Sharp cutbacks in federal aid for housing and community development now challenge Boston to become more resourceful in its housing strategies. In the neighborhoods where new solutions are needed, much has already been happening that can be adapted and expanded. Fortunately, the City's resurgence can also help achieve more results with less public resources, but a fresh approach involving community interests is essential. At the same time, local laws, procedures and programs devised to address past problems must also be critically re-evaluated to determine their appropriateness to the new realities.

Taxpayers' opinions of municipal government often focus on the property tax. Taxpayers are stingy, and they are critical as to whether their money is purchasing competent services. For citizens to have faith that government is democratic, taxes must be equitable — everyone must pay their fair share. For government to function efficiently, tax administration must be efficient in order to support city services.

This paper reviews the important factors affecting the current status of debt finance and debt management by the City of Boston, including the City's significant credit problems and the financing implications. While significant challenges to Boston's finance and debt management have recently been met in part through a combination of fiscal austerity measures and altered operating and financing approaches, there are important new debt financing challenges facing Boston in 1984 and beyond.

This paper argues, first, that most housing problems—in Boston and throughout the nation—are ultimately the result of the squeeze between inadequate incomes, on the one hand, and the cost of profitably providing housing on the other. It is also argued that housing cost and incomes together are the most decisive determinants of the overall quality of life of families and communities. Essential to the development of a positive practice in mental health after-care is a precise formulation of clients' needs. Clarity about a statement of needs provides added information about anticipated obstacles to meeting those needs, both at the client and systemic levels. To accomplish this preliminary task, it becomes necessary to create what we refer to as a "problem definitional" level of theory. Problem defining theory mediates between more global theory, which establishes a larger context for understanding the broad policy issues and direct implications,* and the articulation of practice theory.

Computers And Small Local Governments: Uses And Users, Donald F. Norris

This article examines the adoption and use of computer technology by cities under 50,000 and counties under 100,000 in seven plains and mountain states. Smaller local governments were found to lag considerably behind their larger counterparts in computer adoption and extent of use. However, pat terns of use were not substantially different, with basic "housekeeping" functions being the most frequently automated.

Computer adoption was associated with size, government form and type, and metropolitan status. No relationship was found between financial status and computer adoption. Most governments used in-house computers, and most of these systems were minicomputers. The frequency of microcomputer …

Employment of black and Hispanic police officers in the 50 largest cities in the United States falls short of desirable levels. For both racial groups, employment levels are only half of a hypothetical ideal level. Only two of 50 police departments have achieved a high level of equal employment opportunity compliance with respect to both racial groups. The finances of the City of Boston have been variously affected throughout its long history by regional and national economic cycles, by legal constraints and changes in the state-local tax system and by inter-municipal resource and expenditure disparities.

In more recent years, however, a series of tremors converged to propel Boston's seemingly chronic fiscal problem to the crisis stage. As inflation climbed to unprecedented double-digit levels, an overwhelming majority of the state's populace supported specific limits on property taxes, the primary source of municipal revenue. In the homeowners' insurance study, the researchers were interested in examining whether dwellers in different locations received the same treatment when shopping for insurance. Contact with the state insurance office and insurance industry groups yielded no information below the city level. Therefore, the information was of no use when trying to detect differences within the city.

Until the late 1960's, the Red River Gorge was just one of the more beautiful parts of the Daniel Boone National Forest. At this time, the Army Corps of Engineers proposed to dam the river for flood control, water supply, and recreation purposes. Intense opposition to the project generated considerable publicity and the Gorge area experienced substantial increases in visitation. The result has been not only severe environmental degradation but extensive overcrowding as well. These trends are presently overtaxing management capabilities of the United States Forest Service. The most pressing issue has come to be how to effectively manage this …
