During the period from September, 1979 to January, 1980, the Center for Applied Urban Research conducted a housing and business conditions study for the Long School Neighborhood and the North 24th Street Business District. The study results provided in this report should be of use to the neighborhood group and the North Omaha Community Development Corporation in making decisions about the use of Community Development Block Grant funds and the other related development activities.

Currently, debates about the merits of one form or another of day care frequently miss some significant issues and hence some of the important policy options may be ruled out or in for the wrong reasons. Here, child day care is layed on a spectrum one end of which offers maximum market freedom in the form of income redistribution, a negative income tax, children's allowance, or other transfer assistance, to be spent on the market if so desired for day care services, and on the other end of the spectrum a system of comprehensive child day care centers. The rising cost of transportation has become a major concern to Americans at every level of the economic ladder. Indeed, recent price hikes in gasoline have affected practically all other products. An optimistic America has watched the per-gallon price of gasoline rise by 400 percent in the last decade and now helplessly looks to the future $2.00 per-gallon fuel. The facts speak for themselves. We cannot stop the rising cost of transportation; we must cope with the rising cost of transportation.

Work Ethic And Work Incentives: Values And Income Maintenance Reform, Beverly G. Toomey

The Journal of Sociology & Social Welfare

Although the American belief system surrounding the concept of work has been analyzed and challenged by social scientists seeking solutions to the problem of poverty, the strength of the work ethic philosophy is still evident in public resistance to welfare reform which would support adequate income maintenance and government efforts at job creation. This paper discusses the relationship between the work ethic philosophy, job creation programming and welfare reform. It reviews relevant theoretical and empirical literature and identifies some misconceptions which continue to hamper policy formulation and program development in welfare reform.

(1) Public Utility Regulatory Policies Act (PURPA)
(2) Powerplant and Industrial Fuel Use Act (FUA)
(3) Natural Gas Policy Act (NGPA)
(4) Energy Tax Act (ETA)
(5) National Energy Conservation Policy Act (NECPA)

The sharp loss of population east of 42nd Street being reported in the preliminary 1980 Census data for Omaha was indicated in earlier studies of intra-urban migration conducted by CAUR.1 The sharp increase of population west of the Omaha city limits is indicated in the most recent study of intra-urban migration data reported below.

This issue of Review of Applied Urban Research features "Leadership Patterns in Nebraska Communities," by Jack Ruff.

In the summer of 1979, the Center for Applied Urban Research undertook a study of leadership patterns and styles in Nebraska communities with populations of 2,500 to 5,000. Although that study focused its primary efforts on developing linkages between training programs and community development, the data provide some useful information related to the leadership structure of these communities. These data, describing the individuals who comprise the leadership structure in the study communities, are the focus of this article.
