Veterans' Medical Care: The Politics Of An American Government Health Service, Judith Lasker
The Journal of Sociology & Social Welfare
The history of veterans' benefits and services in the United States is reviewed; it demonstrates their responsiveness to dominant political, economic, military and medical interests. The ideological position that social services must be "deserved" is also seen to be an important influence on the V.A. system. The consequent inaccessibility of V.A. medical care to most veterans and almost all non-veterans raises questions about the appropriateness of the V.A. system as a model for national health care.

The quest for consumer participation in the management of health care delivery may have experienced its first signs of success, but the implications of that success are as yet unclear. The establishment of consumer majorities on the newly developed health systems agency (HSA) boards was seen as an important milestone in the development of the consumer movement in America over the last ten years. The initial wave of optimism over the Great Society programs that in part gave birth to the consumer movement has long since vanished, but some of the organizational results of those attempts at innovation have become …

The Octofoil
The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

This volume of the Second Annual Report on the California Master Plan for Special Education contains supporting technical information for the findings reported in Volume I. In the first section of this appendix, the method used to select the 25 sample areas is described. The second section details the methodology used for selecting teachers and parents for the questionnaire survey and presents response rates by area for each group surveyed. The third section explains the methodology used to develop the indices of knowledge, satisfaction, and skill. This two-volume Second Annual Report presents the results of the data collection activities during the first year. The first volume is a nontechnical presentation of the research findings. We have tried to keep it as free of technical jargon as possible and have assumed that readers have some familiarity with the California Master Plan. Volume II is a technical appendix that discusses in detail the methodological aspects of the work. The purpose of this report is to describe concisely, informatively, and objectively the status of special education programs in districts, RLAs, and counties. In 1908 the National Association of Building Owners and Managers was organized. The 1979 membership form of the local affiliate group stated, "Most lines of business discovered years ago that it pays to organize. The office building business was one of the first to demonstrate the value of collective thought and action." In 1969 at the annual convention of the organization, the name was changed to BOMA International.

This study is an inter-disciplinary analysis of the backgrounds of the Carter administrative elite. Various theories of political science, public administration, and ethics are presented in relation to Jimmy Carter's appointees. A background composite is presented of the elites' education, career before government service, age, sex, and geographic region of birth and socialization. Information about the elites was obtained from biographical listings, and was stored and processed by an electronic data processing system.
The Carter administrative elite has included persons who have been named to positions that do not maximize their experiences and qualifications in the most appropriate manner. This …

The rising cost of transportation has become a major concern o( Americans at every level of the economic ladder. Indeed, recent price hikes in gasoline have affected practically all other consumer products. An optimistic America has watched the per-gallon price of gasoline rise by 400 percent in the last decade and now helplessly looks to $2.00 per-gallon fuel in the future. The rising cost of transportation cannot be stopped; it must be coped with.
