application of circuit theory that used the open-source software Circuitscape to model species-agnostic, omnidirectional connectivity. Background

This paper examines the political constructions of people who use drugs in the Philippines throughout the presidency of Rodrigo Duterte (2016–2022), during which the government engaged in a ‘war on drugs’ and promoted a punitive drug regime.

Methods

Building on and drawing inspiration from the global drug policy scholarship that has looked at the ways in which drugs are framed and problematised in various domains, this study used qualitative content analysis to review 96 documents from national government agencies - including strategic action plans, directives, memorandums, guidelines, annual reports, and legislative measures.

This three-article dissertation addresses how Indigenous and non-Indigenous state and non-state policy actors collaborating on Idaho missing and murdered Indigenous persons (MMIP) policy shift the Integrative Framework for Collaborative Governance (IFCG) policy context to the ‘third space of sovereignty’ (Bruyneel, 2007). In a space of competing narratives of authority across time, and space, paper one addresses how Indigenous and non-Indigenous policy actors are shaped by the “drivers” of collaboration. School attendance is a crucial component of a youth’s ability to access resources and attain educational success. Maltreated youth are at increased risk for school absences, poor school performance, impairment in cognitive processes, and development of psychopathology. The COVID-19 pandemic has shown substantial gaps in counties' preparedness and response capacity across the United States. This study analyzes the relationship between county-level pandemic preparedness and confirmed COVID-19 cases using secondary data from the FEMA's National Household Survey (NHS) and county-level COVID-19 data from the CDC. The data show a negative relationship between preparedness levels and COVID-19 positive rates, highlighting the necessity of proactive readiness measures. Individual risk assessment, motivation for preparedness, and socioeconomic variables have a major influence on confirmed cases. This dissertation focuses on the labor market or educational outcomes using applied microeconomic methods. Chapter 1 investigates the impact of waiting an additional year to start kindergarten on the socioeconomic achievement gap in Nebraska using longitudinal administrative data from the Nebraska Department of Education. I utilize fuzzy regression discontinuity design to find the effect of waiting on test scores. I find waiting a year to improve the test score, and this impact fades away over time. This fading pattern shows a considerable amount of heterogeneity across different demographic groups, suggesting an acceleration of the achievement gap. The study also investigates …

INTRODUCTION: Vascular contributions to cognitive impairment and dementia (VCID) represent a major factor in cognitive decline in older adults. The present study examined the relationship between cerebrovascular reactivity (CVR) measured by magnetic resonance imaging (MRI) and cognitive function in a multi-site study, using a predefined hypothesis.

METHODS: We conducted the study in a total of three analysis sites and 263 subjects. Each site performed an identical CVR MRI procedure using 5% carbon dioxide inhalation. A global cognitive measure of Montreal Cognitive Assessment (MoCA) and an executive function measure of item response theory (IRT) score were used as outcomes.

This dissertation critically examines grading practices within schools, tracing the evolution from traditional to modern approaches and highlighting the social dimensions and debates surrounding grading. Through a mixed-methods study spanning three empirical chapters, it explores students' and teachers' perceptions of grading practices, the impact of professional development (PD) on teachers' approaches to grading equity, and the resultant effects on student outcomes. Chapter Two reveals students' preferences for practices that recognize effort and support academic growth, alongside a tension between Pre-AP students' resistance and the support from students under high stress. This brief report on AL/RC staff and resident experiences with climate events highlights the voices of AL/RC direct care staff, former direct care staff, residents, administrators, and management representatives to promote well-being in these care settings. This study can inform Oregon’s efforts to support long-term care workforce readiness for future climate emergencies and inform future quantitative data collection on AL/RC and other long-term care workers, including those employed in home health agencies, nursing facilities, and adult foster homes.

The end of the Second World War established the Nuremberg trials and the Tokyo tribunal while the United Nations (UN) system established ad-hoc tribunals in the former Yugoslavia and Rwanda, and multilateralism facilitated the creation of the present-day International Criminal Court (ICC). These trials and tribunals established liberal approaches to transnational justice governance. Despite the dominance of a liberal universalist justice framework, non-liberal justice approaches have also emerged. Disparities in access to dental care for those whose primary/only dental insurance is Medicaid is a known issue. The infamous case of 12-year-old Deamonte Driver from Maryland brought this great need for access to private dental care through Medicaid to the fore. Yet, to this date, there has been no resource to address this great need.

An anonymous transit pass system allows passengers to access transport services within fixed time periods, with their privileges automatically deactivating upon time expiration. Although existing transit pass systems are deployable on powerful devices like PCs, their adaptation to more user-friendly devices, such as mobile phones with smart cards, is inefficient due to their reliance on heavy-weight operations like bilinear maps. Although urban rail transit systems play a crucial role in urban mobility, they frequently suffer from unexpected disruptions due to power loss, severe weather, equipment failure, and other factors that cause significant disruptions in passenger travel and, in turn, socioeconomic losses. To alleviate the inconvenience of affected passengers, bus bridging services are often provided when rail service has been suspended. Prior research has yielded various methodologies for effective bus bridging services; however, they are mainly based on the strong assumption that passengers must follow predetermined bus bridging routes.
